Still Time To Register for Peru Primary School Pre-K Lottery

Peru Primary has been awarded an additional grant to fund two additional prekindergarten classrooms to start on January 21, 2020! Students currently on our prekindergarten waitlist will be notified of their acceptance into our prekindergarten program.

If you are a Peru resident and your child is age 4 and you are not currently on the prekindergarten wait list, please register your child to be eligible for the lottery. There are still some slots available! https://www.perucsd.org/schools/elementary/prekindergarten/

Census Takers Badly Needed

The gentleman handing out the “Be A Census Taker” flyer said many workers are needed. The jobs start in February and should continue until at least September. People can work up 40 hours a week, but they must work a minimum of 20 hours. He said the work should not be difficult. The census form includes only 10 easy to complete questions. Census Takers will be assigned a 25-mile radius area. They can have a larger area if desired. All applications must be submitted online.

Stefanik Cosponsors Veteran Suicide Legislation

Washington, D.C. – Congresswoman Elise Stefanik is an original cosponsor to the Veteran Suicide Prevention Act. In September 2019, the VA released an alarming report showing that at least 60,000 veterans died by suicide between 2008 and 2017. On average, that is nearly 20 veterans per day who took their own life. This legislation, led by Congressman Pete King (D-NY), directs the VA to compile a publicly available review of suicides by veterans in the last five years. The review will include, but will not be limited to, total number of veteran suicides, demographic information, information on VA diagnoses and medication prescriptions, number of veterans with combat experience or trauma, and recommendations to improve the safety and well-being of veterans across the country.

 

“The alarming uptick in suicides by veterans is a public health crisis,” said Congresswoman Stefanik. “As a result of their service, our veterans are subjected to many different stressors on a daily basis. I believe that when they return home from serving our country they deserve to have the best mental health care available. This legislation will be key to help us understand how to best understand the needs of our veterans to combat the growing number of veteran suicides through whatever means necessary. We are all forever indebted to those who chose to serve our country, and I am honored to fight for their well-being in Congress.”

Former Apple Blossom Building May Become a Self-Storage Building

Peru – On Wednesday, January 15, 2020 at 7 p.m. the Peru Zoning Board of Appeals will consider granting use variance for the former Apple Blossom Florist building at 25 Pleasant St.  Rulfs Orchard, LLC.  has signed a contract to sell the building to a buyer who would locate self-storage units inside the building. The sale is contingent upon the use variance being granted. 

While the building is in a residential area it has a long history of commercial use. Peru Farm Center and Apple Blossom Florist operated there for decades. In May 2017 Rulfs moved Apple Blossom Florist to the Bear Swamp Rd. and attempted tried to sell the property for commercial use. When that failed to sell they requested and were granted permission to offer it for sale as a two-unit multi-family structure. The property remains unsold.

Use variances must satisfy Zoning Law Section 707 D 2 b requirements: 

No use variance shall be granted by a ZBA without a showing by the applicant that applicable zoning regulations and restrictions have caused unnecessary hardship. In order to prove such unnecessary hardship the applicant must meet the requirements of Town Law Section 267-b, which as of the date of adoption of this zoning law requires the following: The applicant shall demonstrate to the ZBA that for each and every permitted use under the zoning regulations for the particular district where the property is located,

1. the applicant cannot realize a reasonable return, provided that lack of return is substantial as demonstrated by competent financial evidence; and

2. the alleged hardship relating to the property in question is unique, and does not apply to a substantial portion of the district or neighborhood; and

3. the requested use variance, if granted, will not alter the essential character of the neighborhood; and

4. the alleged hardship has not been self-created.

Longtime North Country Favorite Musician Passes Away

Having played her last gig on this Earth, renowned guitar and banjo player, singer, and composer Joan Crane, is now entertaining in the Heavens.

A fixture throughout the North Country, Joan entertained thousands of fans at countless venues, which included the Palmer St. Coffee House and Crete Center in Plattsburgh, farmers’ markets, fairs, churches, and many more. For several years during the 1980’s she was a disc jockey on Plattsburgh station KDR as she interviewed notable personalities as well as played her guitar and sang. Joan also enjoyed mentoring up and coming musicians.
Joan’s proudest achievement came when she was the FIRST woman to perform at the International Guitar Luthiers Symposium and invited back.

Joan was predeceased by her parents William A. and Dorothy E. Phillips, and her sister Barbara Phillips. Survivors include her brother Richard (Joan), her sister Kathy (Dan) Duniho, and son Paul (Sarah), as well as her beloved feline companion Little Girl.

Joan led a spiritual life which at the end allowed her to peacefully join her Lord and Creator.

A funeral service will be held on Friday, January 10, at 2 p.m. at the Westport Federated Church, Route 9N, Westport.

Those wanting to contribute funds to her memory may do so to the North Country SPCA (ncspca.org), or the Federated Church of Westport c/o Pastor Tom Smith (westportfederatedchurch.org). Additional information at: Westport Federated Church on Facebook.

A memorial concert in Joan’s honor will be held sometime next spring.

Peru Informational Meeting

PERU — The Peru Town Board will be holding an informational meeting on Jan. 13 at 5:30 p.m. at the Town Hall to inform residents of the upcoming sewer project and easement signature request.

Following that meeting, the board will then hold its 2020 Organizational at 6:30.m.

The regular meeting will then follow at 7 p.m.

The meetings are open to the public.

Stefanik Statement on Decisive US Mission re: Soleimani

Investors continue to believe in Peru’s future. On Wednesday, January 8th, the Planning Board will consider two proposals that should fuel Peru’s residential and commercial growth.

The Planning Board agenda includes R.L. Vallee’s plan to replace its current Maplefields building at 654 Bear Swamp Rd. with a new building. The Town granted Vallee permission for the project in 2017, but the project was not initiated. Code Enforcement Office Bob Guynup said Vallehopes to begin this project in March 2020. The new building would double the existing square footage from 2,700 to 5,450 square feet. That’s about 1,750 square feet larger than Peru’s new Stewart’s Shop. Subway would still be located in the Maplefields building.

Winter Lane LLC/Orchard View Subdivision will also outline its plans to satisfy regulatory requirements related to its Washington Street expansion project. Code Enforcement Officer Bob Guynup said the Town, the NYS Department of Environmental Conservation and the U.S. Army Corp of Engineers have had compliance issues with the project. They include sidewalk width, street width and storm water retention. An agreement between the Town and developer William Sawyer on sidewalk and street width issue has been reached with a bond posted to ensure compliance; however, storm water handling is still outstanding. The retention basin at the base of the Washington Street hill is one of the issues. Sawyer is requesting approval for a temporary basin at another location. Sawyer had planned to construct four new homes last year.

Peru – Monday, December 30, 2019 was a special night as the Peru Town Board held a regular meeting at the Peru courthouse and passed a resolution naming it The Kelley Courthouse in honor of longtime Peru resident Joe Kelley. Town Supervisor Brandy McDonald and Counselors Jim Douglass, Rick Barber and Melvin Irwin voted 4-0 in favor of the resolution.

Joe Kelley’s life was devoted to service of country, community, family and faith. A World War II veteran, Kelley served in the U.S Navy (1943-46). A graduate of the College of Holy Cross and the Albany Law School he served as U.S. Commissioner of Plattsburgh, County attorney, County welfare attorney and three terms as Clinton County’s first full-time district attorney (1976-85). He was also a member of numerous professional, veterans, fraternal and civic organizations. In Peru he served on the Peru School Board including as its president, as a member of the Peru Peru Zoning Board of Appeals and was an active St. Augustine’s Church parishioner.

Clinton County Legislator Peter Keenan and retired Plattsburgh City Detective Donald (Jeff) Pescia led the effort to name the courthouse in Kelley’s honor. Keenan expressed his thanks for everyone’s cooperation, especially the Town Board and Town Justices Jim Kirby and Lawrence Cabana. St. Augustine’s Church Pastor Alan Shnob recalled Kelley’s service to community and country saying, “We dedicate this building to his memory that all people who come here may always receive justice according to the laws of our town, state and country.”

Kelley’s son Tim and daughter Mary expressed gratitude on behalf of the Kelley family. Tim thanked everyone who contributed to the effort adding, “I’m sure Dad would be very honored. He loved this community very much and it’s quite an honor.” Mary stated, “Both Mom and Dad would have been pleased by this and it means a lot to us.”

Attorney William Russell, another of Kelley’s close friends, served under Kelley as Clinton County Assistant District Attorney. Russell read a letter from another Kelley friend, NYS Supreme Court Judge John Lahtinen. Judge Lahtinen stated, “I know of no person more deserving of this honor than Joe Kelley… Joe exhibited competence, integrity, civility and common sense in every position he held. Those qualities were readily recognizable to all.”

Russell said a plaque, the Board’s resolution and a photo of Joe Kelley will be placed in a prominent place in The Kelley Courthouse.
