The Peru School Board of Education will hold a brief special meeting on Monday, November 18, 2019 at 5:00 PM in the High School Community Room. The sole purpose of the meeting is to consider approval of a budget transfer. At this time, no other District business is anticipated for this meeting.
The full Board agenda will be available on the District’s website (perucsd.org).
All are welcome.
At the conclusion of this meeting, the Board is anticipated to conduct a Board Retreat for the purpose of developing/improving team building, communication skills and/or interpersonal relations, and to gain education and training related to school board service. The Retreat is not open to the public.

The regular meeting of the Peru Town Board was held on Monday, October 28, 2019 at the Peru Town Hall. Those present were Mr. Brandy McDonald Supervisor; Mr. James Douglass, Councilman; Mr. James Langley, Councilman; Mr. Melvin Irwin, Councilman; Mr. Richard Barber Jr., Councilman; Mr. Matthew Favro, Town Attorney; Mrs. Dianne Miller, Town Clerk. Also present Mr. Courtney Tetrault, Water/Sewer Superintendent; Mr. Michael Farrell, Highway Superintendent; Ms. Pamela Barber, Secretary to the Board and Mr. Dave Drollette, Dog Control Officer.
The meeting was called to order at 7:00 PM by Mr. McDonald, with the Pledge of Allegiance.

RESOLUTION AUTHORIZING A BUDGET ADJUSTMENT TO TRANSFER A PORTION OF THE TOWN HIGHWAY FUND BALANCE TO THE HIGHWAY FUND.

WHEREAS, In order to meet the financial needs for the payment of the two (2) new Highway trucks and the Patent Road Culvert Project, funds from the Highway Fund Balance account need to be appropriated to the Highway Fund by a Budget Adjustment,
WHEREAS, The outstanding positive balance in the Highway Fund Balance is more than adequate to cover the accounts in need of transfers. The Highway Machinery Equipment line item DA0.5130.0200 will be increased by $70,000 and the Capital Project H29 – Patent Rd. Culvert line item H29.8120.0200 will be increased by $266,580, and be it
RESOLVED, That the Town Board has authorized the one (1) transfer from the Highway Fund Balance in the total amount of $336,580 to the Highway Fund and the subsequent transfers needed as stated above.

WHEREAS, In order to meet the financial needs for the purchase and payment of the two (2) new Highway trucks, funds from the Highway Machinery Reserve account line item DA0.5130.0220 need to be transferred to the Highway Fund to supplement the Machinery Equipment Line appropriated in 2019,
WHEREAS, The outstanding positive balance in the Highway Fund Balance is adequate to cover the account in need of transfers. The Highway Machinery Equipment line item DA0.5130.0200 will be increased by $60,374 from Highway Machinery Reserve account line item DA0.5130.0220, and be it

A RESOLUTION AWARDING THE PERU COURT BUILDING ROOF REPLACEMENT PROJECT BID TO RON HOY CONSTRUCTION.
WHEREAS, the Town Board has received certain bids in response to its request for same in connection with the Peru Court Building Replacement Project; and
WHEREAS, the Town Board, find that the bid of Ron Hoy Construction was the second lowest bidder and the one that most closely met the bid specifications and was able to provide correct insurance;
NOW, THEREFORE, BE IT
RESOLVED, that the bid of Ron Hoy Construction for the Peru Court Building Roof Replacement Project of Eleven Thousand Four Hundred Dollars and Zero Cents ($11,400.00) is hereby accepted and the Town Supervisor are hereby authorized to execute any further documentation necessary to facilitate and/or consummate the bid contract for a price not to exceed this amount; and it is further
RESOLVED, that this Resolution shall take effect immediately.

Other Business
Mr. Tetrault stated wastewater report returned satisfactory which is the highest ranking.
Mr. Farrell stated 6 miles of paving is completed. The cost was $ 343,000.00 not including striping. One driveway culvert needs to be replaced and the Patent Road culvert project will begin at the end of November. Plow gear is ready to go.
Mr. Guynup stated sidewalks are repaired at Stewarts. A manhole east of court building parking lot needs to be replaced or cut.
Ms. Barber stated that the Town received two checks; one from NYMIR for underwriter earnings and the other from Wright Risk Mgt., our new workman’s compensation carrier for $536 as a dividend. NYSIF performed a payroll audit and surprisingly we are not being charged more, in fact we will be getting a check for approximately $4,676.
Mr. McDonald stated November 7, 2019 at 6PM a Public Hearing on Preliminary Budget is scheduled.
Motion by Mr. Douglass seconded by Mr. Barber for Public Hearing on Preliminary Budget will be held November 7, 2019 at 6 PM at Town Hall.
Motion by Mr. Langley seconded by Mr. Irwin a Special Meeting to adopt 2020 Budget will be held November 18, 2019 at 6 PM at the Town Hall.
Mr. Ryan asked for clarification on amount per plow at tower. Mr. Farrell stated $ 70.00.

New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos announced today that online registration for the agency’s 2020 Summer Camps program will open Sunday, January 26, 2020, at 1 p.m. Applications should be submitted through the online registration program available through a link from the Summer Camps webpage. Parents and guardians are encouraged to register early since some of the weeks fill up quickly.
“DEC’s summer camps have a long tradition of introducing youth to the outdoors through fun hands-on, minds-on activities that create lifelong connections to nature,” said Commissioner Seggos. “Our camps provide opportunities for children to unplug and immerse themselves in the natural world and kids at DEC camps are guided by highly qualified staff in hiking, canoeing, and overnight camping adventures each week.”
Now in its 73rd year, the DEC Summer Camps program offers week-long adventures in conservation education for children ages 11-17. DEC operates four residential camps for children: Camp Colby in Saranac Lake (Franklin County); Camp DeBruce in Livingston Manor (Sullivan County); Camp Rushford in Caneadea (Allegany County); and Pack Forest in Warrensburg (Warren County).

The New York State Department of Environmental Conservation (DEC), Adirondack Park Agency (APA), and New York State Police today formally commissioned a renewable biomass heating system at the State Office Campus in Ray Brook, NY. The High-Efficiency Low-Emission Boiler, fueled by wood pellets, will provide heat to DEC Region 5, APA, and State Police Troop B headquarters. The $3 million renewable energy project was developed in partnership with DEC, State Police, APA, the New York Power Authority (NYPA) and New York State Energy Research and Development Authority (NYSERDA) in support of Governor Andrew M. Cuomo’s BuildSmart NY program, which calls for a 20 percent reduction in energy consumption by all state agencies by 2020.
“The Ray Brook Automated Wood Heating System will not only more cleanly and efficiently provide heat for three state agency buildings, it will also create jobs in the Adirondack region, keep energy dollars in New York, reduce carbon dioxide emissions, and promote sustainable forest management,” said DEC Commissioner Basil Seggos. “This project supports Governor Cuomo’s goal to reduce greenhouse gas emissions and increase the use of renewable energy sources.” Read more »

New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos today announced that DEC is adopting regulatory changes that will further protect New York’s wild deer and moose from Chronic Wasting Disease (CWD).
“Chronic Wasting Disease poses a significant threat to New York’s deer and moose populations,” Commissioner Seggos said. “We don’t have CWD in New York, and we want to keep it that way. With these regulation changes, we are acting to reduce the likelihood that hunters or owners of captive CWD-susceptible animals may inadvertently bring the disease into the state.”
DEC is working collaboratively with the New York State Department of Agriculture and Markets (DAM) and the agricultural community to prevent CWD from gaining a foothold in New York.
State Agriculture Commissioner Richard A. Ball said, “The Department of Agriculture and Markets continues to work closely with DEC to be vigilant against CWD. These new regulations are welcome additions to the surveillance and testing conducted by our veterinarians, animal health inspectors, and our New York State Veterinary Diagnostic Laboratory, and will help us reduce this major threat to our cervid populations.”
The regulations’ most significant change is that hunters are now prohibited from returning to New York State with whole carcasses of deer, elk, moose, or caribou harvested outside of New York. Only the deboned meat, cleaned skull cap, antlers with no flesh adhering, raw or processed cape or hide, cleaned teeth or lower jaw, and finished taxidermy products of CWD-susceptible animals may be brought into New York.
Hunting seasons are already underway throughout the state and the nation, and hunters should not risk losing their prized deer or elk because they failed to follow New York law. DEC Environmental Conservation Police Officers will be monitoring roadways and entry points along state borders and whole carcasses that are imported into New York illegally will be confiscated and destroyed.
Transportation of carcasses through New York is still legal, provided that no parts are disposed of or remain in New York, but hunters should verify importation rules in their destination state or province.
Other adopted changes include:
• Increasing the ease with which DEC’s Environmental Conservation Police Officers can enforce DAM regulations to ensure compliance by owners of captive cervids (animals in the deer family); and
• Clarifying disposal requirements for taxidermists that process CWD-susceptible animals.
These regulations take effect on November 13, 2019.
CWD is an untreatable and fatal nervous system disease caused by abnormally shaped proteins called prions. It affects deer, elk, and moose. CWD prions are shed through saliva, urine, and feces of infected animals. A healthy deer, elk, or moose can pick up the disease by direct contact with the infected animal’s body fluids or by eating contaminated sources of food or water. CWD is not currently known to exist in New York.
DEC biologists and DAM veterinarians annually conduct strategic surveillance, sampling wild deer and captive cervids for CWD. New York State’s risk-based sampling approach gives the state confidence that CWD is not currently present in New York and that it will be detected quickly if introduced.
DEC and DAM are also prepared for response (PDF). If CWD is found in New York, DEC and DAM will take aggressive actions to assess the scope of the outbreak and contain and minimize the disease’s presence. Depending on the scope and location of infected animals, this may involve substantial and sustained reduction of local wild deer populations and/or depopulation of affected captive cervid facilities.
Strong prevention measures are the best strategy to manage CWD, and prevention requires cooperation and vigilance from state agencies, the public, hunters, and owners of captive cervids.

Peru – The Peru Knights of Columbus have cancelled bingo tonight, Tuesday, Nov. 12th. at the St. Augustine’s Parish. The primary roads are clearing, but several secondary roads are not in the best condition.
