Approved Minutes of Peru Town Board’s September 28,2020 Meeting

The regular meeting of the Peru Town Board was held on Monday, September 28, 2020 at the Peru Town Hall.  Those present were Mr. Brandy McDonald Supervisor; Mr. James Douglass, Councilman; Mr. Kregg Bruno Councilman; Mr. Melvin Irwin, Councilman- (Excused),Mr. Richard Barber Jr., Councilman; and Mrs. Dianne Miller, Town Clerk.  Also present Mr. Matthew Favro, Town Attorney; Mr. Courtney Tetrault, Water/Sewer Superintendent; Mr. Michael Farrell, Highway Superintendent; Ms. Pamela Barber, Secretary to the Board; Mr. Dave Drollette, Dog Control Officer and Mr. Bob Guynup, Zoning Officer

 

The meeting was called to order at 6:06 PM by Mr. McDonald with the Pledge of Allegiance.

 

Motion by Mr. Bruno seconded by Mr. Barber to approve minutes from the Public Hearing September 14, 2020 for the Local Law #1 for 2020.

Resolution/Discussion: For the purchase of a UV Structure (Manhole) for Valcour Sewer District.

Mr. Tetrault stated it was being paid with the Lake Champlain Basin Program Grant and was the most efficient/least expensive.

 

RESOLUTION NUMBER:  20.09.28-1

 

 

A RESOLUTION TO PURCHASE A UV/DECLORINATION STRUCTURE (MANHOLE) FOR THE VALCOUR SEWER DISTRICT WITH FUNDS FROM THE LAKE CHAMPLAIN BASIN PROGRAM GRANT.

WHEREAS, The Town of Peru has received a grant from the Lake Champlain Basin Program Grant in the amount of $20,000.,

 

WHEREAS,   AES, Northeast and the Peru Town Board has received three prices for a new UV dechlorination structure for the Valcour Sewer District before them, and

 

WHEREAS, Camp Precast Concrete Products, Inc. was the lowest responsible bidder at a price of $ 11,500.00 (Eleven thousand Five Hundred dollars and no cents), and

 

WHEREAS, the Town Board has determined that the new UV Dechlorinating structure (manhole) would enable the Town to the adhere to NYS DEC guidelines for the Valcour Sewer District,

 

WHEREAS, The Town of Peru will grant the Notice of Award to the Camp Precast Concrete Products, Inc.,  Now therefore,

 

BE IT RESOLVED that the Town Supervisor is authorized to sign all paperwork to execute this purchase as soon as possible.

Resolution/Discussion: Floor Refinishing Quote for Lyons Rd. Schoolhouse.

Mr. Bruno asked why money was being spent. Mr. Douglass stated Mr. Allen had the funds in his budget.

A RESOLUTION APPROVING THE QUOTE FROM STEWART PATNODE HARDWOOD FLOOR REFINISHING WORK NEEDED ON LYONS STREET SCHOOLHOUSE AND AUTHORIZING THE SUPERVISOR TO EXECUTE THE SAME.

 

MOTION: Mr. Barber                                                  SECOND: Mr. Douglass

 

WHEREAS, the Town Board has the quote between the Town of Peru and Stewart Patnode before it to sand and refinish the floor of the Lyons Rd. School House, NOW THEREFORE, BE IT

 

RESOLVED, said proposed quote is approved for the sum not to exceed $3,600.00 Three thousand six hundred dollars and no cents ;($3,050.00 for sanding and refinishing) with additional possible heater and fuel costs with receipts provided) and the Supervisor be and hereby is authorized to execute said agreement.

 

AND, BE IT

 

RESOLVED, that this Resolution shall take effect immediately.

North Bend Main Sewer Trunk Line Emergency Work

Mr. Tetrault stated his crew will be doing the repair and saving a substantial amount of money.

A RESOLUTION TO PURCHASE A DUAL PUMP SKID FOR THE VILLAGE SEWER DISTRICT WITH FUNDS FROM THE LAKE CHAMPLAIN BASIN PROGRAM GRANT.

 

Motion: Mr. Bruno                                                                 Second: Mr. Douglass

 

 

WHEREAS, The Town of Peru has received a grant from the Lake Champlain Basin Program Grant in the amount of $20,000.

 

WHEREAS,   Courtney Tetrault, W/S Superintendent has requested three prices for a new dual pump skid for the Village Sewer District, and

 

WHEREAS, JEM was the only bidder at a price of $8,272.29 (Eight Thousand Two Hundred Seventy Two Dollars and Twenty Nine Cents), and

 

WHEREAS, the Town Board has determined that the new dual pump skid would help in enabling the Village Sewer District Department to work in a more efficient manner in adhering to NYS DEC guidelines for the Valcour Sewer District,

 

WHEREAS, The Town of Peru will approve the purchase from the JEM Company, Now therefore,

 

BE IT RESOLVED that the Town Supervisor is authorized to sign all paperwork to execute this purchase as soon as possible.

Sewer Project Update

Mr. Tetrault stated the bid for the project will be posted by October 31, 2020 with opening in December 9, 2020.   Project is proceeding as planned.

Other Business

Mr. Bruno asked about the Youth Commission mini-mite soccer program and volunteers for the Youth Commission board. Mr. Barber speaking for Mr. Flynn stated that Mr. Flynn thought it would be best not to offer the program this year for the mini mites because of the restrictions of COVID 19.  Mr. McDonald stated that if residents were interested in becoming a volunteer for the board to reach out to Mr. Flynn.

 

Mr. Guynup stated Maplefields is now open and Subway is a few weeks away.

 

Mr. Drollette stated a dog has taken a cats life. Tickets and court proceedings will follow. To ensure paperwork is filed correctly, Ms. Barber recommended having a completed sample to follow from the Court office.

 

Mr. Tetrault stated the volleyball court is done with the assistance of the Highway Department.

Dan Gonyea passed his 2A Wastewater Operator exam. The department now has 3 certified operators.

 

Mr. Farrell stated Jabez Allen Road paving is completed. Also Karl from the County sent him resumes for engineers for each bridge that needs to be built.

 

Mr. McDonald said a town resident shared concern of the property located at 5 School Street. Mr. Guynup stated that tickets were issued and as of this date, the fine has not been paid.

Mr. Ryan commented on the excellent paving performed by Noel J. Brunell & Son on Brand Hollow Road.

 RESOLUTION AUTHORIZING THE POST-AUDIT PAYMENT OF CERTAIN

CLAIMS, BILLS AND INVOICES OF THE TOWN

 

 

MOTION: Mr. Bruno                                           SECOND:  Mr. Douglass

 

WHEREAS, the Town Board has reviewed and audited the following claims, bills and invoices for services rendered and goods provided to the Town in September 2020:

 

From Town of Peru Vouchers in August 2020; #202001000 through and including #202001054,

 

Abstract dated September 28, 2020

 

 

For the dollar amount totaling: $116,310.06, of that, $13,844.06 was wired, credit cards and prepaid; and $102,466.90 is remaining to be paid and

 

WHEREAS, the Town Board finds said claims, bills and invoices to be acceptable in form and reasonable in amount;

 

NOW, THEREFORE, BE IT

 

RESOLVED, that payment of the aforementioned claims, bills and invoices is approved and the Supervisor be and hereby is authorized to make such payment; and be it further

 

RESOLVED, that this Resolution shall take effect immediately.
