Peru Clean-Up Day Has Begun
People of all ages turned out
It was only 8 this morning; nevertheless, enthusiastic volunteers reported to the Peru Town Hall for Peru Clean-up Day. Organizer Scott Coleman welcomed everyone and assigned areas that need cleanup. Sean Lucas, of Casella Waste Systems, handed out free trash bags, safety vests, trash grabbers, and plastic mugs to the volunteers.
Scott Coleman said, “This is my first year at this. I’ve already heard from my kids it should start later in the morning, but I hope to do it again next year.” Hopefully, next year the word will spread and they’ll be even more volunteers.

Governor Andrew Cuomo’s May 7th COVID Update
May 7, 2021.
New Yorkers have been amazing in acting for the good of the group throughout the pandemic, and as we near the light at the end of this COVID tunnel, we must continue to work together. Remember that all New York State-operated vaccination sites are open for walk-ins on a first-come, first-serve basis. And if you prefer to schedule an appointment, you can do so on the Am I Eligible App or by calling 1-833-NYS-4-VAX (1-833-697-4829). Our providers are working around the clock to get as many shots in arms as possible, and we as a society must all do our part.

Here’s what else you need to know tonight:
1. COVID hospitalizations dropped to 2,264. Of the 194,988 tests reported yesterday, 2,370, or 1.22 percent, were positive. The 7-day average percent positivity was 1.53 percent. There were 571 patients in ICU yesterday, down 34 from the previous day. Of them, 354 are intubated. Sadly, we lost 25 New Yorkers to the virus.
2. As of 11am this morning, 59.4 percent of adult New Yorkers have completed at least one vaccine dose. Over the past 24 hours, 161,388 total doses have been administered. To date, New York administered 16,395,758 total doses with 47.0 percent of adult New Yorkers completing their vaccine series. See additional data on the State’s Vaccine Tracker.
3. The federal government is accepting applications for the Restaurant Revitalization Fund. If you’re a restaurant owner, caterer, or food business owner, I encourage you to take a look and apply.
4. In the third round of the program, Nourish NY has spent $9 million to help New Yorkers in need. So far, over eight million pounds of raw milk has been turned into dairy products and distributed by food banks, along with over 2.5 million pounds of produce. Over five million meals have been made for households in need using products sourced from New York farms.
Tonight’s “Deep Breath Moment”: A local barber in Amsterdam, NY, is hoping to use community support to inspire local high schoolers to attend college. Understanding the struggle many went through during COVID, barber Jay Blendz started “Books N’ Blendz,” a $2,000 scholarship fund to help high school seniors in his community with their post-graduation pursuits. The scholarship will be given to four high school graduates to use toward tuition, books and room and board.

TOWN OF PERU LOCAL LAW #1 OF 2021
A LOCAL LAW PROVIDING FOR PRIOR NOTIFICATION OF DEFECTS
BE IT ENACTED by the Peru Town Board as follows:
Section I: TITLE
This local law shall be known as the “Prior Notification of Defects Law”
Section II: It is the intention of the Peru Town Board to protect the health and safety of the community by requiring actual written notice of defective and hazardous conditions existing on town-owned or maintained properties. The receipt of actual written notice will enhance the town’s ability to remedy dangerous conditions on all properties under the management and care of town personnel in an expeditious and safe manner.
Section III: Be it enacted by the Town Board of the Town of Peru that no civil action shall be maintained against any town or town superintendent of highways for damages or injuries to person or property sustained by reason of any highway, bridge or culvert being defective, out of repair, unsafe, dangerous or obstructed unless written notice of such defective, unsafe, dangerous or obstructed condition of such highway, bridge or culvert was actually given to the town clerk or town superintendent of highways, and that there was a failure or neglect within a reasonable time after the giving of such notice to repair or remove the defect, danger or obstruction complained of, nor such action shall be maintained for damages or injuries to person or property sustained solely in consequence of the existence of snow or ice upon any highway, bridge or culvert, unless written notice thereof, specifying the particular place, was actually given to the town clerk or town superintendent of highways and there was a failure or neglect to cause such snow or ice to be removed, or to make the place otherwise reasonably safe within a reasonable time after the receipt of such notice.
Section IV: No civil action shall be maintained against any town or town superintendent of highways for damages or injuries to person or property sustained by reason of any defect in its sidewalks or in consequence of the existence of snow or ice upon any of its sidewalks, unless such sidewalks have been constructed or are maintained by the town or the superintendent of highways of the town pursuant to statute, nor shall any action be maintained for damages or injuries to person or property sustained by reason of such defect or in consequence of such existence of snow or ice unless written notice thereof, specifying the particular place, was actually given to the town clerk or to the town superintendent of highways, and there was a failure or neglect to cause such defect to be remedied, such snow or ice to be removed, or to make the place otherwise reasonably safe within a reasonable time after the receipt of such notice.
Section V: The town superintendent of highways shall transmit in writing to the town clerk within ten days after the receipt thereof all written notices received by him pursuant to this section.
Section VI: The town clerk of each town shall keep an indexed record, in a separate book, of all written notices which he shall receive of the existence of a defective, unsafe, dangerous or obstructed condition in or upon, or of an accumulation of ice or snow upon any town highway, bridge, culvert or sidewalk, which record shall state the date of receipt of the notice, the nature and location of the condition stated to exist, and the name and address of the person from whom the notice is received. All such written notices shall be indexed according to the location of the alleged defective, unsafe, dangerous or obstructed condition, or the location of accumulated snow or ice. The record of each notice shall be preserved for a period of five years after the date it is received.
Section VII: It is the intent of the Town Board, pursuant to the Municipal Home Rule Law of the State of New York, to supersede such portions of§ 65-a of the Town Law of the State of New York. This local law shall supersede in its application NYS Town law §65 a, sections 1 and 4.
Section VIII: This local law shall take effect immediately upon its filing in the office of the Secretary of State.
Section IX: Rescission of Local Law #2 of 1979
Upon the effective date of this local law, Local Law #2 of 1979 of the Town of Peru shall be rescinded in its entirety.
Section X: Effective Date
This Local Law shall take effect immediately upon filing in the office of the Secretary of State.

Regular Peru School Board Monthly Meeting & Budget Public Hearing
The Peru CSD Board of Education will hold its regular monthly meeting on Tuesday, May 11, 2021 at 6:30 PM in the High School Cafeteria. As part of the meeting, the Board will conduct a public hearing on the District’s two (2) propositions slated for voter consideration on May 18, 2021, which include the proposed expenditures plan/budget for 2021-2022 and the purchase of buses. Individuals running for the Board of Education may also address the Board and audience. It is anticipated that an executive session will take place immediately following the 6:30 PM start and that the Board will reconvene for public session business at approximately 7:00 PM. The public may view the meeting live via Zoom at https://E2CCB-GST.zoom.us/j/95556855496. The meeting will also be recorded and will be available on the District’s website at www.perucsd.org.
The meeting will include a public comment period not to exceed twenty (20) minutes. Individuals who wish to express comments should do so from the podium microphone and should register on the speaker sign-in sheet provided via clipboard in advance of the meeting’s start. Comments may also be emailed to perucomments@perucsd.org. Online public comments may be submitted until 12:00 noon on May 11th. Comments will be read in the order received and will be limited to two (2) minutes per speaker/sender.
