Peru – Two major development projects will hopefully move forward in 2020 following the Wednesday, January 8th Planning Board meeting.

Winter Lane LLC developers of the Orchard View subdivision on Washington Street received approval to move forward with its plans to develop 13 new homes southwest of the existing homes. Winter Lane must record its site survey with Clinton County Real Property within ninety days. At that point the property will be assessed on a lot by lot basis rather than as one parcel.

The Town of Peru has bonds in place attempting to ensure that Winter Lane complies with street pavement thickness, ditching, sidewalk and a turnaround requirements. The installed manhole covers are also too elevated and must be corrected. These issues have held up the Town’s acceptance of the road. The existing road is considered to be a private driveway that Winter Lane must maintain.

Codes Enforcement Officer Bob Guynup said NYS Department of Environment Conservation (DEC) and the U.S. Army Corp of Engineers also have compliance issues with the project. DEC is requiring that Winter Lane install an additional water retention basin. The current basin did not accommodate storm water runoff resulting in a few Washington Street basements being flooded. Clear-cutting the trees on the property also apparently violated U.S. Army Corp of Engineers regulations. Winter Lane representative Jim Abdallah of Architectural and Engineering Design Associates (AEDA) said Winter Lane is communicating with both agencies attempting to bring the project into compliance.

Constructing a new Maplefields store on the Bear Swamp Rd. is the other major project. Construction could begin as soon as March depending on the weather. Owner R.L. Vallee corrected a few Board concerns and the Board responded by giving its quick approval Wednesday night. The new store is expected to take about 90 days to construct. The business will be closed during construction.
