Governor Andrew Cuomo’s Oct. 8th COVID-19 Update
October 8, 2020.
Yesterday 145,000 tests were reported to the state — a record high number. We’re focusing our testing efforts in two areas — statewide and then we are doing additional testing in hot spot ZIP codes. The positivity rate in the hot spot ZIP codes is 5.8 percent, while the statewide positivity rate, excluding these ZIPs, is 1.01 percent. Our robust testing efforts allow us to narrow hot spot areas down to the range of a block. As part of our Cluster Action Initiative, there are new restrictions in six clusters in the State, which allows us to stop the spread from these clusters and protect our progress in the fight against COVID-19. Look up your address to see if you live in a COVID-19 Hot Spot Zone and take precautions as always.

Here’s what else you need to know tonight:
1. Tomorrow, October 9th, is the last day New Yorkers can register to vote for the 2020 Election. I encourage all New Yorkers to register to vote for this year’s upcoming election. You must be a U.S. citizen, a resident of the State and the county, city or village in which you are registering for at least 30 days before the election; and be at least 18 years old on or by November 3. Learn how you can register to vote here or check to make sure you are registered here.
2. This year, “Trick-or-Treat for UNICEF” will be held virtually. UNICEF’s iconic trick-or-treating collection box has been a cherished part of Halloween festivities for 70 years. This year, parents and teachers can participate in UNICEF’s event through a virtual collection box. Children around the U.S. can enjoy Halloween-themed events and earn virtual coins that add up to real-life earnings, which can be donated to wherever kids would like to see them, allowing kids to see for themselves the positive impact they’re having on children around the world. 3. We are carefully watching New York’s total COVID hospitalizations. Yesterday, there were 754 total hospitalizations. Of the 145,811 tests reported yesterday, 1,836, or 1.26 percent, were positive. Sadly, we lost 10 New Yorkers to the virus.
4. It’s New York’s Annual Organ Donor Enrollment Day. Unfortunately, the pandemic has caused declines in organ donations. With so many people awaiting lifesaving organ transplants, I encourage New Yorkers to become organ donors and join the NYS Donate Life Registry.
Tonight’s “Deep Breath Moment”: New York has some of the best food on the planet — whether it’s $1 slice pizza, Buffalo wings, or Michelin-starred restaurants. But according to marine biologists, New York is also becoming a food destination for young humpback whales. According to Gotham Whale, a NY-based whale research organization, young humpback whales appear to be coming to New York to chow down on Atlantic menhaden — one of the most important fish in the sea. Researchers believe that cleaner waters and increased conservation efforts have led to an increase in the fish population and hungry whales are following.

Assemblyman Jones: I applaud Comptroller’s decision to audit NYS’s broadband program
“For the last several years New York state residents have been promised access to high-quality broadband access. Fast forward to the present day and that promise has still yet to be fulfilled. Reports indicate that the New York State Comptroller’s office will be conducting an audit of the state’s broadband program due to complaints from residents over lack of access and lawmakers demanding to know what was achieved and what wasn’t initiated. I have written many letters to the Governor’s office on this issue and my office continues to receive calls from constituents on a daily basis, expressing concerns about access to internet services, and the pandemic has only exacerbated this need. For too long, North Country residents have been left without this vital service and I thank and applaud Comptroller DiNapoli for investigating this issue.”

Essex County No Longer Subject to Vermont Travel Restrictions

Essex County, New York, which had been subjected by the State of Vermont to travel restrictions related to COVID-19, is now “Green” once again, rejoining Clinton, Franklin and Hamilton Counties which had remained Green. This means Vermont is no longer imposing any restrictions on travel between Vermont and Essex County. Warren County, however, remains in Red status with travel restrictions to and from Vermont.

A Message From Dr. Thomas Palmer, Peru Superintendent of Schools
It was brought to my attention today that information has been shared with our elementary parents concerning an app called Kinsa. This app is not endorsed by the district and should not be used in conjunction with any application concerning the Peru Central School District. The product was not vetted appropriately and does not have approval through the Ed Law 2‐d process.
Ed Law 2‐d was enacted in 2014 to address concerns relative to securing certain personally identifiable information. In order to comply with the requirements of Education Law 2‐d, educational agencies and certain third‐party contractors who contract with educational agencies must take certain additional steps to secure such data. These steps include enacting and complying with a Parents’ “Bill of Rights” relative to protected data, ensuring that each third‐party contractor has a detailed data privacy plan in place to ensure the security of such data, and that each third‐party contractor sign a copy of the educational agency’s Parents’ Bill of Rights, thereby signifying that the third‐party contractor will comply with such Parents’ Bill of Right.

Governor Andrew Cuomo’s Oct. 7th COVID-19 Update
October 7, 2020.
We’ve seen time and time again throughout this pandemic that mass gatherings can spread this virus and result in clusters that can in turn become community outbreaks. While New York’s numbers remain low across the most of the state, the positivity rate in “hot spot” ZIP codes was 5.1 percent yesterday — five times the rate in the rest of the state. We are moving quickly to stop further spread. Yesterday, we announced restrictions that will be enforced in these hot spot ZIP codes for a minimum of 14-days.
We know that some of these restrictions will be unpopular and difficult for many people. Still, these actions are far less restrictive than implementing a full shutdown, as some foreign countries and states have had to do following a resurgence of the virus. Remember too, that there are lives at stake. We went through hell in March and April — I remember the horrors of that period all too well — and we will not go back. We are prepared to take all necessary steps to stop the spread and save lives.

Here’s what else you need to know tonight:
1. See the Cluster Action Initiative maps. Yesterday, we announced the implementation of Red, Orange and/or Yellow Zones in and around clusters in Broome County, Brooklyn, Orange County, Queens/Far Rockaway, Upper Queens and Rockland County. Click each county name to see the map for that cluster.
In Red Zones, mass gatherings are prohibited, only essential businesses are open, schools are remote-only and houses of worship are limited to 25 percent capacity (up to 10 people maximum). In Orange Zones, mass gatherings are limited to ten people (indoor and outdoor), high-risk non-essential businesses are closed, schools are remote-only and houses of worship are at 33 percent capacity (up to 25 people maximum). In Yellow Zones, mass gatherings are limited to 25 people (indoor and outdoor), schools are open with increased testing, businesses are open and houses of worship are limited to 50 percent capacity. 2. We are carefully watching New York’s total COVID hospitalizations. Yesterday, there were 748 total hospitalizations. Of the 108,246 tests reported yesterday, 1,360, or 1.25 percent, were positive. Sadly, we lost eight New Yorkers to the virus.
3. Congratulations to Dr. Charles Rice of New York-based Rockefeller University on winning the Nobel Prize in Medicine. Dr. Rice, who won the Nobel Prize along with two colleagues for their discovery of the hepatitis C virus, will serve as one of the co-chairs of NY’s independent Clinical Advisory Task Force advising the state on future COVID vaccines. We’re lucky to have his advice and expertise.
4. A reminder to New Yorkers to get a flu shot. While we continue battling COVID, flu season is fast-approaching. This year it is especially important that New Yorkers get their flu shot. Find a flu vaccination site near you.
Tonight’s “Deep Breath Moment”: Over the weekend, the Great Pumpkin Farm in Clarence, NY held the 25th annual World Pumpkin Weigh-Off. Sixteen gigantic pumpkins were brought to the farm to compete. The winning pumpkin, grown by Andy Wolf of Little Valley, weighed in at an impressive 1,982 pounds.
