Senator Litte announces Economic Development Council Awards – see details of all the awards

Senator Betty Little today said more than 50 projects in the 45th
Senate District have been awarded state funds through the second round of
Regional Economic Development Council awards.

“Strengthening our economy is a top priority I share with Governor
Andrew Cuomo,” said Senator Betty Little.  “The regional economic
development councils are ensuring that the state’s economic development
funding priorities are locally determined.  The best ideas to grow the
economy come from the people, businesses, academic institutions, elected
officials, non-profit organizations and others on the local level who see
and know firsthand what works and where to invest these financial
resources.  It was great to be in Albany this morning to see the plans
presented and awards announced knowing the hard work that has gone into
each one.”

Governor Andrew M. Cuomo said, “For the second year in a row, the
Regional Councils have been on the forefront of rebuilding New York State’s
economy. For too many years, top-down economic development policies have
failed communities across the state and not truly invested in the unique
resources and strengths of each of New York’s regions. Now a new, bottom-up
approach is in place that brings local communities together to chart their
own economic destiny. The second round of Regional Economic Development
Council awards will deliver funding for critical projects and investments
in communities across our state, helping put New Yorkers back to work and
rebuilding our economy.”

The following job creation projects in the 45th Senate District will
receive funding from the second round of the Regional Economic Development
Council program:

Adirondack Lakes Center for the Arts: $150,000
Adirondack Lakes Summer Theater Festival — Adirondack Lakes Center for the
Arts will present The ‘Adirondack Lakes Summer Theatre Festival’ (ALSTF), a
one-of-a-kind touring theatre festival covering 2,000 square miles of the
Adirondack Park. ALSTF features professional actors and community
performers in six different productions, with over 60 performances in 20
towns throughout the Adirondack region and Central New York. Through the
ALSTF apprentice program local actors, musicians and technicians also spend
the summer studying with professionals in the productions.

Essex County Industrial Development Agency: $165,000
Adirondack Meat Company — The Essex County Industrial Development Agency
will use funds to assist the Adirondack Meat Company (AMC) with its $1.3
million project to construct and equip a 7,500 square foot USDA inspected
slaughterhouse and meat processing facility in Ticonderoga.

Adirondack Meat Company: $300,000
Adirondack Meat Company Expansion — AMC will construct and equip a USDA
slaughterhouse and meat processing facility in Ticonderoga and return
processed meat to area farmers.

Village of Tupper Lake: $445,000
Advancing Tourism Infrastructure Development and Marketing — The Village
and Town of Tupper Lake, in cooperation with the other communities along
the waterway route of the Adirondack Canoe Classic (“90-Miler”), will
implement priority projects identified in Tupper Lake’s Waterfront
Revitalization Strategy, the Raquette River Blueway Trail Plan, and the
90-Miler Blueway Trail Strategy.

Davidson Brothers Inc.: $50,000
Brewery Expansion Project — Davidson Brothers, Inc., will expand by
replacing current production from a brewery in Maine with the  construction
of a 50-barrel brewing system in Glens Falls.

Village of Fort Edward: $243,493
Canal Street Farmers Marketplace Project — The Village of Fort Edward will
redevelop an historic Canal building for use as a permanent location of a
regional farmers’ market.  The Old Champlain Canal Barn, which was built in
the 1880’s and has been used by the Department of Public Works for storage
over the last 50 years,  will be redeveloped as Canal Street Farmers
Marketplace, which will include retail space for agricultural goods
produced in Washington, Warren and Saratoga counties.

Village of Lake Placid: $1,012,006
Chubb River Dam Removal and Restoration — The Village of Lake Placid will
use GIGP funding to remove an existing dam, restore approximately 1,200
linear feet of natural stream bed and riparian buffers, and construct
almost 1 acre of additional wetlands. The project will restore habitat,
improve, and protect water quality in conjunction with the Village’s
replacement of an aged trunk sewer system.

City of Glens Falls: $30,000
City of Glens Falls Wastewater Engineering Study — The City of Glens Falls
will prepare an engineering report focused on evaluating correcting major
sewer deficiencies, including reconstruction of sanitary and storm sewers
on Platt Street.

Adirondack Economic Development Corporation Inc.: $2,000,000
AEDC Community Transformation Tourism Fund — The Adirondack Economic
Development Council will manage a tourism fund for the region.

Town of North Elba: $463,200
Comprehensive Plan Preparation — The Town of North Elba and the Village of
Saranac Lake will develop a  plan to address a number of key issues
including: parking and vehicular circulation; worker housing;
diversification of economic activities; and marketing of the region. It
will aslo will develop multi-use recreational sites on capped landfills in
close proximity to their downtowns as a mode of infill recreational
development for these communities in the North Country.

Town of Moriah: $249,815
Construction of Bulwagga Bay Shoreline Stabilization and Preparation of
Strategic Plan for Recreational Facilities — The Town of Moriah will
restore the municipal beach and campground at Bulwagga Bay by stabilizing
its severely eroding shoreline.  This will stabilize the shoreline,
maintain public waterfront access, allow for recreational use, and enhance
the character of the campground.  The Town will also work with the Village
of Port Henry to develop a strategic plan for their recreational facilities
that evaluates redevelopment potential and management options for
increasing usage of these facilities.

Town of Wilmington: $251,150
Construction of Waterfront Parks Improvements and Preparation of
Sustainable Hamlet Expansion Plan — The Town of Wilmington will construct
improvements to three waterfront parks: Lake Everest Park;  Heritage Park;
and a small pocket park on the north side of the historic Route 86 bridge.
The Town will also develop a hamlet expansion plan in order to promote
sustainable economic development while protecting natural resources and
preventing sprawl-type development.

Tupper Lake Crossroads LLC Redevelopment Project: $36,000
Tupper Lake Crossroads, LLC will conduct studies to rebuild a Tupper Lake
hotel and restaurant.

Village of Fort Edward: $600,000
Depot District Redevelopment Program — The Village of Fort Edward will
replace 2,025 linear feet of dilapidated water lines in the Depot District
of the Village.

Town of Inlet Design and Construct Improvements to Arrowhead Park:
$248,000
The Town of Inlet will undertake design and construction of enhancements to
Arrowhead Park, a waterfront park in the hamlet of Inlet and important
community center in the Route 28 corridor of the Central Adirondacks.
Improvements will include: enhancements to public restrooms; landscaping;
lighting; parking; sidewalks; as well as the reconstruction of two historic
buildings and relocation of existing tennis courts to increase green space.

Adirondack Museum Exhibition Master Plan Alternatives Analysis: $50,625
The Adirondack Museum (AM), located at Blue Mountain Lake, is one of the
largest museums in upstate New York and one of the most prominent
attractions in the Adirondacks. The Museum will commission a study to model
different operating scenarios outlined in their 2012 Exhibition Master
Plan. The study will also include an economic impact analysis on the effect
of the implementation the EMP will have on the region.

Hacker Boat Company Inc.: $600,000
Facility expansion — Hacker Boat Company will expand its current facility
to meet demands for manufacturing larger boats.  The company will invest
$5.4 million and create 31 new jobs.

Sagamore Institute of the Adirondacks Great Camp Sagamore Restorations:
$238,650
The Sagamore Institute of the Adirondacks will rehabilitate Great Camp
Sagamore, an architectural masterpiece dating from 1897 and located in
Raquette Lake.  Several of its 27 National Historic Landmark designated
buildings will be improved by replacing or repairing roofs, restoring bark
exterior sheathing, repairing chimney masonry and conserving rustic detail.
This project will preserve Sagamore’s historic buildings, a tourism
destination and a vital business partner in the local economy.

Town of Lake George Green Gateway Improvements: $544,500
The Town of Lake George Gateway Improvement Project will use GIGP funding
to combine Complete Streets design with green infrastructure practices such
as porous pavement, bioretention, and stormwater street trees to improve
water quality, pedestrian safety, and walkability, a gateway to the Lake
George Region.

Hamilton County Broadband Phase II: The project will invest $2.1 million in
broadband connectivity to most hamlets in the county, where none previously
existed. $1,700,000

Adirondack Mountain Club Heart Lake Program Center Upgrades: $221,073
The Adirondack Mountain Club will renovate and upgrade the High Peaks
Information Center facility, including construction of an additional
campground loop at the ADK Wilderness Campground with both tent sites and
lean-tos, and include related infrastructure such as a well, washhouse and
septic. This portal to the Adirondack Park’s most popular public lands is
the gateway for approximately 75,000 visitors annually and includes the
busiest hiking trailhead in New York State.

Ames Goldsmith Corp High Nitrate Demonstration Project: $465,000
A one half mile direct pipeline from the Ames Goldsmith Corp. facility to
the City of Glens Falls Wastewater Treatment Plant will be constructed. The
project will connect Ames Goldsmith with secondary tanks at the city’s
waste water treatment plant.

Glens Falls Industrial Development Agency Hudson Avenue Parking Structure
to Support Downtown Revitalization: $500,000
The Glens Falls Industrial Development Agency will assist in the
construction of a 400-500 car parking garage that will complement a
proposed $24 million mixed use development in the city center.

Village of Hudson Falls Neighborhood Water Service Line Replacement
Program: $570,000
The Village of Hudson Falls will replace 2,520 linear feet of severely
deteriorated and undersized waterlines,  including lateral connection
replacement for up to six low-and moderate income households.

Village of Rouses Point Implementation of Essex and Clinton Counties
Waterfront Plan: Advancing Key Clinton County Tourism Development Projects:
$700,000
The Village of Rouses Point, in cooperation with waterfront communities in
Clinton County, will advance projects from the Essex and Clinton Counties
Waterfront Plan and other community plans. Projects include a visitor
center and museum at the Delaware and Hudson Railway Station in Rouses
Point; a community vision and action plan for the Town of Champlain; a
feasibility and market analyses for redevelopment of key sites in the
Rouses Point downtown; and advancement of ongoing local projects.

Warren County Implementation of the First Wilderness Heritage Corridor
Action Plan: $308,000
Warren County, in partnership with the communities along the Upper Hudson
River and Delaware & Hudson rail line in Saratoga and Warren counties, will
advance recommendations of the First Wilderness Heritage Corridor Action
Plan.  Project components include: design of a new train station in the
Village of Corinth; restoration of the historic bandstand in the Town of
Warrensburg; and design of a new waterfront park on a 3.5 acre former
Brownfield site in the Town of Warrensburg.

Town of Chester Implementation of the Schroon Lake Watershed Management
Plan: $300,000
The Town of Chester, in cooperation with the Schroon Lake watershed
communities and Warren County Soil and Water Conservation District, will
implement recommendations from the Schroon Lake Watershed Management Plan.
Project components include: construction of stormwater retrofit projects; a
roadside erosion control program; a voluntary on-site wastewater treatment
system pump out and water conservation program; implementation of invasive
plant management strategies to control Eurasian milfoil; and Lake
Stewardship programs.

City of Glens Falls Implementing  the Pruyn’s Island Redevelopment and
Connection Plan: $154,500
To implement the draft Pruyn’s Island Master Plan, the City of Glens Falls
will prepare preliminary designs for a waterfront promenade; identify
improvements to manage stormwater runoff; evaluate redevelopment
opportunities and enhancements for the Feeder Canal; identify funding
opportunities for the relocation and redevelopment of the Finch Paper wood
yard facility; prepare new zoning design guidelines; and design and
construct gateway enhancements along Murray Street.

Essex County Implementing the Ausable Watershed Management Plan: $217,950
The Ausable River Association (AsRA), in cooperation with the watershed
communities, will advance key recommendations of the Ausable River
Watershed Management Plan.   This will enhance outreach on water quality
protection and watershed stewardship; implement priority stream restoration
projects; re-design highway culverts, and prepare communities for future
flood events through a strategy to protect public safety and infrastructure
while preserving water quality and ecological functions.

Village of Lake George Improvements at Charles R Wood (Lake George
Environmental) Park: $750,000
The Village of Lake George, with project partners, will construct elements
of the Charles R. Wood Park (Lake George Environmental Park) including: a
children’s adventure play area; skateboard park; interpretive elements;
primary park entrance; signage; and sidewalks connecting to the Beach Road
and the Warren County Bike Path.

Indian Lake Theater, Inc. Indian Lake Theater Project: $62,723
The Indian Lake Theater, Inc. will rehabilitate the movie theater in the
Town of Indian Lake. The award will be used to replace the HVAC system,
improve roofing, weatherization, accessibility and repair the marquee.

Clinton County Infrastructure Improvements: $200,000
Clinton County will replace water main lines to service existing
residential and commercial areas.

Town of Moriah Lake Champlain Nonpoint Source Pollution Subwatershed
Assessment and Management Plan: $200,000
The Town of Moriah, with the Champlain Watershed Improvement Coalition of
New York, will develop a Non-Point Source Assessment Plan for Lake
Champlain subwatersheds in Clinton, Essex, Franklin, Warren and Washington
counties.  The Plan will establish criteria to prioritize water quality
impairments for sub-watersheds and evaluate the economic benefit of clean
water and include recommendations to help protect water quality that
supports the million dollar tourism industry in Lake Champlain.

Lake George Watershed Coalition Water Quality Assessment and Management:
$390,000
The Village of Lake George, with project partners, will conduct Stream
Corridor Water Quality Monitoring for water quality and morphology;
incorporate improved knowledge of stream morphology; assess effectiveness
of existing stormwater management and control including the West Brook
Stormwater Control project; restore stream corridors; and provide outreach
and education to improve operation of on-site wastewater treatment systems.

Slic Network Solutions Long Lake Next Generation Broadband: $1,370,000
SLIC Network Solutions will install broadband in Long Lake and surrounding
areas.

BOCES Clinton Essex Warren & Washington Counties: $100,000
Manufacturing Technician Training BOCES Clinton Essex Warren & Washington
Counties will train 25 unemployed workers for Assembling Industry
Manufacturing and Education (AIME) and Manufacturing Skill Standards
Council (MSCS) Certified Production Technician Certification.

The Hyde Collection, Modern Nature Georgia O’Keeffe Lake George Exhibition
Catalogue and Program Season: $137,201
The Hyde Collection will present and promote the exhibit ‘Modern Nature:
Georgia O’Keeffe and Lake George’; an associated catalog; and a regional
program season. This is the first exhibition ever to explore the
significant body of artistic work created by O’Keeffe at Lake George.

International Paper Ticonderoga Mill Natural Gas Energy Conversion:
$1,750,000
Plant conversion from #6 heating fuel to natural gas including equipment
modifications for new natural gas line, or use of liquified natural gas.

Village of Malone: $21,000
Preparation and Implementation of the Salmon River Watershed Management
Plan and LWRP The Village of Malone, in cooperation with the Salmon River
watershed communities and the Franklin County Soil & Water Conservation
District, will continue the preparation and implementation of the Salmon
River Watershed Management Plan and the Salmon River Local Waterfront
Revitalization Program.  This involves rehabilitation of Bill King Memorial
Park and completion of a Master Plan for Malone Village Recreation Park and
West Street Playground.

Town of Lake George Preparation of a Community Revitalization Strategy for
the Town of Lake George: $37,500
The Town of Lake George will prepare a Community and Waterfront
Revitalization Strategy to address land use, economic development, water
quality, preservation, and sustainability issues. The project will ensure
the Town of Lake George updates its land use program to protect water
quality and aesthetics to ensure high quality of life for residents, a
sustainable community to operate business, and an attractive destination
for tourists and visitors.

Village of Lake George Reconstruction of Public Docks: $170,166
The Village of Lake George will reconstruct public docks along Beach Road
destroyed during Hurricane Irene in September 2011. The construction will
include a permanent pile dock system, which is a more robust structure
requiring much less maintenance.

GLV USA Inc. Stainless Steel Foundry: $350,000
GL&V USA, Inc., which re-manufactures and services machinery and equipment
for the pulp and paper industry, will expand operations by installing
stainless steel casting capability at their Hudson Falls facility.  GLV USA
will invest $2.7 million and create 11 new jobs.

North Country Cultural Center for the Arts Strand Theatre Restoration:
$555,175
The North Country Cultural Center for the Arts will complete the
restoration of the historic Strand Theatre by making critical improvements
to dressing rooms and the basement, and by installing staging resources,
including the required fire curtain.  The main chandelier will be
replicated and will require structural improvements to ensure its safe
installation and to replicate the pulley system that raises and lowers it.
This final phase will complete the restoration of the theatre.

Village of Tupper Lake: $300,000
The Village of Tupper Lake Biomass Fired District Energy System
The Village of Tupper Lake will complete the design and engineering of a
new biomass (wood) fired district heating system for buildings in the
Village of Tupper Lake.

Village of Malone: $25,000
Village of Malone Wastewater Facilities Engineering Study
The Village of Malone will complete an engineering report for the Town
wastewater treatment plant to assess improvements to the existing digester
complex.

Housing Assistance Program of Essex County, Inc.: $150,000
4316 Main Street Housing Assistance Program of Essex County, Inc. will
renovate an historic building located in the Village of Port Henry. The
award will be used to redevelop 4316 Main Street as a mixed-use property
with retail on the first floor and two senior citizen apartments on the
second.

Warren County Warrensburg Health Center: $400,000
Warren County, in conjunction with the Hudson Headwaters Health Network
(HHHN), will supplement $7.1 million of grant and HHHN funds for
construction of a new regional health care facility in the Warren County
Hamlet of Warrensburg.

The Wild Center Wild Walk: $1,000,000
The Natural History Museum of the Adirondacks will construct an elevated
boardwalk and timber towers for walking tours and views at the Wild Center
Museum.

Adirondack Museum Wood Pellet Boiler System: $130,000
The Adirondack Historical Association will develop a wood pellet boiler
system using thermal storage.

Warren Washington ARC WWARC Expansion:  $125,000
Warren and Washington Counties ARC will expand operations by constructing a
community kitchen & cafeteria at their Queensbury Headquarters to be used
as training site and for storage and distribution of agribusiness products
from businesses in Washington, Warren, and Saratoga counties.

Essex County Office of Community Resources Port Henry Water and Sewer
Improvements: $600,000
The Village of Port Henry will replace 1,371 linear feet of water line and
1,686 feet of sewer line and install 8 new fire hydrants.

Statewide, a total of $738 million was awarded for 725 economic
development projects in every region of New York State.
