Clinton County Feb. 19 COVID-19 Report: Lab-confirmed positive +44, Deaths +1

Since our 2/18 update, 44 additional lab-confirmed COVID-19 positive cases have been reported. CCHD has received notification of an additional COVID-19 related death of a Clinton County resident. This death bring the total number of COVID-19 related deaths in Clinton County to 25.

Environmental Conservation Officers (ECOs) Conduct Multi-Day Snowmobile Detail – Fulton County

On Feb.12, ECOs Manns, Hilliard, Shaw, Toth, and Pasciak began a series of multi-day snowmobile details to ensure riders are complying with state regulations. The Officers started off conducting a snowmobile checkpoint on the trail system in the town of Broadalbin and shifted to trails in the village of Mayfield that evening after receiving complaints from landowners about snowmobilers going off trails and into fields, threatening crops in at least one case. ECOs received assistance from Troopers from the New York State Police’s Mayfield Station. The following day, ECOs Pasciak and Klein conducted a snowmobile patrol and checkpoints in the town of Caroga. The two-day detail resulted in six tickets issued for unregistered snowmobiles and modified exhaust systems, and one warning for attempting to ride on a closed trail section. Governor Andrew Cuomo’s Feb. 18 COVID-19 Update

New York’s health insurance Open Enrollment Period will be further extended to May 15, 2021, aligning with states across the country. With this extension, New York joins the federal Marketplace and other state-based Marketplaces giving consumers even more time to enroll for 2021. New Yorkers can apply for coverage through NY State of Health, New York’s health insurance Marketplace, or directly through insurers.

New Yorkers fought through the holiday surge of COVID-19 and we’re seeing that reflected in the numbers. For 41 days straight, our 7-day average positivity rate has declined and is now at 3.61 percent. We have the lowest single-day positivity rate since November 23rd. But despite the promising news, we’re not at the end of the tunnel yet. We need everyone to double down on the behaviors that make such a difference in combatting this pandemic. Wash your hands, wear a mask, stay socially distanced, be safe and be New York Tough.

Here’s what else you need to know tonight:
1. COVID hospitalizations dropped to 6,434. Of the 215,731 tests reported yesterday, 6,794, or 3.15 percent, were positive. There were 1,258 patients in ICU yesterday, down 15 from the previous day. Of them, 863 are intubated. Sadly, we lost 114 New Yorkers to the virus.
2. As of 11am this morning, 90 percent of first doses allocated to the state have been administered. This represents 2,109,690 first doses administered of the 2,335,250 first dose allocations received from the federal government. So far, 984,100 second doses have been administered out of the 1,284,300 second doses received. See data by region on the State’s Vaccine Tracker: ny.gov/vaccinetracker.
3. Get your Moderna COVID vaccine questions answered. Tomorrow, February 19, at 6:30pm, the NYS COVID-19 Vaccine Equity Task Force is hosting a Fireside Chat with clinicians and community members on the topic of the Moderna vaccine, featuring a representative from Moderna. You can watch the event live tomorrow evening at ny.gov/VETF. You can also register for this event (not required) as a means of adding the event to your calendar and for reminders.
Tonight’s “Deep Breath Moment”: Spreading kindness and appreciation is as easy as leaving a note. At our State-run vaccination site at the Javits Center in Manhattan, one New Yorker left a thank you note for the staff at the site after getting their vaccine shot. Almost instantly, others followed suit. Now, bulletin boards at the Javits are covered in notes expressing much-deserved thanks to our hard-working vaccinators and staff. As I’ve said before, New Yorkers are tough but they’re also loving and this is just more proof of that.

Updated Quarantine Guidelines for Vaccinated Individuals

Plattsburgh, February 18, 2021. Last week, the Centers for Disease Control and Prevention (CDC) announced updated guidance for vaccinated persons with an exposure to someone with suspected or confirmed COVID-19. 

“We received word yesterday, from our partners at the state, that this guidance can be adopted by local health departments if they choose to do so,” stated John Kanoza, Director of Public Health in Clinton County. “The Clinton County Health Department (CCHD) is moving ahead with adopting this guidance.” 

Effective February 18, 2021, and until formal New York State Department of Health (NYSDOH) guidance is issued, vaccinated Clinton County residents with an exposure to someone with suspected or confirmed COVID-19 will not be required to quarantine if they meet ALL of the following criteria: 

 They are fully vaccinated at the time of their exposure (i.e., ≥2 weeks following receipt of the second dose in a 2-dose series, or ≥2 weeks following receipt of one dose of a single-dose vaccine); 

 They are within 3 months following receipt of the last dose in the series at the time of their exposure; 

 They have remained asymptomatic since the current COVID-19 exposure and; 

 Their vaccination status can be verified in the New York State Immunization Information System (NYSIIS), the state’s online portal that allows health care professional access to vaccination histories. 

Determining eligibility adds another layer to the contact tracing investigation, which can take some time to verify. Residents will still be required to complete a contact interview to provide the necessary information to complete the verification process and, in some instances, residents may need to quarantine while this is occurring. 

“We ask that residents be patient with us while we work to ensure the eligibility criteria are met. We are committed to offering this leniency but want to be sure we are still protecting our community and minimizing the spread of COVID-19,” stated Mandy Snay, Director of Health Planning and Promotion. 

While the available COVID-19 vaccines have demonstrated high efficacy at preventing severe and symptomatic COVID-19, there is currently limited information on how much the vaccines might reduce transmission and how long protection lasts. In addition, the efficacy of the vaccines against emerging variants is not known. For these reasons, CCHD continues to recommend vaccinated persons continue to follow current guidance to protect themselves and others. “This includes wearing a mask, staying at least 6 feet away from others, avoiding crowds, avoiding poorly ventilated spaces, covering coughs and sneezes, and washing hands often,” added Mr. Kanoza. “CCHD will also continue to monitor new CDC and NYSDOH guidance and will adjust its local approaches as new information becomes available.”
