A Holiday Safety Message From Peru Codes Officer Bob Guynup

As we gather this holiday season, the NYS Division of Consumer Protection wants to help keep you safe. In light of the public health crisis and with winter approaching, families are spending more time at home than ever. Did you know that many deaths due to carbon monoxide poisoning occur during the winter months? Learn how to stay safe this year by following the tips below, provided in partnership with the Consumer Protection Safety Commission (CPSC):
Carbon Monoxide – Known as the invisible killer, carbon monoxide leaks are undetectable as they are odorless and colorless. Prevention is key, and can be done by taking the following measures:
Install a battery-operated or battery-backed carbon monoxide detector. Replace batteries once a year in all CO alarms on every level of your home and outside the sleeping area. Note that this is different from your smoke alarm.
Have your home heating systems (including chimneys and vents) inspected and serviced annually by a trained service technician.
Never use portable generators inside homes or garages, even if doors and windows are open. Use generators outside only, at least 20 feet away from your home. Never use a gas range or oven for heating. Open the fireplace damper before lighting a fire and keep it open until the ashes are cool. An open damper may help prevent the build-up of poisonous gases inside the home.
Know the symptoms of carbon monoxide poisoning: headache, dizziness, weakness, nausea, vomiting, sleepiness, and confusion. These symptoms can be mistaken for the flu. If you suspect CO poisoning, get outside to fresh air immediately, and then call 911.
 
NEVER ignore a beeping CO alarm. If the CO alarm rings, get outside and immediately call 911.

Governor Andrew Cuomo’s Dec. 17 COVID-19 Update

December 17, 2020.
On this snowy day, I have a simple message that we can all agree with. We want to slow the spread, we want to avoid shutdowns, and together we can do it. We slow the spread by being smart during the holiday season. It’s a difficult situation and people need to come together. There’s a feeling of safety in your home and there’s a feeling of safety when you’re with your family, but it just takes one person infected who doesn’t know it and living room spread happens. Half of all cases are from people who had no symptoms. So please be careful and stay safe.

Here’s what else you need to know tonight:
1. Total COVID hospitalizations rose to 6,147—up 50 from the previous day. Of the 202,772 tests reported yesterday, 10,914, or 5.38 percent, were positive. There were 1,095 patients in the ICU yesterday, down 3 from the previous day. Of them, 611 are intubated. Sadly, we lost 120 New Yorkers to the virus.
2. The deadline to sign up for a health plan through NY State of Health has been extended. New Yorkers have two more weeks (until December 31) to enroll in a health plan that begins on January 1. “As the pandemic continues, it is especially important for New Yorkers to have access to high-quality, affordable health insurance,” said Donna Frescatore, NY State of Health Executive Director. Visit their website or call 1-855-355-5777 to enroll.
3. The Finger Lakes, with 736 hospitalizations, remains a region of particular concern. It has the highest rate of COVID hospitalization as a percentage of its population, at 0.06 percent. Central New York has 386 hospitalizations (0.05 percent of its population); Western New York has 501 hospitalizations (0.04 percent); Mohawk Valley has 194 hospitalizations (0.04 percent); Long Island has 1,025 hospitalizations (0.04 percent); the Mid-Hudson region has 743 hospitalizations (0.03 percent); the Capital Region has 328 hospitalizations (0.03 percent); the Southern Tier has 170 hospitalizations (0.03 percent); and New York City has 2,005 hospitalizations (0.02 percent). The North Country, with 59 hospitalizations (0.01 percent), continues to have the lowest rate of hospitalizations due to COVID.
4. To date, New York has conducted over 22 million COVID tests. If you are experiencing COVID symptoms or believe you may have been exposed to someone who is positive, get tested. Find a testing site near you. You can also call 1-888-364-3065 to schedule a free appointment at a New York State-run testing location.
Tonight’s “Deep Breath Moment”: A black-and-white stray dog who had become a celebrity in his neighborhood in Tallinn, Estonia, is being honored with a monument. When the mutt, called Zorik, was taken from the Estonian capital to live out his last years in the country, Zorik was so missed that residents decided to erect a statue of him. After raising funds, a local artist was commissioned to build the monument, which is meant to honor not just Zorik, but all strays. This one shaggy mutt’s legacy will live on for many years to come.

Peru Free Library Temporarily Closed to Public – There still is lobby pickup

 

Due to the rise in COVID cases in Clinton County, the Peru Free Library will be closed temporarily to the public. 

Lobby pickup will continue Tuesday – Friday 11-4. Free Wi-fi is available 24-7.

Health Department Media Conference Highlights: Over 70% of the recently identified cases are directly related to household and social gatherings

Here are the highlights of this morning’s Clinton County Health Department’s December 17th Media Conference that I noted. I’m sure I did not capture every important point. The conference will be posted on YouTube later in the day.

There are 132 active COVID Cases in the county.

There has been a significant increase, especially compared to last summer.

Over 70% of the recently identified cases are directly related to household and social gatherings.

There have been about 200 new cases since Thanksgiving.

The spread has been mostly between friends and family members.

The is a level of risk in every human interaction.

All students have been given access to an expanded selection of ebooks. Download the SORA app. All students have a login ID.

CVPH has vaccinated about 200 staff members concentrating on older staff who have direct patient contact. The next vaccination phase will move to health workers not associated with the hospital and the highest risk population.

CVPH has the -70 degree storage capability for the Pfizer vaccine and it can make dry ice to transport the vaccine.

The Modera vaccine awaiting final approval needs to be stored at 0 degrees. CVPH is looking forward to receiving this vaccine.

Local schools make their own decisions regarding in-person and online learning. It is a district decision.

Sewer Upgrade Bids Received, Walking Trail Will Not Be Maintained During Winter Months and More

Peru – The Peru Town Board conducted its December 14, 2020 meeting online via Zoom. The Department Heads participated via Zoom. The Peru Gazette was not permitted to video the meeting. Supervisor Brandy McDonald explained, “Most Town Boards are going Zoom only or meeting with Boards only and no one from the outside until we get over the hump of Covid-19.” 

The $5 million+ sewer line upgrade project was the primary discussion item. Three contractors submitted base and alternate bids for the December 10th bid opening. Base bids include all the work that must be accomplished to ensure the system’s safe and efficient operation. Alternate bids include the work that should be done but might have to be delayed because of excessive cost. Rifenburg Construction of Troy, NY submitted a bid of $3,712,939 and an alternate bid of $1,380,506.50, Reale Construction of Ticonderoga submitted a base bid of $5,028.000 and an alternate bid of $1,529,000. Luck Brothers Inc. of Plattsburgh submitted a base bid of $4,412,988 and an alternate bid of $1,435,860. Supervisor McDonald said he would like to see the project proceed as far as possible. Water-Sewer Superintendent Courtney Tetrault said he hopes it includes the Elm St. portion which transports effluent from parts of Pleasant St., Laflure Lane, Paine Street and Washington Street. Peru’s engineers are examining the bids. The Board plans to make a decision at its December 30th meeting. 

A few residents have asked counselors about keep the Walking Trail open during the winter months, but it’s not going to happen for several reasons. The Town’s current snow removal equipment would damage the stone chip walkway. Town Attorney Matt Favro is of the opinion that icy conditions would be an insurance cost issue. Favro recommended that the Town erect signs stating, “The trail is not maintained in winter. Use at your own risk.” The Board agreed and signs will be erected.

Beginning January 1, 2021, water and sewer district residents will see a small increase in their metered rates. It will be reflected in first-quarter bills. Water rates will increase by $2 every three months. Sewer rates will increase by $5 every three months. 

New York State requires all government entities to develop and publish an emergency preparedness plan. Supervisor McDonald said most area towns have hired Emergency Preparedness Solutions (EPS) of Utica, NY to prepare their plans. He said EPS is an experienced company and knows what NYS expects. The Town Board approved a $3,000 contract with the EPS. 

Peru Central School buses will continue refueling at the Town Highway Garage. The Board renewed a Fuel Depot Agreement with the school.  The agreement will continue indefinitely, subject to termination by either party. 

The Town of Peru and Town of Ausable will become joint owners of a paver. The Board approved a shared services agreement to purchase the 2005 used paver at the cost of $60,000 ($30,000 each). The towns will share paver maintenance costs.  The purchase coincides with the Highway Department’s sale of an old paver, an old truck, a sand screener and other items. Those sales should offset the $30,000 paver cost. 

Brentwood Industries was hired at the cost of $5,200 for installation oversight of the new clarifier at the wastewater treatment plant. Town personnel will do the actual installation. Courtney Tetreault researched hiring an outside firm to install the clarifier; however, at $47,000, he deemed the cost too high. 

Replacing the collapsing culverts at the Telegraph Road-Sullivan Road intersection is taking on a high priority. Highway Superintendent Michael Farrell said the dip in the highway is getting worse. The Board asked Farrell to gather more information for its December 30 meeting. Farrell would like to solicit bids as soon as possible with construction taking place next year. 

The Board reappointed Jeremiah Cross as Town Property Assessor through December 2023. Peru contracts with Clinton County for his services. 

The Board adjourned to an Executive session at 7:06 p.m. to discuss a contract issue.
