
Washington, D.C. – Congresswoman Elise Stefanik released the following statement after Canada announced it will require a pre-arrival COVID-19 test obtained outside of Canada for all travelers entering regardless of their trip duration.
“I am disappointed to hear that Canada is reversing their action to drop its testing requirement for Canadian travelers returning to Canada,” Stefanik said. “This is a step backwards in achieving parity for cross-border travel and will add an additional cost and burden on our Canadian neighbors seeking to travel to the North Country. Our communities have suffered enough from the closure of the Northern Border, and it is unnecessary to impose new restrictions that will further disrupt travel. I will continue to work to restore normalcy to our cross-border travel.”
This announcement will go into effect starting December 21.

Washington, D.C. – Congresswoman Elise Stefanik today announced $7,526,000 in water and waste disposal loans for North Country communities from the U.S. Department of Agriculture’s Rural Development fund.
“I am proud to announce over $7.5 million of taxpayer dollars will return to our district to invest in safe and effective water treatment for North Country residents,” Stefanik said. “This significant funding will be a lifeline for several of the North Country’s rural communities and support them in improving their current water infrastructure. I look forward to seeing the results this funding will provide to our communities.”
A breakdown of the funding can be seen here:
$1,747,000 for New York Water and Waste Disposal for the village of Norwood in St. Lawrence County
$1,029,000 for the town of Peru in Clinton County
$1,350,000 for the town of Massena in St. Lawrence County
$3,400,000 for Wellesley Island Water Corp in St. Lawrence County

It’s been a busy two days for Brandy McDonald. At 3 p.m. today, he loaded his sixth load of toys to bring to local children. He wasn’t sure the remaining toys would fit into his big SUV. There might be trip #7. Bringing gifts to children is McDonald’s personal undertaking over Facebook. He started it when he was a town councilor, long before becoming town supervisor.
Brandy said, “I started doing this ten years ago. The first year it was four families. The second year, it was ten. This year, it’s 47 families and 126 kids as of this moment, plus my wife and I brought a carload to the ladies collecting for foster children. Our people and local businesses are so generous. They give and give. It’s unbelievable.”
Brandy said he purchases 95% of the toys himself because most people donate money or gift cards. He commented, “I’m anal, I have to do it myself. So many people have offered to help, but I like to do it.” After doing this for ten years, he knows where the bargains are. He takes advantage of the Big Lots 50% off sale at Thanksgiving time. Then he uses Big Lots rewards to buy even more toys.
McDonald learns about kids in need from JCEO and the Peru school. He brings gifts to kids who didn’t receive them from another organization or agency.
As we finished our conversation, a text from the Peru JCEO said that they need toys for 15 more kids. So, after completing delivery #6, Brandy will be on his way to Plattsburgh to buy more toys.

Peru Gazette 2018 photo
Just after World War Two, the War Department said it was going to close the Post Cemetery and relocate the remains. If that had happened, we wouldn’t be having a ceremony this year. The Plattsburgh Press-Republican of January 8, 1947, carried the story.
VETERANS HERE WOULD MAINTAIN POST CEMETERY
“Plattsburgh Post No. 20 American Legion and Edward and Moses Wells Post No. 125 of the Veterans of Foreign Wars, have offered to undertake the cost of maintenance and supervision of the post cemetery attached to the former Plattsburgh Barracks, it was revealed yesterday.
The two veterans’ associations made their offer in and effort to avert the War Department’s scheduled removal of the remains now interred in the cemetery, like those in eight other military cemeteries at Army installations declared surplus throughout New York State to the Woodlawn National Cemetery in Elmira.
Existence of a plan to preserve the cemetery here, where there are buried veterans and their families who served at Plattsburgh over many decades, including veterans of the Spanish-American War, World War I, and some veterans of World War II, was made known by Robert C. Booth, president of the Plattsburgh Chamber of Commerce, in releasing for publication his recent letter to the Quartermaster General’s Office, informing them of the offer. Booth noted that there had been a storm of protest in the local area following the announcement.
Copies of the letter were sent to the Secretary of War, New York State’s Senators and Congressmen promising that the organizations which numbered more than 2,000 strong would, “render any assistance that we can do to bring about this result which will help the peace of mind and sentimental attachment of our many citizens who are vitally interested in not disturbing the final resting place of their loved ones.”
A few years later the Air Force took over the base and, in 1970, the Air Force ceased any burials in the cemetery. Ownership of this resting place was transferred to the City of Plattsburgh with the closing of the base in 1995.

“While the Canadian Government has been actively considering possible new restrictions on international travel,” notes Garry Douglas, President of the North Country Chamber of Commerce, “we are pleased that for the time being at least, they have decided to advise Canadians not to travel internationally but are not changing current requirements at the land border. Our Canadian friends may still visit for up to 72 hours without a test, and Americans can still visit Canada with use of the ArriveCan app and a PCR test. We welcome this restraint.”
Douglas noted that communications were intense throughout the day today (Wednesday) as the Canadian Government was determining what actions it might take or not take. “We thank our friends and partners on both sides of the border for their continued engagement and advocacy,” says Douglas.
