WASHINGTON—Today, Representative Bill Owens announced the start of the annual Congressional Art Competition for high school students from New York’s 21^st Congressional District.

“This competition is an opportunity to showcase the talents of our region’s young artists,” said Owens. “I am excited to see how the students in our district translate their creative passion into original artwork.”

To enter, students should send a digital image of their original artwork and a completed Student Information & Release Form to NY21art@mail.house.gov.  The winning artist and a parent or guardian will have the opportunity to be flown to Washington, D.C. to attend the national reception and view the winning artwork in the Capitol building.

The winning artwork will remain on display for one year as part of the national student art exhibition in the U.S. Capitol.  All submissions must be received by Owens’ office no later than close of business Wednesday, April 23^rd.

GUIDELINES

• This competition is open to high school students only. Exceptions may be made for schools that have 7^th through 12^th grades on one campus.
• Artwork must be two-dimensional.
• Each piece can be no larger than 28” high, 28” wide, 4” deep, including the frame.
• Artwork must be framed.
• Framed artwork cannot weigh more than 15 lbs.
• Each entry must be original in concept, design, and execution and may not violate any U.S. copyright laws.
• Work entered must be in the original medium (that is, not a scanned reproduction of a painting or drawing).
• Artwork will hang in the Capitol for the entire year of the exhibition and cannot be returned to the students earlier.  Students should, therefore, submit artwork they will not need for other purposes.
• Artwork must adhere to the policy of the House Office Building Commission. In accordance with this policy, exhibits depicting subjects of contemporary political controversy or a sensationalistic or gruesome nature are not allowed.

ACCEPTED MEDIA:

Accepted mediums for the two-dimensional artwork are as follows:

• Paintings: oil, acrylics, watercolor, etc.
• Drawings: colored pencil, pencil, ink, marker, pastels, charcoal (It is recommended that charcoal and pastel drawings be fixed.)
• Collages: must be two dimensional
• Prints: lithographs, silkscreen, block prints
• Mixed Media: use of more than two mediums such as pencil, ink, watercolor, etc.
• Computer-generated art
• Photographs

TIMELINE:

• May 5^th  – Winner announced
