Not Afraid to Work

Many people worked hard to make the 2019 Applefest a success. I helped recruit volunteers. One booth I never have to worry about is the hot dog, burger and french fry booth. For many years Patty Henry has worked very hard herself and staffed the booth with Peru High School students. It’s extremely busy for two days meaning everyone has to work very hard and maintain their cool.

Two of Patty’s volunteers deserve special mention – Jay Chase and Alex Hebert. They worked non-stop with a great attitudes and smiles in very hot conditions for two days. They’re a credit to Peru High School and to their families. I told them they have great future ahead of them. They’re not afraid to work!

Thank you Patty, Jay and Alex. Your sacrifice of time and talent is appreciated and deserves to be recognized.

Jim Langley Is Not Seeking Reelection

Peru – Peru Town Councilman Jim Langley is not seeking reelection to his seat on the Peru Town Board. Langley said, “I”m a grandfather and I’m going to be a grandfather again. (Langley’s daughter Tiffany is expecting her second child). It’s been long enough. I’ve appreciated my time in politics and that people thought I had something to offer.” Langley also believes the current town board has the best interests of the town in mind.

Jim Langley was elected to town office four years ago following 17 years as a Clinton County Legislator, the last 13 years as the legislature’s chairman. Langley was known for successfully working with both major parties. As he said, “I didn’t worry about the party side of things.”

Two Town Council’s seats will be on the the November ballot – Langley’s and Rick Barber’s. Both are Republicans. Peru Democrats nominated former Councilman Kregg Bruno. Peru Republicans renominated Rick Barber. Both parties sought additional candidates, but two individuals withdrew their names at the last moment; therefore, both Barber and Bruno will be unopposed on November 5th.

Peru Athletic Hall of Fame Dinner Scheduled

Stefanik Announces EDA Grant for Former Clinton County Airport Site

Washington, D.C. – Congresswoman Elise Stefanik has announced grant funding for the former Clinton County airport site from the U.S. Economic Development Administration. The $1,500,000 in new funding is anticipated to create 150 new jobs and leverage $15 million in private investments. As a result of the funding, 30 acres of a former airport will be re-developed, including the construction of new road and stormwater infrastructure.

“This new funding is a great opportunity for the town of Plattsburgh,” said Congresswoman Stefanik. “These are competitive grants, and I applaud all of the local government officials and partners who put in a great effort to re-develop this area and bring economic diversification to Clinton County. I am proud to be an advocate for economic development in the North Country, and I will continue to be an outspoken supporter of these initiatives in Congress.”

Peru – Two of the friendliest people at this year’s Applefest were visitors. If you or your kids played the baseball speed game or water squirt game you met Anthony or Colleen Doty. While the Dotys call Saranac Lake home, they’re on the road for over 6 months each year. Anthony said, “My father Harry Doty operated a carnival. I’ve been working in one or running one for 45 years. I quit school when I was 14.” Harry said he came to the Applefest several years ago with his own carnival. Now he works for someone else.

Harry Doty met Colleen 40 years ago at a carnival near her Long Island home. The couple has been together ever since. From March through October they’re usually on the road spending nights in a camper located not far from the games they operate. Back home in the North Country, their two daughters have given them five grandchildren.

The Dotys infectious smiles and warm spirits undoubtedly make them successful game operators. Anthony’s balloon prizes were the proud possessions of many kids at the Applefest. The Dotys appear to enjoy their chosen path in life. It’s the only way of life they’ve ever known.

Highlights of Peru Town Board Meeting of September 23, 2019

The Board:

Awarded a $120,480 bid to Luck Brothers Inc. to replace the damaged Patent Rd. culvert. The Town of Peru is purchasing the box culvert at a cost of $143,500. Total cost: $263,980 not including the temporary repairs already performed.

Awarded a bid of $8,000 to New Image Roofing (Chad Rivers) to replace shingles on the Town Court House building. This price includes the price of 50-year shingles. Two other bids were received in the amount of $11,400 and just over $24,000.

Approved a residence address change from 47 to 52 Washington St. The change was required to comply with the 911 emergency response system.

Discussed anti-discrimination and sexual harassment training. Town personnel and Zoning /Planning Board members must complete the training no later than October 9, 2019.

Scheduled a Monday, October 21st 5:30 p.m. workshop on the sewer system project.

Accepted Nick Zagrodzki’s resignation from the Planning Board. His term is up. He will receive a formal letter of thanks for his service to the Town of Peru. Both the Zoning and Planning Boards are appealing to residents to volunteer to serve on the very important boards.

Cancelled the scheduled December 23rd Regular Board Meeting. The last meeting of the year will be held on December 30th at 6 p.m.

Other Business:

Water/Sewer Superintendent Courtney Tetrault reported replacing a fire hydrant, four valve boxes, and 116 ft. of sidewalk on Pleasant Street. The hydrant had been out of operation for several years.

Tetrault’s personnel will flush fire hydrants beginning October 1st. NY State D.E.C. will be inspecting the water and sewer plants on October 10th beginning at 9:30 a.m.

Drainage issues must be resolved before the Washington Street Extension can be approved. Neither NYS DEC nor the Army Corps of Engineers have approved a correction plan. Disposing and controlling storm water runoff is the main issue.

Dog Control Officer Dave Drollette reported that 37 dog licenses were issued n the past few days. He found several unlicensed dogs at the Fire Department’s recent rabies vaccination clinic.

Highway Superintendent Michael Farrell said Peru and several towns cooperated with New York State DOT on the Route 22B pavement grinding operation from the Route 22 – Route 22B intersection to the Staley Road. The towns hauled away millings. Peru uses millings on road shoulders. Farrell said millings are more stable than gravel on steep hills that are subject to frequent runoff. He estimated that Peru hauled away 1,000 to 1,500 yards. The millings will be screened prior to use. The seven mile paving operation should be completed over the next two weeks.

U.S. Transportation Secretary Elaine L. Chao Announces $6 Million in Funding for New Visitors’ Center at Eisenhower Lock

MASSENA, N.Y. – Today, U.S. Transportation Secretary Elaine L. Chao marked the 60th anniversary of the St. Lawrence Seaway, the U.S.-Canadian waterway, at a ceremony at the Eisenhower Lock in Massena, New York. Secretary Chao was joined by Transport Canada Director General of Marine Policy Marc-Yves Bertin, Congresswoman Elise Stefanik, (R-NY), U.S. Seaway Deputy Administrator Craig Middlebrook, Canadian Seaway President and CEO Terence Bowles, and U.S. and Canadian government and transportation officials.

“For 60 years, the St. Lawrence Seaway has been a safe and reliable gateway for global commerce, further demonstrating our nation’s strong and strategic partnership with Canada,” said Secretary Elaine L. Chao.

At the event, Secretary Chao and Congresswoman Stefanik announced $6 million in funding for the Saint Lawrence Seaway Development Corporation to construct a new Visitors’ Center at the U.S. Eisenhower Lock. This new center will welcome the tens of thousands of people from around the world who come to watch ships transit the lock each year, and serve as a cornerstone for tourism in the North Country region of New York.

“I am so honored to host Secretary Elaine Chao for the 60th anniversary of the St. Lawrence Seaway. We have worked together to announce this significant investment in the North Country to promote tourism, economic development, and trade,” said Congresswoman Stefanik. “I thank Secretary Chao for her leadership and for her commitment to delivering results to our community.” Read more »

Approved Minutes of Peru Town Board’s Special Meeting of Sept. 18

A special meeting of the Peru Town Board was held on Wednesday, September 18, 2019 at the Peru Town Hall.  Those present were Mr. Brandy McDonald Supervisor; Mr. James Douglass, Councilman; Mr. James Langley, Councilman; Mr. Melvin Irwin, Councilman; Mr. Richard Barber Jr, Councilman; and Mrs. Dianne Miller, Town Clerk.  Also present Ms. Pamela Barber, Secretary to the Board and Mr. Courtney Tetrault, Water /Sewer Superintendent.

The meeting was called to order at 6:04 PM by Mr. McDonald, with the Pledge of Allegiance.  

The purpose of the Special Meeting was to present the 2020 Tentative Budget.

The 2020 Tentative Budget was presented to all board members by Dianne Miller, Town Clerk.

WHEREAS, the Town of Peru Highway Superintendent, Michael Farrell, has regularly inspected the build out of the Davey Drive Extension and found that it has been built as per the Town Highway’s specifications, THEREFORE, BE IT

A RESOLUTION DECLARING THE TOWN AS LEAD AGENCY AND SEQR NEGATIVE DECLARATION

WHEREAS, the Town Board of the Town of Peru is considering an action to replace the Patent Road Culvert.  

WHEREAS, the applicant has requested the Town approve of this proposed action;

WHEREAS, the New York State Environmental Quality Review requires the Town to determine the Lead Agency status and for the then determined Lead Agency to make a SEQR determination;

WHEREAS, the Town of Peru agrees to assume Lead Agency Status on September 9, 2019;

WHEREAS, pursuant to Article 8 of the Environmental Conservation Law and the Code of the

Town of Peru, the Town Board has prepared the Short Form Environmental Assessment Form, which is now on file with the Town Board and the Town’s SEQR Officer; and

WHEREAS, the Town of Peru Board has reviewed the Proposed Action and on September 9, 2019, recommended to the Town Board the approval of the Proposed Action.

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS THAT:

1.  The Town Board, as Lead Agency, has determined that the Proposed Action is an Unlisted Action under SEQR;

2.  The Town of Peru, as Lead Agency, hereby determines that the unlisted action described in the attached SEQR NEGATIVE DECLARATION, NOTICE OF DETERMINATION OF NON-SIGNIFICANCE, which attached notice is hereby made a part of this Resolution, will not have a significant effect on the environment and that an environmental impact statement is not required to be prepared with respect to the Proposed Action.

Mr. Douglass stated Peru Community Church has approved the easement for the project to maximize efficiency of the project.

Other Business

Mr. Ryan asked if the Main Street Project was moving forward. Confirmation of whether the money can be used at Heyworth Park is still pending.

Mr. Guynup stressed the need and importance for Zoning and Planning Board volunteers.

Mr. Farrell road repair is being done after water break repairs.

Mr. McDonald stated an application for $125,000 grant will be filed within 10 days . The grant will be used possibly for extension of the walking trail.
