Guma’s Restaurant & Catering in West Chazy Closing

April 15, 2020, Facebook post

Another hard day has hit our Guma’s family. As this terrible virus has taken its toll on so many, it has also taken its toll on us. We are very saddened to announce that as of April 25th we will be closing.

This has been a very difficult decision for us and we have tried to make all of this madness work for everyone, but the math just doesn’t add up. Our employees who have kept working with half or less of their hours will be MUCH better off with us closing. The crashing unemployment system will not allow them to file for partial benefits and the partial sales don’t allow me to do anything more for them either. Unable to navigate how long this will all last, closing seems to be the best option for everyone.

With all of the above being said, this also gives us cause to evaluate our future at Guma’s. Last year we chose to cut our hours to give us more time to focus on our personal lives. 25 years of spending every Thanksgiving, Easter, Christmas Eve, Mother’s Day, Father’s Day and so on, all at work, has taken its toll as well. As our family grows and priorities change with our age, we have REALLY reevaluated the importance of TIME and this pandemic has made it more evident than ever.

After very serious consideration and everyone’s individual needs being considered, we have made the decision that April 25th will be our FINAL closing date as well.
We would like to sincerely thank our LOYAL staff, our AMAZING customers and community for the last 25 years. None of this would have been possible without you!

The fate of the Guma’s building will be in our very near future plans as we navigate through this very difficult transition. To any gift card holders, we encourage you to use them before we close. You may order pies, jams, jelly or pastries with them as well. We will be honoring them at our other business, UDDER DELIGHT DAIRY SHOP, until the end of this season as well. To anyone who purchased one since this pandemic started, we will gladly refund you. Again, from the bottom of our hearts, thank you for your support. IT’S BEEN A GOOD RUN!
❤️Jerry, Lisa & Guma

Stec: A New Strategy for Upstate is Needed

Urges rethinking of statewide pause until May 15, two-tier approach to jumpstarting upstate economy is vital

Assemblyman Dan Stec (R,C,I-Queensbury), who is running for State Senate in the 45th District, today issued the following statement concerning Governor Cuomo’s plan to continue “New York State on Pause” through May 15:

“While I understand the need to be cautious during these uncertain times, the Governor’s decision is both a bit premature and fails to recognize the need for some regional-based strategies.

The state was already on pause until April 29. There was no need, with two weeks remaining in that time frame, to extend this pause until mid-May. As we’ve all seen, most recently, with the threat of seizing ventilators that became unnecessary within a few days, the situation with the coronavirus pandemic changes from day-to-day and week-to-week, so this decision could have waited until more information comes in.

But more importantly, and I expressed this today to the Governor’s office, our upstate economy simply cannot continue to be tethered to the situations in New York City and downstate suburbs. I fully understand keeping a pause on operations in that part of the state, but our region has not been hit anywhere near as hard and plans going forward need to reflect that the situation on the ground isn’t the same everywhere.

Our region’s economy was already lagging before this crisis hit and is now more vulnerable than ever. The 45th Senate District has been fortunate enough to avoid bearing the brunt of COVID-19 cases, and as long as the risk of exposure remains low in this and other areas upstate, we need to start reopening our economy.

I’ve heard the message loud and clear from small business owners in this district that a pause until May 15 could sink their business for good. We need to avoid these situations and taking a regional-based approach to this pause is just common sense.”

Clinton County’s COVID-19 lab-confirmed positive cases increase to 49

As of Thursday morning, the Clinton County Health Department (CCHD) is reporting 49 lab-confirmed positive cases of COVID-19 among Clinton County residents; 34 of these individuals have recovered and 2 have died. CCHD also reports 3 probable cases (lab-indeterminate) of COVID-19; 2 of these individuals have recovered and 1 has died. There are currently 42 suspect cases of COVID-19, of whom 28 have recovered. When considering current lab-confirmed, probable and suspect cases, CCHD reports 29 active cases of COVID-19 in the county.

During a Wednesday video briefing, Clinton County Office of Emergency Services Director, Eric Day, discussed how Clinton County law enforcement and municipal codes enforcement officers are helping area businesses comply with Governor Cuomo’s “New York State on PAUSE” executive order and how PAUSE complaints are being addressed locally. The full briefing can be viewed at https://www.youtube.com/watch?v=Qcx9Oc2VS_Q.

PAUSE has been in effect since March 22, 2020. The plan prohibits non-essential gatherings and provides guidance for essential businesses in regard to employee safety including what constitutes an essential business, workforce reduction requirements and social distancing inside the workplace. Details of the plan are available at https://coronavirus.health.ny.gov/new-york-state-pause. The New York State Department of Health (NYSDOH) website contains a web-page dedicated to PAUSE (https://coronavirus.health.ny.gov/new-york-state-pause), where individuals can file complaints.

Mr. Day stated, “The County’s Incident Management Team receives PAUSE complaints daily and works with codes enforcement officers in the city, towns or villages where the business is located to follow-up. Local law enforcement address issues in regard to personal gatherings.” To date, the County has received over 20 complaints. Mr. Day noted that all complaints are addressed, however, he requested, “Please be as specific as possible. Although complaints can be made anonymously, vague information and lack of contact information make any complaint difficult to investigate.”
Another addition to the Governor’s Executive Order 202 that went into effect at 8:00 PM on Wednesday night, now requires workers at essential businesses to wear face coverings when in direct contact with customers or members of the public. According to Mr. Day, “The mask requirement has posed a challenge for employers who have had to quickly acquire masks or other face coverings and make them available for employees. We expect to see compliance but understand that some businesses, as well as their employees, are finding this difficult.” Employers who need information about where to obtain masks can reach out to the North Country Chamber of Commerce for information about sources.

To further control the spread of COVID-19, Governor Cuomo has also declared that as of this Friday (April 17, 2020), individuals out in public and not able to maintain a distance of 6 feet from others, shall wear a face covering or mask. This order applies to virtually all who may be outside their home. John Kanoza, Director of Public Health for Clinton County cautions, “Wearing a mask does not replace social distancing. Rather, it adds an additional layer of protection for certain instances where circumstances keep individuals maintaining a six-foot distance from each other.”
Guidance about mask use and simple steps for creating homemade masks can be found on the Centers for Disease Control and Prevention (CDC) website https://www.cdc.gov/…/prevent…/diy-cloth-face-coverings.html.

Stefanik Named to Bipartisan Task Force on Reopening the Economy by President Trump

From the office of Congresswoman Elise Stefanik

Saratoga, NY – Today, President Trump announced Congresswoman Elise Stefanik will be serving on the bipartisan Task Force on Reopening the Economy, focused on restarting the economy after the spread of the COVID-19 pandemic is contained.

“I am honored to be named to the bipartisan Task Force on Reopening the Economy by President Trump,” said Congresswoman Stefanik. “Over the past month, I have been speaking directly with North Country hospitals, health departments, local elected officials, small businesses, farms, and hardworking families in my district about their specific concerns and ideas throughout the COVID-19 crisis. Prioritizing the needs of Upstate New York and rural communities as a whole will be critical to protecting public health and restarting the American economy, getting people back to work, and easing the burden on so many families across my district and the entire country. Additionally, my district borders Canada, our closest trading partner. We must recognize the importance of our cross-border operations and need to prioritize Northern Border issues as part of this public health and economic recovery plan. I’m looking forward to working with my bipartisan colleagues and the Trump administration as we beat COVID-19, protect the public’s health, and rebuild our economy.”

Canada reducing port of entry hours of operation

The Canada Border Services Agency (CBSA) has announced that as of 11:59 p.m. tonight (April 15) they will reduce hours of operation at four area out-ports:

* HEMMINGFORD (Mooers)

* LACOLLE ROUTE 221 (Overton Corners)

* LACOLLE ROUTE 223 (Rouses Point)

* TROUT RIVER

The Canadian ports of entry at these three locations will now be open daily 8:00 a.m. to 8:00 p.m. The main Canadian border crossing at Lacolle on I-87 will remain fully operational 24/7, similar to Champlain.

Recently, U.S. Customs and Border Protection reduced hours of operation on the U.S. side of three of these out-ports (Mooers, Overton Corners and Rouses Point) to 6 a.m. – 6 p.m. The reductions at the smaller ports are due to a more than 90% reduction in car activity, and the hours are different as a reflection in part of the continued commuter activity and when it occurs in each direction.
