Governor Cuomo’s June 1st Email to New Yorkers

Our state’s response to Coronavirus is an incredible feat. All of New York — 19 million people — responded to this crisis with a level of determination and discipline that amazed me. Just 50 days ago, at the height of the crisis in New York, 800 people died a single day and we were experiencing the worst situation in the country. Now, we’re reopening New York. It has been a very long 50 days from then — but we went from a truly frightening reality to the point where the state is beginning to reopen. This is a reminder of what we can accomplish when we are united.

Here’s what else you need to know tonight:
1. A citywide curfew will take effect in New York City beginning at 11 PM tonight through 5 AM tomorrow morning. Mayor de Blasio and I spoke today and agreed to implement the curfew. In addition, the NYPD will double its presence to help prevent violence and property damage. While we encourage people to protest peacefully, unfortunately, there are those who have exploited the protests as a cover for criminal activities. The safety of the general public is paramount and cannot be compromised.
2. Be aware of the risk of COVID-19 at protests. The Health Commissioner and I are concerned that the large protests may increase the spread of COVID-19. While the right to protest peacefully is sacrosanct, I nevertheless urge all protesters to take precautions like wearing a mask or face covering if participating in a protest. It would be terrible for the progress we have made on this virus to be undone.
3. Two regions are expected to enter Phase 2 of reopening this week. Tomorrow Western New York is expected to enter Phase 2, followed by the Capital Region on Wednesday, June 3, pending a review of regional data by global public health experts.
4. We have the lowest rate of positive test results since the pandemic began. Yesterday the state performed 50,000 tests and only 941 people, or 2%, were positive. That is the lowest number yet of positive cases.
5. The total number of COVID hospitalizations is steadily declining. Total hospitalizations fell to 3,331, from 3,436 the day before. Yesterday, we had 183 new COVID hospitalizations. Sadly, 54 New Yorkers died of the virus — the lowest number since March.
Tonight’s “Deep Breath Moment”: The NYC Department of Environmental Protection (NYC DEP) recently banded peregrine falcon chicks on the Verrazzano-Narrows and Marine Parkway bridges. As part of a cooperative effort between the DEP and the NYS Department of Environmental Conservation, chicks are banded with both a metal federal band with a serial number and a color-coded band to make it easier to identify the birds by sight. By the 1960s and ’70s, the peregrine falcon had vanished from the East Coast; the species has recovered thanks to decades of conservation efforts.

Important Information for Hair Salons and Barbershops
There have been questions about mandated testing for employees at hair salons and barbershops.

We reached out to the Governor’s office and Empire State Development and they informed us of the following:

It is RECOMMENDED that employees at hair salons and barbershops are tested before they start working.

It is MANDATED that employees at hair salons and barbershops are tested every 2 weeks after they start working.

We hope this clarifies any questions that arose from this directive.

Dentists Reopen
Governor Andrew M. Cuomo announced that New York dentists can reopen statewide today.
Dentists’ offices will be subject to state guidance on best practices for safety and social distancing.

More Information on School Budget/Board Voting and Ballot Confidentiality

From the Peru Central School District

Please note that two (2) absentee ballots were mailed to residents of specific routes serviced by the Peru, Schuyler Falls, Morrisonville and Plattsburgh post offices.  If you have more than two (2) qualified voters in your household, please contact the District Office via email (sprovost@perucsd.org) or phone (643-6002) to request additional ballot(s).  Ballots may be mailed back via the postage-paid envelope or dropped off via the 24/7 dropbox by the High School flagpole/Community Room entrance.  All voting is by absentee ballot only and all voters must sign the back of the ballot envelope.  All absentee ballots must be received by the District Clerk no later than 5:00 PM on June 9, 2020.

To help reassure voters about the confidentiality of absentee ballots, Peru CSD would like to share the following information about how ballots will be processed for the vote & election.

Once a ballot is sealed by the voter and delivered back to the District, the following process is followed:

  • Ballots returned will remain sealed in the provided postage-paid envelope as they are received.
  • Ballots will be kept in a secure locked location until 5:00 PM on June 9th.
  • After 5:00 PM on June 9th, election/poll inspectors will open ballot envelopes.
  • Ballots and envelopes will be separated immediately, maintaining confidentiality
  • Ballots will remain folded and unread until all envelopes have been opened.
  • The entire envelope & ballot opening and counting will be live-streamed and available for the public to view.

TRAVEL ADVISORY: PERIODIC I-87 DETOURS BETWEEN EXITS 35 AND 36 DUE TO BRIDGE DEMOLITION IN CLINTON COUNTY

Project Removing Railroad Bridge over the Interstate 87 
The New York State Department of Transportation is advising motorists that crews are scheduled to begin demolition operations on a railroad bridge crossing I-87 in the Town of Plattsburgh, Clinton County on Tuesday, June 2 with work expected to be complete by Wednesday, June 10.
As part of the work, I-87 Northbound and Southbound will be periodically closed between the hours of 7 a.m. and 4 p.m. between Exits 35 and 36 to facilitate the removal of the existing structure. Traffic will be detoured onto State Route 22 during I-87 closures.
Motorists are urged to slow down and safely move over when driving through work zones and whenever encountering roadside vehicles displaying red, white, blue, amber or green lights, including maintenance and construction vehicles in work zones.

Plattsburgh International Airport Is Open

Airport and Airlines COVID-19 Update
The Plattsburgh International Airport is open and operational. However, several of our airlines continue to operate flights on a reduced basis.
  • The Airport restaurant has reopened on a limited basis.
  • As for Car Rentals, Avis, Enterprise, and Hertz, are open to support car rental needs.
  • Airport staff, TSA and the Airlines are conducting extra cleaning of high traffic areas and have implemented other measures to ensure as safe of a traveling environment as possible.
  • The Airport has posted a variety of advisory signage throughout the terminal and asks that passengers and other visitors to the Airport do their part by practicing social distancing, wearing a face covering and staying home if you are sick.

Approved Minutes of Peru Town Board’s May 11th Meeting

The regular meeting of the Peru Town Board was held on Monday, May 11, 2020, at the Peru Town Hall. Those present were Mr. Brandy McDonald Supervisor; Mr. James Douglass, Councilman; Mr. Kregg Bruno, Councilman; Mr. Melvin Irwin, Councilman; Mr. Richard Barber Jr., Councilman; Mr. Courtney Tetrault, Water/Sewer Superintendent; Mrs. Dianne Miller, Town Clerk and Mr. Matt Favro, Town Attorney via teleconference.

The meeting was called to order at 6:00PM by Mr. McDonald with the Pledge of Allegiance.

Motion by Mr. Bruno; seconded by Mr. Barber to include the reports from the following departments into the official record of tonight’s meeting. (Water/Sewer/Valcour; Highway; Town Clerk; Dog Control; Youth Department; Code/Zoning; Supervisor’s Report; Court; Website; JCEO and Banking Reports).

NYS Troopers’ Union President to Governor Cuomo: These are Violent Riots, Not Protests

Dear Governor Cuomo,

As president of the union that represents the uniformed men and women of the New York State Police and as a member of the boards of the National Association of Police Organizations, the National Troopers Coalition, the Police Conference of New York and the Northeast Regional Troopers Coalition – which collectively represents more than 250,000 law enforcement officers and State Troopers nationwide – I find it appalling that you have not condemned the violence directed at your New York State Troopers during the riots across the state. In fact, during your daily briefing today you repeatedly used the word “ugly” to describe recent events but did not acknowledge that the Troopers under your command have been responding to riots with unwavering loyalty to public safety.

The right to a peaceful protest is etched in the U.S. Constitution and as law enforcement officers we are sworn to uphold that concept. We are all outraged by the events that became a catalyst for where we are today, and the fact that members of the public want to peacefully protest for change is their American right.

However, what Troopers are being called upon to respond to across the state are not peaceful protests or voices of reason urging societal changes, these are violent riots taking place around the state including New York City, Syracuse, Buffalo, Rochester and Albany, just blocks from the Executive Mansion. Before I turn to the latest COVID news, I want to address the violent protests in our state and across the nation. The outrage we are seeing is a response not only to the killing of George Floyd but to the continuing racism in this country that is chronic, endemic and institutional. It is collective hypocrisy. We are good at telling people how they should live their lives and how they should act but we still discriminate on the basis of skin color. We don’t need to lose the passion or the outrage—we need to direct it. Like a laser-focused on real, positive change.
That’s how George Floyd does not become just another name in the long list of people who should never have died.
That’s how his death won’t be in vain.

Here’s what else you need to know tonight:
1. New York dentists can reopen statewide tomorrow. Dentists’ offices will be subject to state guidance on best practices for safety and social distancing.
2. The number of total COVID hospitalizations continues to decline. Total hospitalizations fell to 3,436, from 3,619 the day before. Yesterday, we had 191 new COVID hospitalizations.
3. Daily fatalities drop to the lowest level since March 23. Yesterday, 56 New Yorkers died from COVID. This is a tragic number — but we are thankful it is much, much lower than where it was at the peak. As this number goes down, we expect it to level out. The question is how low it will go before that happens.
4. A note on protesting safely. If you or someone you know intends on peacefully protesting tonight or in the future, please remember that Coronavirus continues to be a public health issue in our state and there are simple steps that can be taken to help reduce the spread of COVID-19: Wear a mask, bring hand sanitizer and keep to smaller groups.
5. Over 2 million New Yorkers have been tested for Coronavirus. Yesterday, 58,444 New Yorkers were tested, bringing the total to 2,063,825 million people tested. Of those tested yesterday, only 1,110 were positive, or about 1.9% of those tested.
Tonight’s “Deep Breath Moment”: Archaeologists in northern Italy recently discovered a perfectly preserved mosaic of an Ancient Roman villa. The remains of the villa were discovered in the same location, nearly a century ago and researchers had dedicated countless attempts to try and locate the foundations, which were recently rewarded with this remarkable find.
