Governor Andrew Cuomo’s Sept. 1, COVID-19 update

Fall is a special time in New York State. It is fast approaching, and we want to make sure families and communities can safely enjoy all the season has to offer. Today, new guidance was released on seasonal activities, which include corn mazes, pick-your-own fruit and vegetable operations, hayrides and haunted houses, on how to operate this year.
New Yorkers can also visit New York’s wonderful farmers’ markets and craft beverage trails, which have remained open under guidance and thereby support agriculture and tourism. With guidance in place these businesses can open to the public safely, allowing New Yorkers to enjoy their favorite fall activities while providing a boost to our farming communities and local economies.

Here’s what else you need to know tonight:
1. The total number of hospitalizations remains low. Yesterday, there were 432 total hospitalizations. Of the 76,997 tests reported yesterday, 754, or 0.98 percent, were positive. Sadly, we lost 3 New Yorkers to the virus. The positive rate in Western New York was 1.6 percent yesterday, which is elevated compared to the rest of the state. If you live in Buffalo or the Western NY region, take special precautions and I encourage you to get a test.
2.  Alaska and Montana have been added to New York’s COVID travel advisory. The two states join 31 other states and territories from which travelers arriving to New York must self-quarantine for 14 days. See the full list here.
3. Today is National Poll Worker Recruitment Day. Due to the pandemic, there is a national shortage of poll workers, and New York State needs your help. Poll workers are essential to ensure that the election runs smoothly throughout New York’s early voting period and on November 3rd, Election Day. The positions are PAID. To be eligible as a poll worker, you must be a registered voter in New York State.
4. Tomorrow, three free rapid testing sites will open in Oneonta to address a COVID cluster. The new temporary testing sites at St. James Church, the Oneonta Armory, and the Foothills Performing Arts & Civic Center will open in the City of Oneonta, Otsego County, tomorrow at 11 a.m. The sites will remain open Thursday through Saturday from 9 a.m. to 6 p.m. Testing is by appointment only — you can schedule yours by calling 1-833-NYSTRNG (1-833-697-8764)
Tonight’s “Deep Breath Moment”: One symbol of the fall season is the full orange moon that illuminates the sky, which is known as the “Corn Moon.” Native Americans used this celestial phenomenon to indicate when it was time to harvest the corn. You can see the first Corn Moon of the year this evening.

Vermont has imposed travel restrictions for New York’s Essex and Hamilton counties.

The state of Vermont has imposed travel restrictions for New York’s Essex and Hamilton counties.
 
The restrictions were imposed as Essex County contends with its first major outbreak at a nursing home. As of Monday, at least 84 people have tested positive for COVID-19 in connection with the outbreak at the Essex Center nursing home and rehabilitation facility in Elizabethtown. Six of the center’s residents have died. Hamilton County has seen at least 14 confirmed cases of COVID-19 since March, according to the New York State Department of Health.
 
Vermont’s travel new restrictions require any Vermonter who travels to Essex or Hamilton counties to quarantine when they return home. Those traveling from Essex or Hamilton counties into Vermont are required to either quarantine for 14 days upon arrival, or quarantine at home for seven days and test negative for COVID-19 prior to traveling.
 
Essex and Hamilton County residents who plan to camp or vacation in Vermont are also required to sign a certificate of compliance with the quarantine requirement when they book a campsite, vacation rental or hotel room. Essential workers traveling for business face different requirements.

Governor Cuomo announces new State guidance for agritourism businesses fall approaches

Governor Cuomo today announced new state guidance for agritourism businesses as New York State enters the Fall season. The businesses, which include corn mazes, pick-your-own fruit and vegetable operations, hayrides and haunted houses, are considered low-risk outdoor arts and entertainment and are permitted to operate under New York’s NY Forward guidance.
The businesses that can reopen are subject to Low-Risk Outdoor Arts and Entertainment and Public Transportation guidance. Guidance includes, but is not limited to:
Corn Mazes: permitted consistent with Low-Risk Outdoor Arts and Entertainment guidance and the following conditions:
Reduced capacity
Face coverings required
Social distance maintained between individuals/parties
Hayrides: permitted consistent with Public Transportation guidance and the following conditions:
Mandatory face coverings
Social distance required between individuals/parties
Frequently touched surfaces, such as handrails, cleaned and sanitized between rides
Pick-Your-Own Fruit/Vegetables Operations: permitted consistent with Low-Risk Outdoor Arts and Entertainment guidance and the following conditions:
Reduced capacity
Face coverings required
Social distance maintained between individuals/parties.
Haunted Houses: permitted consistent with Low-Risk Indoor Arts and Entertainment guidance and the following conditions:
Reduced capacity

Chamber of Commerce Sept. 1st COVID-19 Travel Advisory Update

Governor Cuomo announced today two additional states—Alaska and Montana—meet the metrics to qualify for New York State’s COVID-19 travel advisory. No areas have been removed.

New York State’s infection rate has been below 1 percent for 25 straight days. The number of patients in ICUs remained at 109, the lowest number since March 15. The number of new cases, the percentage of tests that were positive and many other helpful data points are always available at forward.ny.gov.
“As we continue to pursue a phased, data-driven reopening, the number of areas that remain on New York’s travel advisory is a stark reminder of the continued extent of the COVID-19 crisis throughout the nation,” Governor Cuomo said. “Our ability to protect our state and fight the virus begins with what we do here at home, and that’s why it’s so important that New Yorkers wear masks, socially distance and wash their hands, and why local governments need to enforce state guidance. Everyone stay safe and be New York Tough, and we will get through this together.”

Governor Andrew Cuomo’s August 31st COVID-19 Update

It’s been 184 days since New York’s first confirmed COVID case. Yesterday, 66,241 tests were reported with 656 positive — a 0.99% infection rate. The total hospitalizations statewide dropped to 418, the lowest number since this crisis began, and there were 109 New Yorkers in ICUs — also the lowest number recorded. Sadly, we lost one New Yorker to COVID yesterday. Again, this is the lowest number lost since the crisis began.
Some perspective: There was a time where we lost hundreds of people every day. But New Yorkers took in the facts and acted responsibly. And together determined what the future held. Let’s not lose sight of how far we’ve come and let’s not forget what we’ve learned. It’s up to us, New York.

Here’s what else you need to know tonight:
1. SUNY Oneonta will transition to remote-learning for two weeks. Last week, the State released guidance that if a college experiences 100 COVID cases or an outbreak equal to 5 percent of its population (whichever is less) — that college MUST go to remote-learning for two weeks. In response to a cluster of COVID cases at SUNY Oneonta, the school with transition to remote-learning right away and the State will set up three rapid testing sites in Oneonta that will open Wednesday. Oneonta residents can call 1-833-NYSTRNG (1-833-697-8764) to make an appointment.
2.  A reminder that rapid test sites are up and running in Western NY. Amid an uptick in cases in the region, the State set up eight new test sites, with results taking just 15 minutes. Residents MUST call and schedule an appointment —no walk-ins. Call 1-833-697-8764 to make an appointment.
3. New York needs federal funding to address the economic shortfalls of the pandemic. Today, joined by labor leaders, I issued a letter calling on New York’s Congressional Delegation to provide $59 billion to address the catastrophic budget shortfalls resulting from the COVID-19 pandemic. 4. Tomorrow is National Poll Worker Recruitment Day. Election Day is fast approaching and the New York State and Local Board of Elections are asking registered voters to pitch in and help work the polls (a paid position). To be eligible, you must be a registered voter in New York State.
5. A guide to New York City museums as they begin to reopen. Last week, museums and cultural institutions in New York City were permitted to reopen while adhering to public safety guidelines. ILoveNY has put together a guide on opening details for these beloved institutions, and everything else you need to know about NYC’s museum reopenings.
6. The U.S. Open kicks off today. I will be delivering remarks tonight at the Opening Night of the U.S. Open, one of the four major tennis championships, hosted at the USTA Billie Jean King National Tennis Center in Flushing Meadows, Queens. The United States Tennis Association and the State have worked together to make sure this iconic sports event could go on this year (with no spectators), with special precautions in place to ensure the safety of the players, as well as staff and all other personnel.
Tonight’s “Deep Breath Moment”: Officially recognized by the Guinness World Book of Records, 110-year-old Julio Cesar Mora Tapia and 104-year-old Waldramina Maclovia Quinteros have been named the world’s oldest married couple, going on 79 years strong. The Ecuadorian couple were married on February 7, 1941 in the La Iglesia de El Belen, the oldest church in the country’s capital.

August 31st Clinton County COVID-19 Report: Active -2, Recovered +2, Tested +759

Here are today’s Clinton County, NY COVID-19 case updates, as well as answers to commonly asked questions from our followers.
Q: Why does the number of active cases reported by CCHD fluctuate so much?
A: Active cases reflect the number of individuals currently infected with COVID-19. This number can fluctuate as individuals move to the recovered category and as new cases are added. Some labs are taking a particularly long time to report test results. This is not something that we have control over, but it can affect when cases are reported to you and how soon after you see individuals move to the recovered category.
Q: What does being “recovered” from COVID-19 mean?
A: The word “recovered” is used to describe someone who is no longer infectious, or able to pass the virus to another person. This also means that when a person is “recovered,” isolation can be discontinued. A person who is recovered may still experience ongoing effects from the virus.

Q: Why did the “probable” case count decrease?
A: There are multiple criteria that may place an individual in the probable category. For the probable case definition used by NYS, visit https://bit.ly/3en5n7o. Some examples of criteria that may place an individual in the probable category can include an indeterminate test result or antibody test results. If a person is found to have antibodies, they may also already be considered “recovered.” If a person receives indeterminate test results, they may be retested and subsequently test positive or negative. A person in the probable category may remain in the probable category, may be moved to the confirmed case category, or may be removed from numbers if they are determined to not be a COVID-19 case, all based on epidemiology criteria. Note that this is not a category that CCHD developed. A case definition is a set of uniform criteria used to define a disease for public health surveillance. These enable public health officials to classify and count cases consistently across reporting jurisdictions.
We understand that numbers and data related to COVID-19 can be confusing. Please know the health and safety of Clinton County residents is CCHD’s number one priority at all times. All information shared is done so with the intent of keeping the public informed and safe. While we do provide case count updates daily (Monday-Friday) overall trends provide more insight into how we as a community are doing, as opposed to one set of numbers on any given day. Overall, we are doing well as a community in keeping case counts low. However, as recent outbreaks in other communities have shown us, the risk for infection to spread quickly persists.
COVID-19 is still present in our community. Now is not the time to relax. Avoid large gatherings, keep a physical distance of at least 6 feet from those outside your household, wear a mask, and wash your hands frequently. Continuing to work together is how Clinton County can help stop the spread.
