Governor Andrew Cuomo’s Oct. 28th COVID-19 Update

October 28, 2020.

We continue to focus our attention on the “micro-cluster” areas throughout the state and to closely watch the metrics in each area. As a given “micro-cluster” makes progress in terms of reducing the positivity rate, we reevaluate and can make adjustments to their designation. A cluster in Orange County, for example, has made good progress, and therefore some restrictions on activities will be removed. We’re continuing to watch other focus areas as part of the State’s Micro-Cluster Strategy to look for signs of progress.

New York’s test positivity rate remains among the lowest in the country. Still, alarming surges around the country and world show how quickly the virus can take hold again in communities that let their guard down. So as New Yorkers, we must continue to take the situation very seriously.

Here’s what else you need to know tonight:

1. The positivity rate in the “micro-cluster” focus areas was 3.78 percent yesterday. The statewide positivity rate excluding these areas was 1.37 percent. Of the 129,660 tests reported yesterday, 2,031, or 1.56 percent, were positive. There were 1,085 total hospitalizations. Sadly we lost 15 New Yorkers to the virus.

2. I advise New Yorkers to avoid large family gatherings — even for Thanksgiving. If individuals wish to travel in and out of state for the holiday, or for any reason, you must follow the State’s COVID Travel Advisory quarantine regulations. The best way to say “I love you” and show your thanks to your loved ones is to avoid travel and show your respect for your family members’ health and safety. As an alternative, New Yorkers can hold Thanksgiving dinners with their immediate household or organize virtual events.

3. The “Red Zone” micro-cluster focus area in Orange County will shift to an “Orange Zone.” Orange County’s micro-cluster zone positivity rate has gone from 12 percent to 2 percent in three weeks and the rate of new daily hospital admissions has flattened. Read more here.

4. Counties will now be allowed to require mask mandates at all times in schools. We know that masks work in stopping the spread of the virus. Counties, via their local department of health, will now be allowed to require that mask mandates be extended at all times in both public and private schools under their jurisdictions.

Tonight’s “Deep Breath Moment”: Three frontline workers opened up a Filipino restaurant in New York City — in addition to their day jobs as nurses at Mount Sinai Hospital. Maricris Dinopol, Jude Canela and Joan Calanog, all Filipino, were unsatisfied by the food options they could find in-between shifts. So they’ve started a new restaurant called Bilao, which opened in August and became a hit on the Upper East Side. Bilao, located at 1437 First Avenue, has tables set up along the sidewalk and in a tented curbside area. The chef, Boji Asuncion, a friend of Dinopol’s brother, serves a range of traditional Filipino fare.

Peru Fire Dept. has candy for the kids

We will be out for Halloween Saturday starting around 5:30 at our usual place by Stewart’s. Members will be and ask that you practice social distancing. Kids can help themselves to a bag of candy safely, we will be putting out individual bags of candy on a table in front of the fire truck. We want everyone to have a safe and happy Halloween

Stefanik Announces Over $8 Million in USDA Rural Development Funding for Seven North Country Towns

Saratoga, NY – Congresswoman Stefanik has announced over $8.5 million in USDA Rural Development Funding has been awarded to the following North Country towns for the following purposes:

Town of Dannemora – $857,000 for a new building
Town of Moira – $223,900 for a new plow truck
Town of Lawrence – $213,000 for a new plow truck
Town of Parishville – $2,438,000 for a new fire station
Village of Malone – $4,296,000 for a new Department of Public Works facility
Town of Hammond – $370,000 for a new town office building
Town of Brasher – $180,000 for a new grader

The USDA Community Facilities grant program provides loans and grants to help expand economic opportunities and create jobs in rural areas.

“I am excited to announce this significant funding that will return valuable tax dollars back to the North Country in order to assist with the completion of these important projects,” said Congresswoman Stefanik. “Rural development funding through USDA has allowed several North Country communities to upgrade infrastructure, improve facilities, and complete a variety of other projects. I advocate for this funding each year during the appropriations process, and I look forward to witnessing how this significant federal funding will continue to benefit our rural communities.”

Local COVID-19 Report for Oct. 28th: Lab-confirmed positive +3, Recovered +4, Active -1, Tested +446

Here are today’s Clinton County COVID-19 case updates. Three additional lab-confirmed positive cases have been reported and 4 individuals moved to recovered since our 10/27 report. One of the new lab-confirmed cases is linked to the previously reported SUNY Plattsburgh cluster. There are currently 37 active COVID-19 cases in Clinton County.

Q: What does being “recovered” from COVID-19 mean?

A: The word “recovered” is used to describe someone who is no longer infectious, or able to pass the virus to another person. This also means that when a person is “recovered,” isolation can be discontinued. A person who is recovered may still experience ongoing effects from the virus. For full details on when a person is considered “recovered,” or when isolation can be discontinued, visit http://www.cdc.gov/…/if-you-are…/end-home-isolation.html. In general, for an individual with symptoms of COVID-19, isolation starts when their symptoms began and continues for a minimum of 10 days, and until there is no fever for at least 3 days (without the use of fever-reducing medications) and symptoms have improved.

Q: Why don’t case counts reported by Clinton County and NYS match?

A: Clinton County COVID-19 case data reported by NYS differs slightly from data reported by CCHD. The NYS COVID-19 Tracker (found here: https://on.ny.gov/2ZLqPOE) may not include Clinton County residents tested out of state (such as residents who were tested in Vermont but live in Clinton County, NY), and may include individuals with a Clinton County address who are not living in Clinton County at the time of their illness. All cases reported by CCHD were living in Clinton County at the time of their illness. In addition, updates to data by CCHD and on the NYS Tracker may not occur at the same time.

Keep up the good work Clinton County! Wear a mask, physically distance (6 feet) from others, wash your hands often, avoid crowds and large gatherings, and stay home when sick.

A Message Posted by NBC5’s Stephanie Gorin

I. Hate. Cancer.

And I hate to learn that New York State Senator, Betty Little, is battling it now.

Little has represented Northern NY in the State Senate for 18 years.

She’s retiring in December.

Little had a cancerous lump removed from her breast. Just 3 weeks later she was back at work. Though she will need chemotherapy that she’ll take in the form of pills.

She’s telling her story hoping it will encourage women to get their yearly mammograms. That’s how doctors found her cancer.

She feels fortunate that she turned 80 last month, and hasn’t had an illness like this before.

When it comes to cancer, we should all put political views aside. Nobody deserves it.

I’m sending prayers and positive thoughts to Senator Little and her family, and hope you will, too.
