CHAMBER NOTES EXTENSION OF BORDER RESTRICTIONS TO JANUARY 21

The North Country Chamber of Commerce notes that Acting Secretary Chad Wolf of the U.S. Dept. of Homeland Security has confirmed today in a Tweet that the existing personal travel restrictions at the U.S.-Canadian border will be extended for another month past the current expiration date of December 21, taking them to January 21.

“This is, of course, 100% expected at this time, although it has come a bit earlier than the previous month to month extensions,” notes Garry Douglas, Chamber President. “The reality at this stage is that there is unfortunately little reason to expect any significant relaxation of the current restrictions before spring sometime, although we continue to encourage consideration of some modest adjustments before then centered on such circumstances as family and near border property access.”

“In the meantime, we will be anticipating active engagement with the four-member Task Force recently announced and tied to the Canada Institute which will be listening to stakeholders in both countries and developing recommendations for how the two countries should plan to transition toward normalcy next year,” says Douglas. “We are already in touch with one of the task force members, former Quebec Premier Jean Charest, and the Northern Border Caucus in Congress, co-chaired by Congresswoman Elise Stefanik, has also reached out and plans to work actively with the task force.”

Douglas notes that one bit of encouragement in Acting Secretary Wolf’s Tweet was a reference to “great progress on a vaccine” and an intention to “reevaluate non-essential travel restrictions again early in the new year”.

The North Country Chamber is also pointing to this news as further reason why “the enactment of a new COVID-19 relief bill by Congress as soon as possible, with a second round of the PPP forgivable loan program for small businesses, is absolutely crucial. We must help our many border impacted businesses to make it through winter and spring.”

Since our 12/10 update, 10 additional lab-confirmed COVID-19 positive cases have been reported and 10 individuals have moved to recovered.

Water and Sewer Metered Rate Increases Subject of Monday’s Public Hearing

Town Board Public Hearing: Monday, December 14, 2020 at 5:45 PM to consider water/sewer rate increases.

At the Town Board’s Nov. 23rd meeting Water-Sewer Superintendent Courtney Tetrault noted that the 2021 budget includes metered water rate increases of $2 per quarter and metered sewer rate increases of $5 per quarter.

This increase is not related to the $4 million to $5 million sewer line upgrade capital project. Financing for that project will be included in sewer users property tax bills.
Correction at 12:47 p.m. – Story originally read $5 for water and $2 for sewer.  That was incorrect.

Public COVID-19 Exposure Advisory Issued for Funeral in Ticonderoga
Attendees of a funeral on December 4 at the Wilcox and Regan Funeral Home in Ticonderoga and a reception held afterwards at a private residence in Putnam may have been exposed to COVID-19. Following these events, several individuals have now tested positive for COVID-19 and were present at these locations during their infectious period. The Essex County Health Department recommends that all attendees self-monitor for symptoms of COVID-19, which include, but are not limited to fever, cough, chills and loss of sense of taste and smell, over the 14-day period from the date of the potential exposure. If experiencing these or other symptoms of illness, seek immediate testing by contacting your medical provider or an urgent care center. Governor Andrew Cuomo’s Dec. 10 COVID-19 Report

December 10, 2020
As we continue to see the number of COVID-19 cases surge across the nation, it is beyond critical that we ensure hospitals, and hospital systems as a whole, develop additional capacity and prepare to work cooperatively with each other to prevent any one facility from becoming overwhelmed. This work is already underway through the State’s “Surge and Flex” program. At the same time we are also focused on what comes next and on ensuring that the vaccine’s distribution is fair and equitable.
The distribution of the COVID-19 vaccine will undoubtedly go down as one of the most massive governmental operations in history. For it to be truly successful, underserved communities cannot be overlooked. I will continue to urge the federal government to fund outreach and take all the necessary steps to ensure that no communities are left behind during vaccine distribution. The communities that suffered the most during this pandemic

must not be the last to get the vaccine.

Image of the Day: Wishing all New Yorkers who celebrate a very Happy Hanukkah
Here’s what else you need to know tonight:
1. Tonight a critical step in the FDA vaccine approval process took place. Members of the FDA’s vaccine advisory panel—which is made up of scientific experts, infectious disease specialists and more—met all day to discuss the COVID-19 vaccine developed by Pfizer and BioNTech. Around 6:00pm tonight they voted to recommend that the FDA grant Emergency Use Authorization to Pfizer’s coronavirus vaccine. The FDA will now decide whether to accept their recommendation and could do so very shortly. New York State’s independent COVID-19 Clinical Advisory Task Force is meeting tonight as well.
2. Total COVID hospitalizations rose to 5,164. Of the 197,406 tests reported yesterday, 10,178, or 5.15 percent, were positive. There were 994 patients in ICU yesterday, up 42 from the previous day. Of them, 539 are intubated. Sadly, we lost 92 New Yorkers to the virus.
3. To date, New York has conducted over 21 million tests. If you are experiencing COVID symptoms or believe you may have been exposed to someone positive for COVID, get tested. Find a testing site near you. You can also call 1-888-364-3065 to make a free appointment at a New York State-run testing location.
4. Members of New York State leadership and I sent a letter urging Congress to provide stimulus funding. Mayor Bill de Blasio, Senate Majority Leader Andrea Stewart-Cousins, Assembly Speaker Carl Heastie, New York labor leaders and I issued a letter urging New York State’s Congressional delegation to provide enough funding in the next federal stimulus package to avoid catastrophic cuts to the city and state budgets. New York State has been the hardest hit by COVID-19 and we need funding in the next stimulus to be allocated based on the needs of each state. Read the letter here.
5. New York is launching the New York Forward Small Business Lease Assistance Partnership. Recognizing the economic impact of COVID-19, this program will provide small businesses and their landlords with informational resources and pro bono assistance to help both parties reach mutually-beneficial lease workout agreements. This service is available to all New York State small businesses and landlords, and participation is voluntary. Over the next year, the partnership has the capacity to serve thousands of small businesses statewide. Learn more here.
6. New York’s Annual Toy & Coat Holiday Drive has been expanded to accept shipped packages. This new option allows New Yorkers to make online purchases and have them shipped directly to the drive-receiving locations in Albany and New York City—to be distributed to families in need—through December 18th. With many families struggling economically due to the pandemic, the need to spread cheer this holiday season is greater than ever. I encourage you to participate if you can!
Tonight’s “Deep Breath Moment”: Fifty cats who live in the basement of the State Hermitage Museum in St. Petersburg, Russia, were designated beneficiaries by an unnamed French philanthropist. Founded by Catherine the Great, the world-renowned art museum relies on the cats to fend off rodents. The cats are a centuries-old tradition. Cats have lived in the massive facility and served as “mousers” since at least the 1750s.
