Forest Rangers Come to the Rescue

Wilderness Rescue:
On Jan. 30 at 2:35 p.m., Forest Ranger Lt. Kallen received a call from Hamilton County 911 reporting a snowmobile accident in the area of Hatchery Brook Road. Coordinates placed the snowmobiler approximately five miles into the trail system from the nearest road. The 41-year-old woman from Wallington, New Jersey, reportedly lost control of the snowmobile and crashed into trees off the side of the trail, dislocating her shoulder. Forest Ranger Lt. Kallen, along with Forest Rangers Thompson and Kerr, Hamilton County Sheriff’s Deputies, Speculator Volunteer Ambulance Corps, and medics from Greater Amsterdam Volunteer Ambulance Corps responded to assist. Once on scene, medics were able to safely provide first aid to the woman. She was then packaged up and evacuated to a waiting ambulance for transport to a local hospital for further medical treatment. Forest Rangers and Hamilton County Deputies remained on scene to conduct the accident investigation and remove the snowmobile.

In 2020, DEC Forest Rangers conducted 492 search and rescue missions, extinguished 192 wildfires that burned a total of more than 1,122 acres, participated in eight prescribed fires that served to rejuvenate more than 203 acres, and worked on cases that resulted in 3,131 tickets or arrests.

Non-Invasive Cattails At Ausable Point

Have you ever wondered if the vegetation at the mouth of the Little Ausable River at Ausable Point State Campground is harmful to the environment? The Peru Gazette contacted the New York State Department of Environmental Conservation at Ray Brook and the Ausable River Assocation. Both organizations were very helpful. They both said not to worry.
Here is DEC’s response:
This area is part of DEC’s Ausable Marsh Wildlife Management Area. There is a large cattail marsh at the mouth of the Little Ausable, north along Route 9, and along both sides of the Ausable Point Campground Road. It’s a wetland community of native plant species that provides habitat for a variety of wildlife as well as erosion control. DEC does not manage cattails; muskrats often do a good job of managing it for us.
Carie Pershyn of the Ausable River Association responded, “Cattails are native and grow in dense thickets in the shallow water of bays and wetlands. If the cattail beds are increasing in size at this site, it may be due to lower lake levels over the past few years, or perhaps a buildup of sediment and sand coming downstream from the marsh and the river (i.e., sediment deposition means the bay might be getting shallower, creating habitat for cattails). The cattails provide multiple benefits for wildlife, including nesting habitat for red-winged blackbirds, and providing cover and food for various fish, duck, and muskrat. These cattail beds are good for migratory and non-migratory wildlife species.”
The last intensive invasive species survey in this area was conducted by DEC in 2008. WHERE…Clinton and Essex Counties in New York and Windsor and eastern Rutland Counties in Vermont. WHEN…Until 7 AM EST Wednesday. IMPACTS…Travel will be very difficult. The hazardous conditions will impact the Tuesday morning and evening commutes. ADDITIONAL DETAILS…Snow will be heaviest in intensity through mid morning today, making for a difficult commute. For south central Vermont, the snow will taper off in intensity as the day wears on. In northern New York, the snow will taper off a bit this afternoon, but then become steady again this evening, which could impact the evening commute. Gusty north winds will cause some blowing and drifting snow. Accumulating snow will continue tonight and Wednesday, mainly in northern areas. PRECAUTIONARY/PREPAREDNESS ACTIONS… If you must travel, keep an extra flashlight, food, and water in your vehicle in case of an emergency. Please allow extra time if travel is necessary.

Stec, Simpson Urge Gov to Start Overnight Summer Camp Planning

Senator Dan Stec (R,C,I-Queensbury) and Assemblymember Matt Simpson (R,C,I-Horicon) are urging Governor Andrew Cuomo to initiate the planning process for the safe opening of sleepaway summer camps this year.

Day camps were able to open last summer with guidance from the State Department of Health.  Sleepaway camps, however, were prohibited, which negatively impacted young campers and financially devastated camp operators.

Senator Stec said: “Going away to summer camp is an incredible and often generational tradition in the Adirondacks.  It is an unforgettable experience, introducing thousands of children each year to the beauty and the unique environmental quality of our region.  So many people who attend summer camp return as adults, driving tourism.  The good news is that day camps operating last year worked well, so there is good reason to believe our sleepaway camps can too.  But, the planning has to start now.”

Assemblymember Simpson commented: “Introducing nature to our youths with the experience of going away to summer camp does more than offer a lifetime of memories. Especially in a place as beautiful as the Adirondacks, overnight camps help to create a lasting relationship between younger generations and the natural environment that carries with them into adulthood. If New York is to be a leader in environmental stewardship, our overnight camps are integral to that mission.”  

Matt Storey, Director of Camp Dudley in Westport said: “Last summer was the first time since 1885 that we were not able to gather as a community at Camp Dudley. It was a lost summer for our boys that they won’t get back. It also meant a huge economic impact to our local community in terms of lost summer employment opportunities. We’re doing everything we possibly can to make sure that we will be able to operate safely in the summer ahead. We look forward to working with our partners at the State, County, and Town levels as well as at the American Camp Association to implement the best practices we’ve learned over the past year. Given the incredible challenges that young people faced in 2020, a summer camp experience in 2021 will be a literal lifeline to young people all across New York State.”

In the letter to the governor, signed also by Senator Mike Martucci of the Hudson Valley, the lawmakers wrote: “We are requesting the New York State Department of Health engage immediately with the New York State Camp Directors Association.  With appropriate COVID cautionary measures based on the vast amount of knowledge gained these past 11 months, as well as the hope the vaccine will have its intended effect, all New York camps should ideally have the opportunity to open. Time is of the essence, certainly.  Given the financial impact, they sustained last year, we are very concerned a significant portion of this industry will not survive if unable to operate.”

Marriage Receptions Can Take Place Under Strict State Guidance Starting March 15
Governor Andrew M. Cuomo today announced that assuming New York State’s COVID-19 infection rate stays on its current trajectory, indoor dining in New York City can reopen at 25 percent capacity on Valentine’s Day. The reopening will be subject to strict state guidance, which can be found here.
The Governor also announced that marriage receptions will be able to resume in accordance with state guidance on March 15. Events must be approved by the local health department. There will be a 50 percent capacity limit and no more than 150 people can attend the event. All patrons must be tested prior to the event.

Business Community Voice Views of Key Issues
We once again conducted our Annual Issues Survey in late January, obtaining a valuable snapshot of the collective thinking of the North Country business community on a number of timely issues now being addressed in Washington and Albany.
Federal Issues
The top priority for action at the federal level is, far and away, “taking all possible steps to help accelerate the production and delivery of COVID-19 vaccines”. 98% agree with this as a priority and, in comparison with other issues, 79% identify it as Priority #1.
Federal priority #2 is a tie. There is equal support for cooperation and planning aimed at the eventual normalization of U.S.-Canada border crossings, and for a new federal COVID relief bill including substantial aid to state and local governments.
In other responses
  • 90% support a major new federal infrastructure bill
  • 88% support restoration of SALT (state and local tax) deductibility
  • 52% oppose a $15 national minimum wage while 48% support it
New York State Issues
At the New York State level, expressed priorities for this year are:
  1. Close broadband and cell phone service gaps
  2. No new small business mandates
  3. Close the state budget gap with no tax increases
In other responses
  • 92% want employers exempted from UI experience ratings for pandemic layoffs
  • 90% ask that any marijuana legalization include strong employer protections for liability and safety
  • 90% support small business tax relief as part of recovery efforts
  • 70% support continued state investment in ORDA’s Olympic venues
These results have been shared with our federal and state representatives and will be an important part of our active advocacy this year in Albany and Washington on behalf of the North Country economy.

Clinton County Feb. 2 Lab-confirmed positives +32

Since our 2/1 update, 32 additional lab-confirmed COVID-19 positive cases have been reported. CCHD has received notification of a COVID-19 related death of a Clinton County resident. This death brings the total number of COVID-19 related deaths in Clinton County to twenty-one.
CCHD continues to ask residents to take precautions to protect themselves, their families, and the community. Reduce contact and the length of time you spend with those who do not live in your household. When you are out in the community, wear a mask that goes over your nose AND mouth. Keep at least 6ft between yourself and others. Avoid crowds and gatherings. Wash your hands often or use a hand sanitizer with at least 60% alcohol. Stay home when you are sick. If you are in one of the eligible groups, schedule your COVID-19 vaccination.
