Governor Andrew Cuomo’s COVID-19 Message of October 9th
October 9, 2020.
From day one, testing has been among the most vital tools we have to accurately assess — and slow — COVID-19’s spread in New York. Today, we are building on our nation-leading testing program by deploying an initial 400,000 rapid result test kits in every corner of the state. These rapid test kits — that take 15 minutes to get a result and do not require sending a specimen to a lab — will be available to every county in New York State, including to local health departments, hospitals, pharmacies and other health care providers.
The rapid tests can be used to control new outbreaks, conduct surveillance testing and help schools in “yellow zones” test students and staff, one of the new requirements of the Cluster Action Initiative to monitor COVID-19 spread. These rapid test kids will assist health care institutions throughout the state to quickly spot outbreaks and keep families and communities safe. Rapid testing is one tool in our battle with this virus. As always it must be used in combination with mask wearing, social distancing and hand washing. Together, using all tools, we can stop the spread.

Here’s what else you need to know tonight:
1. We are carefully watching the total COVID hospitalizations. Yesterday, there were 779 total hospitalizations. Of the 139,300 tests reported yesterday, 1,526, or 1.14 percent, were positive. The average positivity rate in the 20 hot spot ZIP codes in Brooklyn, Queens, Rockland and Orange Counties was 5.4 percent. The statewide positivity rate, excluding these ZIPs, was 0.90 percent. Sadly, we lost six New Yorkers to the virus.
2. Search to see if you live or work in a Cluster Action Initiative Zone. As part of our Cluster Action Initiative, there are new restrictions in six clusters in the State, which allow us to stop the spread from these clusters and protect our progress in the fight against COVID-19. Look up your address to see if you live or work in a COVID-19 Hot Spot Zone where there are new restrictions. Maps of the six cluster zones can be found here.
3. Ads from the “Mask Up America” campaign have been seen 38 million times. The national campaign, with videos featuring the voices of Paul Rudd, Billy Crystal, Ellen Pompeo, Anthony Mackie and more, have aired on TVs across the country more than 115,000 times. Watch the entire PSA campaign here.
4. The deadline to register to vote is midnight tonight, October 9. If you’re not sure you are registered, you can look it up here. If you already registered, take a moment to make sure any younger relatives or friends are aware of the deadline. New Yorkers can register online here if they have a valid form of NYS-issued ID, or by mailing a voter registration form to their local Board of Elections. Learn more.
5. October is Domestic Violence Awareness Month. You aren’t trapped because of COVID. If there is an issue where you face imminent harm, call 9-1-1 immediately. If you need help, you can call the State’s Domestic Violence Hotline at 1-800-942-6906, or text 844-997-2121.
Tonight’s “Deep Breath Moment”: Earlier this week, U.S. Navy veteran Theresa Smith Reilly of Long Island celebratedher 99th birthday. To wish her a happy birthday, Theresa’s granddaughter Maura put out a request on Facebook asking people to send her grandmother birthday cards. Maura’s goal was to receive 99 cards; instead, she received 550, from across the U.S. and as far away as England, Ethiopia and Australia. Happy birthday, Theresa.

Local COVID-19 Report for October 9th: Lab-confirmed positive +1, Active cases +1, Tested +556
Here are today’s Clinton County COVID-19 case updates. One additional lab-confirmed positive case reported today. Currently 18 active cases in Clinton County.
Contact tracing is an ongoing process, initiated with every reported case. Close contacts of positive cases are identified, notified, and placed on quarantine. The goal of contact tracing is to prevent further spread of disease—the source of the infection is not always able to be identified. This is often the case in areas with community spread of coronavirus. If you are identified as a close contact of a positive case, you will be notified by your local health department. With community spread, there are likely additional cases within the community that have not been identified, due to individuals being asymptomatic (no symptoms) or attributing symptoms to a different ailment. All residents must continue to wear masks, physically distance themselves from others (6 feet), avoid crowds and large gatherings, wash their hands frequently, and stay home when sick. By collectively working together and following these practices, we will minimize the further spread of disease, ideally preventing further “shut down” of businesses, schools, etc.
As a reminder, the NYS DOH provides a COVID school report card at https://schoolcovidreportcard.health.ny.gov, as well as a regional dashboard at https://forward.ny.gov/ (Clinton County is part of the North Country Region).

Regular Monthly School Board Meeting, October 13th
The Peru CSD Board of Education will hold its regular monthly meeting on Tuesday, October 13, 2020, at 6:00 PM. It is anticipated that an executive session will take place immediately following the 6:00 PM start and that the Board will reconvene for public session business at approximately 7:00 PM. The public may view the live meeting remotely via Google Meet at meet.google.com/das-chkt-bgg. The meeting will also be recorded and will be available on the District’s website at www.perucsd.org. The meeting will include a public comment period not to exceed twenty (20) minutes. Comments will be limited to two (2) minutes per commenter. Online public comments may be submitted until 12:00 noon on October 13th by emailing perucomments@perucsd.org.
The meeting is open to the public and all current safety procedures and protocols will be followed.

Governor Andrew Cuomo’s Oct. 8th COVID-19 Update
October 8, 2020.
Yesterday 145,000 tests were reported to the state — a record high number. We’re focusing our testing efforts in two areas — statewide and then we are doing additional testing in hot spot ZIP codes. The positivity rate in the hot spot ZIP codes is 5.8 percent, while the statewide positivity rate, excluding these ZIPs, is 1.01 percent. Our robust testing efforts allow us to narrow hot spot areas down to the range of a block. As part of our Cluster Action Initiative, there are new restrictions in six clusters in the State, which allows us to stop the spread from these clusters and protect our progress in the fight against COVID-19. Look up your address to see if you live in a COVID-19 Hot Spot Zone and take precautions as always.

Here’s what else you need to know tonight:
1. Tomorrow, October 9th, is the last day New Yorkers can register to vote for the 2020 Election. I encourage all New Yorkers to register to vote for this year’s upcoming election. You must be a U.S. citizen, a resident of the State and the county, city or village in which you are registering for at least 30 days before the election; and be at least 18 years old on or by November 3. Learn how you can register to vote here or check to make sure you are registered here.
2. This year, “Trick-or-Treat for UNICEF” will be held virtually. UNICEF’s iconic trick-or-treating collection box has been a cherished part of Halloween festivities for 70 years. This year, parents and teachers can participate in UNICEF’s event through a virtual collection box. Children around the U.S. can enjoy Halloween-themed events and earn virtual coins that add up to real-life earnings, which can be donated to wherever kids would like to see them, allowing kids to see for themselves the positive impact they’re having on children around the world. 3. We are carefully watching New York’s total COVID hospitalizations. Yesterday, there were 754 total hospitalizations. Of the 145,811 tests reported yesterday, 1,836, or 1.26 percent, were positive. Sadly, we lost 10 New Yorkers to the virus.
4. It’s New York’s Annual Organ Donor Enrollment Day. Unfortunately, the pandemic has caused declines in organ donations. With so many people awaiting lifesaving organ transplants, I encourage New Yorkers to become organ donors and join the NYS Donate Life Registry.
Tonight’s “Deep Breath Moment”: New York has some of the best food on the planet — whether it’s $1 slice pizza, Buffalo wings, or Michelin-starred restaurants. But according to marine biologists, New York is also becoming a food destination for young humpback whales. According to Gotham Whale, a NY-based whale research organization, young humpback whales appear to be coming to New York to chow down on Atlantic menhaden — one of the most important fish in the sea. Researchers believe that cleaner waters and increased conservation efforts have led to an increase in the fish population and hungry whales are following.

Assemblyman Jones: I applaud Comptroller’s decision to audit NYS’s broadband program
“For the last several years New York state residents have been promised access to high-quality broadband access. Fast forward to the present day and that promise has still yet to be fulfilled. Reports indicate that the New York State Comptroller’s office will be conducting an audit of the state’s broadband program due to complaints from residents over lack of access and lawmakers demanding to know what was achieved and what wasn’t initiated. I have written many letters to the Governor’s office on this issue and my office continues to receive calls from constituents on a daily basis, expressing concerns about access to internet services, and the pandemic has only exacerbated this need. For too long, North Country residents have been left without this vital service and I thank and applaud Comptroller DiNapoli for investigating this issue.”

Essex County No Longer Subject to Vermont Travel Restrictions

Essex County, New York, which had been subjected by the State of Vermont to travel restrictions related to COVID-19, is now “Green” once again, rejoining Clinton, Franklin and Hamilton Counties which had remained Green. This means Vermont is no longer imposing any restrictions on travel between Vermont and Essex County. Warren County, however, remains in Red status with travel restrictions to and from Vermont.
