We are about to receive next week’s vaccine delivery. As we do, we’ll continue getting shots into arms as efficiently and as quickly as possible. I urge providers to refrain from scheduling vaccination appointments in advance of confirming their supply. Providers must be sure they will have the doses needed for the appointments opened; we want to avoid any cancellations due to lack of anticipated supply. I want to note: New Yorkers who have already received their first dose do not have to worry that they will not be able to get their second dose. Second dose allocation is a separate process, and we always ensure there are enough second doses to complete vaccination for those who received the first dose.
New York State is ready, willing and able to administer over 100,000 vaccine doses a day—if we have the supply. I’m hopeful that the Biden administration will take steps to increase production and shorten the anticipated timeline. For now, I encourage New Yorkers to remain patient.

Here’s what else you need to know tonight:
1. As of 9 am today, 97 percent of the first doses New York received from Weeks 1-5 deliveries have been administered. This excludes facilities that are a part of the federal government’s Long Term Care Facility Program. New Yorkers can follow the progress of New York’s vaccination efforts through the State’s Vaccine Tracker.
2. Total hospitalizations have declined to 8,846. Of the 268,001 tests reported yesterday, 15,144, or 5.65 percent were positive. There were 1,546 patients in ICU yesterday, down 14 from the previous day. Of them, 992 are intubated. Sadly, we lost 165 New Yorkers to the virus.
3. The rate of increase of statewide COVID hospitalizations is slowing. During the week of December 22 to December 28, the average increase in hospitalizations was 165 per day. From January 5 to January 11, the average increase was 48 per day. In the past seven days, the average increase was just 5 per day. The downward trend is clear. In fact, hospitalizations today are down 218 from Wednesday’s high of 9,055. While this is great to see, we must remain alert due to the presence of the more contagious UK strain in New York State.
4. Three new cases of the UK variant have been discovered in New York State. Two cases were found in Westchester County and another was found in Kings County. There are now 25 known cases of the UK variant in New York State.
5. A new State-run vaccination site opened in Plattsburgh, NY. Vaccinations are by appointment only. To determine eligibility and schedule an appointment to receive their first dose, New Yorkers can utilize the state’s “Am I Eligible” app or call the New York State Vaccination Hotline at 1-833-NYS-4VAX (1-833-697-4829).
6. New York has conducted over 30 million tests. Getting tested for COVID regularly is a great way to ensure your health and the health of those around you. If you are experiencing symptoms of COVID or believe you may have been exposed to the virus, get tested. Find a testing site near you. You can also call 1-888-364-3065 to make a free appointment at a New York State-run testing location.
Tonight’s “Deep Breath Moment”: In his battle against cancer, Bills fan Victor Neilson rang the bell at his treatment center yesterday marking the end of his five-month chemotherapy. And he celebrated in classic Bills fashion (Bills fans will know what we mean!). Congratulations Victor and go Bills!

Clinton County Jan. 22 COVID-19 Report: Lab-confirmed positive +38, Date on the Back of Card is NOT Your 2nd Dose Date

Since our 1/21 update, 38 additional lab-confirmed COVID-19 positive cases have been reported.
*The date listed on the back of your Covid-19 Vaccination Record Card is NOT the date for your 2nd dose. It is the EARLIEST date you are eligible for a 2nd dose. It does NOT mean you are scheduled for that day. Your 2nd dose appointment may be scheduled for any day after the date listed on the card.*
We understand many of our residents have concerns about scheduling a 2nd dose at the NYSDOH drive-thru site. We are communicating with New York State regularly to get your questions answered. If you leave the site without a 2nd dose appointment, you WILL be contacted by the NYSDOH regarding your second dose. Please be patient and wait for the State Health Department to contact you via phone or email.
If you are scheduled for a vaccination appointment, but can no longer attend, please be sure to cancel the appointment so others may register. Use the link in the confirmation email to cancel.

COVID-19 Vaccine is in Limited Supply
According to a January 21st assessment by the North Country Regional Vaccine “Hub,” Franklin County residents are on par with or ahead of other regional county residents in the number of people who have received vaccine to date. This is great news! Doses have been administered so far by Adirondack Health, Alice Hyde, and Kinney Drugs. To date, Franklin County Health Department is awaiting their vaccine allotment, as are other health care providers in the county. NYSDOH has indicated that vaccine supply is limited, but the state sites established in Potsdam and Plattsburgh are continuing to book appointments—so if you are a Franklin County Resident who is able to make the trip to get the vaccine at this time, please do so! If not, there will be vaccine forthcoming and a county-wide effort to ensure that everyone attains access to the vaccine as soon as possible. When vaccine is allocated from the state, NYSDOH will define who may receive it from the specific entity receiving the allotment. Recent guidance from NYSDOH directs local health departments to focus on vaccinating the essential worker population in Phase 1B. Franklin County will continue to update residents on vaccine availability as the information becomes available.
Ongoing Community Spread
Franklin County Public Health is advising residents to remember that there is ongoing community spread of COVID-19. Some people who have the virus will not have symptoms, but still be able to spread to others. In cases where there are symptoms, spread is possible in the 48 hours before symptoms develop, and during the time asymptomatic person may be awaiting a test result. Spread occurs prior to the health department being notified of lab results, identifying confirmed cases, and issuing isolation and quarantine orders. This is why the health department requests that residents take precautions at all times, not just when known cases are identified. Please continue to wear a mask when you are out in public, maintain a physical distance from others of at least 6 feet, and wash your hands frequently. Avoid gathering with those outside of your household, and if you are sick, stay home and contact your health care provider for further guidance.
As a reminder, the symptoms of COVID can include any of the following: fever, cough, trouble breathing, muscle aches, tiredness, headache, sore throat, runny nose, loss of smell or taste, nausea, vomiting, or diarrhea. If you have any of these symptoms, please self-isolate and contact your health care provider to determine if you need a test or if there is another reason for your symptoms. If you think you may have come in contact with someone who has COVID symptoms, please self-quarantine until you know that person’s COVID status.

DEC “Operation Back Road” Results in Multiple Arrests

Operation Back Road – Statewide
DEC’s Division of Law Enforcement released the results of “Operation Back Road,” a recent statewide detail targeting illegal hunting from roads. During the 2020 hunting season, ECOs used technology, local intelligence, and 147 robotic decoy deer over 300 hours to catch poachers hunting from vehicles or along roadways, putting communities in danger. During the detail, ECOs apprehended 19 suspects for shooting at the decoys from roadways and issued tickets for 37 misdemeanors, 29 additional violations of the Environmental Conservation Law (ECL), and seven charges outside the ECL. Officers conducted the Operation Back Road detail during the last two weeks of the Northern Zone and last three weeks of the Southern Zone hunting seasons. During the 2020 fall hunting season, ECOs statewide issued more than 244 tickets for road hunting-related offenses.

The footrace continues between our ability to quickly distribute the vaccine and the new strains and new cases. Our large network of distribution sites is ready, willing and able to get more vaccines to New Yorkers, faster—the problem is supply from the federal government. So we need all New Yorkers to stay vigilant as we enter the worst phase of the winter. We all need to wash hands, wear masks and social distance. The extent of community spread is a function of our actions, and we can slow it down. New Yorkers have already been brave and resilient through the enormous hardship that we’ve faced over the last year, saving countless lives. Now we need to get through to the light at the end of the tunnel.
Vaccine FAQ of the Day
Here’s what else you need to know tonight:
1. In the past 24 hours, New York administered 96,000 doses. As of 11 am today, New York’s health care distribution sites have administered 93 percent of first doses received from the federal government, and 91 percent of first and second doses. But while we have the operational capacity to do more, our supply is scarce, and the first dose supply could run out as soon as tomorrow. But I want to stress one important point: New Yorkers who have already received their first dose do not have to worry that they will not be able to get a second dose—we always ensure there are enough vaccine doses to complete the vaccination for those who got their first dose already.
2. Total hospitalizations dropped to 9,055. Of the 224,569 tests reported yesterday, 13,886, or 6.18 percent were positive. There were 1,560 patients in ICU yesterday, down 60 from the previous day. Of them, 1,011 are intubated. Sadly, we lost 174 New Yorkers to the virus.
3. Open enrollment for uninsured New Yorkers is extended through March 31. As part of the State’s ongoing response to the pandemic, the open enrollment period for uninsured New Yorkers is extended through March 31, 2021. New Yorkers can apply for coverage through the NY State of Health, New York’s Official Health Plan Marketplace, or directly through insurers. Learn more here.
4. New York State will investigate prescription drug price hikes connected to the pandemic. We’ve seen too many instances of pharmaceutical companies take advantage of those in need. The Department of Financial Services’ newly formed Office of Pharmacy Benefits announced an investigation today into significant price spikes for six drugs that were connected to the COVID-19 pandemic.
