Recent DEC Forest Ranger Highlights

Colorado
Fighting Wildfires:
On Nov. 3, DEC welcomed back the State’s fourth team of volunteer wildland firefighters from the Divisions of Forest Protection, Lands and Forests, and Fish and Wildlife that were deployed to help battle and contain wildfires raging in western states. The crew flew to Denver, Colorado, on Oct. 17 for deployment from the Rocky Mountain Coordination Center and were initially assigned to the Cameron Peak fire for nighttime operations, patrol, and structure defense. Their second assignment was at the East Troublesome fire for daytime operations. The crew was reassigned to Cameron Peak due to sub-freezing temperatures and heavy snow. The returning crew includes a DEC Forest Ranger crew boss and nine firefighters:

Wilderness Rescue:
On Oct. 26 at 9:37 a.m., Warren County 911 transferred a call to DEC’s Ray Brook Dispatch reporting an injured hunter on a ski trail near Gore Mountain in North Creek. Further information indicated the injury was a broken leg due to entrapment under a boulder. Forest Rangers Kabrehl, Donegan, and Quinn responded to assist. At 11:06 a.m., Rangers Quinn and Donegan reached the injured man, removed him from the boulder entrapment, and performed advanced wilderness first aid to a badly damaged leg with severe lacerations and a compound fracture. Forest Rangers and members of the North River Fire Department carried the 31-year-old hunter from Hudson Falls off the ledge in a litter to a location with ATV access. The hunter was transported to a local hospital for further medical treatment.

Wilderness Search:
On Oct. 29 at 5:32 p.m., DEC’s Ray Brook Dispatch received a call from a hunter reporting an overdue member of his party. The caller stated that a 24-year-old man from Brooktondale left to hunt at 9 a.m., and should have been back at their campsite by 11 a.m. Forest Rangers Benzel, Shea, Morehouse, Hogan, and Baldwin responded to the High Falls trailhead in Wanakena with two, six-wheel ATVs to search the area. At 8:20 p.m., Ranger Benzel advised dispatch that Ranger Shea had located the hunter and brought him to the group’s campsite.

Wilderness Rescue:
On Oct. 31 at 1:28 p.m., Warren County 911 transferred a call to DEC’s Ray Brook Dispatch requesting Forest Ranger assistance with an ill hiker on the trail in North West Bay on Lake George. The caller advised that a 27-year-old woman from Katonah was conscious, but not responsive. Forest Ranger Donegan responded, along with members of the Bolton Fire Department and EMS squad using their fire boat from Green Island. The hiker was located at 2:15 p.m., and carried onto the fire boat by Forest Rangers, members of the Lake George Park Commission, and Bolton Fire and EMS. On the boat, the subject was transported to the landing zone to be airlifted to a local hospital by New York State Police Aviation. The incident concluded at 4:15 p.m.

Wilderness Search:
On Oct. 31 at 11:57 p.m., New York State Police (NYSP) contacted DEC’s Ray Brook Dispatch requesting Forest Ranger assistance with two overdue hikers from Johnstown. State Police were able to ping one of the hunters’ cellphones, which showed their location on West River Road. Forest Ranger Thompson responded to the location to assist, and at 6:56 a.m., advised that the hunters had been found and were being walked out of the woods. The hunters reported they had run out of daylight and decided to build a fire one-third of a mile from their vehicle. The pair declined medical treatment and were reunited with their families at 8 a.m.

 

Request to CVPH Primary Care and Specialty Practice Patients

Due to the recent cyberattack against the UVM Health Network, CVPH is asking all patients with appointments with physician offices (see list below) to call 24 hours in advance of their appointment. This request is for all appointments with physician offices beginning Thursday, November 5th until further notice.  For patients with an appointment on Nov 5th, we know 24-hour notice may not be possible.  Please come in for your appointment.  We look forward to seeing you!

On Nov. 5th, our practices’ access to appointment schedules will be temporarily restricted, so the advanced call will help reduce patient wait times by ensuring we’re ready for you on arrival.  Patients unable to call 24 hours prior to their appointment will still be seen.

To keep call volume steady and manageable, we are asking patients to wait until 24 hours before their appointment and to call during our normal business hours (8 am – 4:30 pm).   If you receive a voicemail, please leave your name, date of birth, date of appointment and return phone number.  Your call is very important and will be returned promptly.  For security purposes, we are unable to receive email at this time, so please be sure to call.

As always, patients are asked to bring in a list of medications.

UVM Health Network Cyberattack: Information & Updates

During the week of October 25, the UVM Health Network experienced a confirmed cyberattack affecting some of our systems. While we have well-practiced standby procedures in place to continue providing safe care, the attack has caused variable impacts on services at our affiliate organizations. Please see the status updates below for information on how you may be impacted.

Quick action was taken to protect patient information, following emergency procedures. We are working with state and federal law enforcement to determine the full scope of this attack. If any personal information has been compromised, we will notify those impacted and follow established protocols.

UVM Health Network Service Status:

Updated November 4th at 1:30 p.m.

UVM Medical Center – Burlington, VT

The University of Vermont Medical Center is experiencing outages across a number of systems. Impact on patients is as follows:

  • Our urgent and emergency care locations are open and we encourage you to seek the care you need.
  • If you need to schedule a non-urgent appointment or contact us about a non-urgent matter, we ask that you wait until this situation is resolved.

Surgeries & Procedures

  • We are open for emergency care. This includes traumas that come in through the Emergency Department, as well as traumas from the region.
  • We are open for other types of emergency care, such as strokes, heart attacks, and for other seriously ill adults and children.
  • We are also open for other emergency surgeries on a case-by-case basis.
  • Some non-urgent elective procedures have been rescheduled and affected patients have been notified.
  • All patients coming in for endoscopies should bring with them a current list of medications and their pre- procedure packet to their appointment.

Outpatient (Ambulatory) Visits

  • Beginning tomorrow, we will be unable to access appointment schedules and some or all patient information. If you have an appointment, please bring your medication list (or bottles), any prior after visit summary you may have from a previous appointment or a discharge summary if recently discharged from the hospital.
  • Patients scheduled for the following tests should call 802-847-2864 before coming in:
    • Exercise induced bronchospasm
    • Cardiopulmonary stress test
    • Methacholine challenge

Cardiology 

  • Cardiology testing appointments scheduled for November 5, 6, and 9, 2020 for Echocardiograms and Nuclear Stress Tests have been canceled.
  • Appointments for Exercise Tolerance Test and Cardiac Implanted Device checks are being performed. Please call 802-847-4600 to confirm your appointments.

Oncology (Hematology Oncology, Radiation Oncology & Surgical Oncology)

  • Patients coming in for cancer care should call first to confirm their appointments.

Infusion

  • Shepherdson 4 Infusion: Patients please call 802-318-7527 before coming in for your appointment.

Laboratory

  • Outpatient lab sites will be closed beginning November 4. Our main campus site will remain open for urgent/emergent blood draws only and you must have paper orders with you. Hours are 7am – 6pm.
  • All results will be delayed.
  • Urgent lab results will be communicated by phone to the ordering provider who will contact you directly.
  • Positive COVID-19 test results will be communicated by phone to the ordering provider who will contact you directly. Negative results will be faxed to the ordering provider. If you need results urgently, please request that your provider call the lab customer service phone line.

Interventional Pain

  • We are not currently able to do interventional pain procedures in the Interventional Pain Clinic at 62 Tilley Drive. Starting 11/5, we do not have schedules to notify patients that they should not come in for their procedures. Patients should call the clinic at 802-847-3737 with questions.

Radiology

  • Breast Imaging: On Thursday, Nov. 5, breast imaging will be open on a limited basis for preventative screening mammography (all locations) and screening breast ultrasound exams (UHC/1 South Prospect ONLY). If you are scheduled for either of these exams, come to your appointment at the site scheduled. Delays are to be expected. If you are scheduled for any other breast imaging exam, please do not come in at this time unless you were contacted directly. For questions, call 802-847-3443 or 802-847-6625.
  • Other Outpatient Radiology: Scans are postponed. If you are scheduled for an appointment we may not be able to access your contact information to reach you. Please do not come in. We will be in touch soon to reschedule.

Sleep Program

  • We are cancelling all sleep studies at this time.

Pharmacy

  • Retail, Specialty, Mail Order and Home Infusion Pharmacies are operational and offering all services.

MyChart

  • There is no access to our MyChart patient portal.

Central Vermont Medical Center – Berlin, VT

Central Vermont Medical Center services remain available. Patients visiting practices and clinics should expect slightly longer wait times.

  • If you have an appointment at a CVMC practice, please call the practice 24 hours in advance to confirm. This request is for all appointments starting on Thursday November 5 until further notice. To keep call volume steady and manageable, please wait until 24 hours before your appointment begins. For security purposes, we are unable to receive email at this time, so please be sure to call.

Our major systems are operational and all of our patient care services are available. Our physician offices are relying on computer downtime procedures – using paper methods to communicate and care for patients. This may result in slight delays.

Safeguard measures have been put in place by our IT Department to protect our systems from external threats. These measures do not affect our patients’ experience. Our focus remains on providing the care our community needs while supporting our affiliate partner, the University of Vermont Medical Center.

Peru – The North Country Regional Blood Donor Center, UVM Health Network will conduct a blood drive on Monday, November 23, 2020 from 3 p.m. to 6:30 p.m. at the St. Augustine’s Parish Center, 3030 Main St. in Peru.
Your neighbors and need and appreciate your donation. Please make every effort to donate. Peru’s three recent blood drives were very successful.
Rest assured that all recommended coronavirus safeguards will be maintained.

Local Nov. 4th COVID-19 Report: Lab-confirmed positive +8, Active cases +8, Tested +550

Here are today’s Clinton County COVID-19 case updates. Eight additional lab-confirmed positive cases have been reported since our 11/2 report. Of the 8 newly reported cases, 2 cases are associated with Clinton Correctional Facility, and 6 cases are other community members. Of the 6 cases among other community members, 5 individuals were already on quarantine (due to known exposures to positive cases). There are currently 42 active COVID-19 cases in Clinton County.
Governor Andrew M. Cuomo has announced new guidelines allowing out-of-state travelers to New York to “test out” of the mandatory 14-day quarantine. For details visit https://coronavirus.health.ny.gov/covid-19-travel-advisory.

Nov. 3rd Message from CVPH President John Brunsted, MD

The UVM Health Network is now nearly a week into our response to a cyberattack that continues to affect systems throughout our health system. I want to update you on our efforts and the work that lies ahead.
Our teams continue to work around the clock with the aim of restoring the network’s systems as soon as we can. We’re also getting a much firmer handle on the scope and complexity of this situation, and we know it is going to take more time to work through these issues. We are giving top priority to systems that are critical to patient care. But it’s important for our patients and communities to know that this won’t be like flipping a light switch, and we don’t yet have a firm time frame for system restoration. Based on our consultations with other health care institutions that have been through this, it’s clear that every event is different.
This situation is frustrating and concerning for our patients and for everyone in our health network. Even communication via phone has been intermittently problematic, and we’re working to address that. We’ve set up a web page where patients can get more detailed, facility-specific information on affected services: UVMHealth.org/cyberattack. Please feel free to share this information with those in your communities. We’ll be updating that web page regularly.
I want to emphasize the fact that we are dedicating every available resource to restoring our systems, and we are making progress. The balance we are striking is to work as quickly as possible while also being as careful as possible, so that our systems are running correctly and securely when we bring them back online.
I also want to call out the response of our health network’s staff over the past week. One of the key elements of our mission is preserving access to needed services, and we work together so that we can continue to do that even when times are difficult. As is the case with our ongoing response to COVID-19, we’re seeing staff on both sides of the lake finding common solutions to the problems presented by this cyberattack. To call out just a few examples: Central Vermont Medical Center is helping UVM Medical Center with lab work and imaging; Elizabethtown Community Hospital has accepted inpatient transfers from Champlain Valley Physicians Hospital; and our Home Health & Hospice affiliate is providing space and internet access to assist UVM Medical Center.
This cyberattack is the latest chapter in what’s been an incredibly difficult year for our region and for our health system. I ask for – and very much appreciate – your ongoing support, partnership and patience as we work through these challenges. I can promise you that we will continue to tap into every resource available to resolve these issues, and we will keep you updated as we make progress.

Peru’s late afternoon voting very heavy

Peru – If you haven’t voted yet, dress warm, you may have to wait in line. This was the scene at St. Augustine’s Parish Center at 4 p.m. The line is steadily moving.
The polls are open until 9 pm. The Peru Gazette will report on Peru’s in-person vote results as soon as possible after the polls close.

Voting is underway until 9 p.m.

Voting was steady at 7 a.m. at St. Augustine’s Parish Center. There was a 3 to 5-minute wait at one point, but by 7:15 people were quickly entering. Once inside the process took about 5 to 7 minutes. Polls are open until 9 p.m.
The Peru Gazette will report Peru’s in-person voting results not long after the polls close.

Governor Andrew Cuomo’s Nov. 2nd COVID-19 Update

November 2, 2020.
Tomorrow is Election Day and your final chance to make your voice heard. If you haven’t cast your vote yet during New York’s Early Voting or through returning an absentee ballot, be sure to vote in-person tomorrow. And if you voted absentee and haven’t mailed in your ballot yet you can drop it off at any polling place tomorrow. New Yorkers can look up their Election Day polling place here. And to ensure voter safety, polling sites will have protections including social distancing markers, hand sanitizer and more. Masks or face coverings are required inside poll sites. Go Vote, NY!

Here’s what else you need to know tonight:
1. The positivity rate in the “micro-cluster” focus areas was 3.5 percent yesterday. The statewide positivity rate excluding these areas was 1.48 percent. Of the 96,101 tests reported yesterday, 1,633, or 1.7 percent, were positive. Total hospitalizations were at 1,151. Sadly we lost 14 New Yorkers.
2. New York announced a new protocol allowing out-of-state travelers to “test out” of the State’s mandatory 14-day quarantine. Starting Wednesday, November 4th, travelers must be tested within three days prior to landing in New York, quarantine for at least three days upon arrival, and get tested on the fourth day of arrival. If travelers receive a negative test on the fourth day of their quarantine, they can exit quarantine. Read more about the State’s new guidelines.
3. An additional $10 million is being dedicated to the Nourish NY program. So far, this program has successfully bridged the gap between our families, our food banks, and our farmers, directing 32.8 million pounds of produce, dairy and meat to families in need. I’m thrilled that with this new funding, this critical program will continue, allowing New York’s emergency food providers to purchase surplus products from New York farmers and dairy manufacturers through the end of the year, including during the holiday season. Especially now, during this global pandemic, no New Yorker should go to bed hungry.
4. Tomorrow, November 3rd, is the deadline for vehicle inspections and registrations. Any New Yorker who must renew registrations, non-driver IDS and inspections that lapsed during the pandemic must do so by tomorrow at the New York Department of Motor Vehicles. Some of these services can be done online.
Tonight’s “Deep Breath Moment”: Every year, Equinox, a human services nonprofit based in Albany, hosts the largest Thanksgiving dinner in the Capital Region. Despite the pandemic, the Thanksgiving dinner will go on this year. Usually hundreds of volunteers help prepare 11,000 meals at the Empire State Plaza and this year to protect both the volunteers, delivery workers and fellow New Yorkers, the meals will be delivered rather than being prepared in-person.

Here are today’s Clinton County COVID-19 case updates. Eighteen additional lab-confirmed positive cases have been reported and 21 individuals moved to recovered since our 10/30 report. Of the 18 newly reported cases, 5 cases are associated with Clinton Correctional Facility, 1 case is associated with the SUNY Plattsburgh cluster, and 12 cases are other community members. There are currently 34 active COVID-19 cases in Clinton County.
