Peru – During Lent St. Augustine’s Knights of Columbus Council 7273 asked St. Augustine’s parishioners to contribute food each week to assist the Peru JCEO Food Shelf. Parishioners generously responded by donating 1,104 pounds of nutritious food. The Peru Council also made a $500 donation to the Food Shelf. The combined donations of food and money earned a $200 award from the Knights of Columbus Supreme Council which Grand Knight Kemp recently presented to Samantha Barton.

Washington, D.C. – Congresswoman Elise Stefanik and Congressman Brian Higgins (D-NY-26) have introduced the BOUND (Border Officer Utilization for National Defense) Act, requiring minimum staffing levels for Customs and Border Protection (CBP) officers stationed at ports of entry along the northern border.

“Travel and trade between Canada and the North Country is a critical source of revenue that directly impacts our local economy, as well as the national economy,” said Congresswoman Stefanik. “Maintaining strong staffing levels at the Northern Border will ensure our tourism industry and economy are not stifled and that CPB officers are able to effectively carry out their duties. I’m proud to introduce this bipartisan legislation to support our Northern Border personnel and keep our economy strong.”

“The northern border has unique needs related to security, trade and travel,” said Congressman Higgins. “Shortfalls in staffing make it more difficult for CBP officers to do their jobs, impacting both the national and local economies that rely on the efficient flow of goods and people, and placing additional, unnecessary stress on national security operations between the two nations.”

CBP officers were recently pulled from the northern border and temporarily reassigned to the southern border during the busiest season for border crossings between the U.S. and Canada.  Crossings along the entire Northern Border jump from around 6 million in January and February to close to 11 million in July and August. Higgins and Stefanick have repeatedly objected to the diversion of Northern Border CBP officers, leading a bipartisan letter sent to the Homeland Security Secretary in May signed by several Members who represent the northern border communities.

 

Currently 162 Customs and Border Protection (CBP) officers are continuing to assist Border Patrol along the southern border.  It is anticipated that 105 CBP officers will return to their home stations by September 15, 2019 and the remaining 57 will return by September 22, 2019.

The decision to deploy northern border CBP officers to the southern border impacts morale and adds further stress to the job of safeguarding and streamlining lawful trade and travel. Furthermore, travelers experienced significant delays crossing the border as a result of the lean staffing, caused by recent temporary transfers to the southern border, at these land ports of entry.

Joining Congressmembers Higgins and Stefanik as original cosponsors of the bill are Reps. Collin Peterson (D-MN-7), Cathy McMorris Rodgers (R-WA-5), Peter Welch (D-VT-At-large) and Elissa Slotkin (D-MI-8).

The Emergency Border Supplemental bill approved by Congress and signed by the President on July 1 required reporting on Northern Border CBP transfers:

Sec. 304. No later than 30 days after the date of enactment of this Act, the Secretary of Homeland Security shall provide a report on the number of U.S. Customs and Border Protection Officers assigned to northern border land ports of entry and temporarily assigned to the ongoing humanitarian crisis: Provided, That the report shall outline what resources and conditions would allow a return to northern border staffing levels that are no less than the number committed in the June 12, 2018 Department of Homeland Security Northern Border Strategy: Provided further, That the report shall include the number of officers temporarily assigned to the southwest border in response to the ongoing humanitarian crisis, the number of days the officers will be away from their northern border assignment, the northern border ports from which officers are being assigned to the southwest border, and efforts being made to limit the impact on operations at each northern border land port of entry where officers have been temporarily assigned to the southwest.

The report, due on August 1^st, was submitted by the Department of Homeland Security on September 6, 2019 and made available to Members this week.  The document is designated “For Official Use Only” and has not been released publicly.

The Northern Border constitutes the longest land boundary between two countries in the world.  At 5,525 miles, approximately 400,000 people and over $1.6 billion in goods cross the border daily through more than 120 ports of entry.

Stefanik and Higgins serve as co-chairs of the Northern Border Caucus, Congress’s oldest and largest Congressional Member organization dealing with the U.S.- Canada relationship.  Founded in 1994, this bipartisan group of Members has acted to highlight policy concerns and issues affecting the economic, cultural, and political partnership between the United States and Canada.

Peru – Dr. Colleen Lacombe-Senecal grew up in Peru. Dr. Chris Goodell grew up in Plattsburgh. They both left the area for college, dental school and post graduate study. Now they’ve returned as board certified pediatric dentists and have established Lakeshore Pediatric Dentistry at 2993 Main St., Suite #2 in Peru.

Washington, D.C. – Congresswoman Elise Stefanik has announced Clarkson University has received a $288,441 National Science Foundation grant, which will go into effect next week, September 15. The project is titled “MRI: Acquisition of a Tomographic Particle Image Velocimetry System.”

“I’m thrilled to announce nearly $300,000 in funding from the National Science Foundation for Clarkson University,” said Congresswoman Stefanik. “As a member of the House Education and Labor Committee in Congress, I work each day to advocate for advanced research and innovation in our North Country schools and universities. This funding will enable students at Clarkson University to expand on their work to advance the frontiers of science and discovery to further economic growth. Dedicating resources to educate our students is critical for the future of our country, and I’m proud to promote this cause in Congress.”

The National Science Foundation focuses on research and innovation in technology and engineering for economic growth in the United States.

The Peru School Board of Education will hold its regular monthly meeting on Tuesday, September 10^th in the school district’s Community Room, adjacent to the main entrance of Peru Jr/Sr High School.

The Peru Community Church announces their Fall Granny’s Attic & Garage Sale from 9:00 AM to 4:00 PM on Saturday, September 28 at the church’s Fellowship Center at 13 Elm Street, corner of Pleasant, and Main Streets in Peru.    Parking is available on-street and adjacent to the Fellowship Center (our large white building).

Knick-knacks, dishes, glassware, paintings and frames, children’s items and toys, holiday décor, jewelry, books/CDs/DVDs, small furniture, sports equipment, tools and more as donated by members and friends of the church.    The sale benefits the ministries of the Peru Community Church.   Plus, yummy baked goods will be offered for purchase.

This sale is only Saturday, starting promptly at 9 am.  Please, no priors or early birds.

The regular meeting of the Peru Town Board was held on Monday, August 26, 2019 at the Peru Town Hall.  Those present were Mr. Brandy McDonald Supervisor-Excused; Mr. James Douglass, Councilman; Mr. James Langley, Councilman; Mr. Melvin Irwin, Councilman; Mr. Richard Barber Jr., Councilman;  Mr. Matthew Favro, Town Attorney; Mrs. Dianne Miller, Town Clerk.  Also present Mr. Courtney Tetrault, Water/Sewer Superintendent; Mr. Michael Farrell, Highway Superintendent; Ms. Pamela Barber, Secretary to the Board and Mr. Dave Drollette, Dog Control Officer.

A RESOLUTION DECLARING THE TOWN AS LEAD AGENCY AND SEQR NEGATIVE DECLARATION

WHEREAS, the Town Board of the Town of Peru is considering an action by the Town of Peru Planning Board, to amend the Zoning map dated 12/23/13 for four (4) parcels zoned as “COMMERCIAL” to become “RESIDENTIAL”, (The “Proposed Action”);

WHEREAS, the applicant has requested the Town approval of this proposed action;

WHEREAS, the Proposed Action is an unlisted action within the requirements of the New York State Environmental Quality Review Act;

WHEREAS, the New York State Environmental Quality Review requires the Town to determine the Lead Agency status and the Lead Agency making a SEQR determination;

WHEREAS, the Town of Peru agrees to assume Lead Agency Status on August 26, 2019;

WHEREAS, pursuant to Article 8 of the Environmental Conservation Law and the Code of the

Town of Peru, the Town Board has prepared the Short Form Environmental Assessment Form, which is now on file with the Town Board and the Town’s SEQR Officer; and

WHEREAS, the Clinton County Planning Board made a decision in compliance of the NYS General Municipal Law, Article 12B, Section 239M zoning referral, that the proposed action was approved on 8/7/19, and

WHEREAS, the Town of Peru Board has reviewed the Proposed Action and on August 26, 2019, recommended to the Town Board the approval of the Proposed Action.

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS THAT:

1.  The Town Board, as Lead Agency, has determined that the Proposed Action is an Unlisted Action under SEQR;

2.  The Town of Peru, as Lead Agency, hereby determines that the unlisted action described in the attached SEQR NEGATIVE DECLARATION, NOTICE OF DETERMINATION OF NON-SIGNIFICANCE, which attached notice is hereby made a part of this Resolution, will not have a significant effect on the environment and that an environmental impact statement is not required to be prepared with respect to the Proposed Action.

WHEREAS, pursuant to Article 8, Section 801, Number 4 of the Zoning Law Town of Peru, the Zoning Map may be amended, supplemented, or repealed, from time to time, by the Town Board of the Town of Peru on its own motion; and

WHEREAS on August 26, 2019, the Town Board adopted resolution Number 19.08.26-1__ proposing to amend the zoning map as recommended, more specifically amending four (4) parcels from “commercial” to “residential,” by the Town of Peru Board; and

WHEREAS the Town Board of Peru wishes to take further action pursuant to Article 8, Section 801, Number 4 of the Code of the Town of Peru to amend the zoning map; and

WHEREAS, the Town Board held a duly noticed public hearing on the application in _Town of Peru, pursuant to resolution #19.07.22-2, to consider the proposed amendment to the Zoning Map affecting the subject properties and providing all persons attending the meeting an opportunity to he heard; and

WHEREAS, on August 26, 2019, the Town Board of the Town of Peru, as Lead Agency, having conducted a coordinated SEQR review of the proposed action, and, as Lead Agency, considered the whole action, and found the proposed action will not have a significant effect on the environment and issued a Negative Declaration for the project, pursuant to Resolution 19.08.26-1.

WHEREAS, the matter was referred to the Clinton County Planning Board who determined the matter to be a local issue by decision dated August 7, 2109; and

NOW THEREFORE BE IT RESOLVED, by the Town Board of the Town of PERU, in regular session convened as follows:

Section 1: The Zoning Map dated December 23, 2013, adopted pursuant to resolution 19.08.26-2, more fully described and shown in Appendix A, is hereby amended to change Four (4)  parcels from “commercial” to “residential” as shown on the map depicted in Appendix B.

Section 2: The Zoning Map dated June 11, 2019, attached hereto as Appendix C is hereby adopted as the official “Zoning Map” of the Town of Peru, declared to the a part of the Zoning Ordinance and hereafter referred to as the Zoning Map, and when signed and sealed as described in Section 4 below, shall be the final authority as to the current zoning classification of any land within the Town of Peru, unless subsequently amended by resolution or local law.

Section 3: Appendices A, B and Care attached hereto and incorporated herein.

Section 4. The Town Clerk is hereby directed to permanently preserve a copy of the Zoning Map existing before the adoption of this resolution and to permanently preserve in the Town Clerk’s Office the official Zoning Map created pursuant to this resolution after it has been hand-signed and dated by the Town Supervisor of the Town of Peru.

Section 5: This Resolution shall take effect immediately and shall be dated August 26, 2019.

WHEREAS, the Town Board and the Sewer Department Superintendent have determined that the new fiberglass troughs, custom brackets, neoprene gaskets and stainless steel hardware of the VPC equipment offered by Corrosion Products & Equipment would enable the Town to provide a continued level of quality service to the Town’s residents at a reasonable price, Now it is,

WHEREAS, the Town engineering firm of Engineering Ventures and the Highway Department Superintendent have determined that emergency purchase need is due to the extended lead time for the engineering and production time offered by CAMP Precast, Inc. that would enable the Town to provide a component of the project before the asphalt plant closures in early fall for the timely completion of the project, Now it is,

Maiden Lane Pump Station Issue

The homeowner on Maiden Lane, whose house is on the market where the current pump station is located, has requested a letter from the Town Board stating that the pump station is being demolished and reconstructed across the road.  Town Attorney has spoken to the owner and has reached a compromise to forward a construction plan of the future change.  

Sewer Collection Project Update

Mr. Tetrault stated he will be meeting with AES August 28, 2019 at 11:30 AM to discuss an easement from Peru Community Church for the project.

Change of December 23^rd Regular Town Board Meeting to December 19

Other Business

Mr. Tetrault stated hydrants will be flushed September 3 thru September 6 2019.

Chris Malin has passed his 2A wastewater license. The water department now has 2 licensed Operators.

Ms. Barber stated concerts are done for the summer and went very well. Budget time has started.

The Town has been notified by the Board of Elections of an increase of approximately  $10,000.00 for the chargebacks of local elections.

Sept. 9 Peru – The Peru Planning Board approved Stewart’s site plan on August 28, 2019. Within a few hours construction of Stewart’s Shops new 3,634 sq. ft. store was underway. This morning Fuller Construction was pumping concrete for the foundation while Peru Code Enforcement Officer Bob Guynup observed. Guynup said, “Stewart’s said the new building will be finished in 8 weeks. They plan on opening Wednesday, November 6th.” The adjacent existing store will be demolished after the new shop opens.

H.S. Students compete for $2 million in scholarships & incentives   

Albany NY September 1, 2019  –  Department of New York Veterans of Foreign Wars Commander Thomas Todaro, and Youth Recognition & Scholarship Chairman  Wally Zincio announced the kick-off of this year’s VFW’s  sponsored Voice of Democracy Essay  Competition. All New York State high school students have the opportunity to compete for more than $ 150,000 dollars in scholarships & prizes and a trip to Washington, D.C. and Valley Forge PA.

      Students must write and record a three-to-five minute essay on the selected theme using an audio CD or flash drive and present their recording, typed essay and completed entry form to their local participating VFW Post by Midnight Oct. 31. The 2019/20 theme selected is “ What Makes America Great” Students begin by competing at the local Post level with an entry deadline of Oct. 31^St. Post winners than compete at the District level with the winner advancing to the state competition. 

The essay winners chosen at each level will receive cash awards.  The state competition winners will receive up to $8,000 scholarship awards as follow;

First place $2,500

Second place $1,500

Third place $1,000

Fourth place winners $500 each

      The Dept. of New York 1^st. place winner will then be advanced to the National competition.  

All state first-place winners receive a four day trip to Washington, D.C. and the chance to compete for their share of more than $150,000 in scholarships. Read more »

Plattsburgh Sept. 7 – It was a beautiful fall morning at the U.S. Oval as hundreds of people turned out for North Country Honor Flight #29 ceremonies. The veterans flying to Washington D.C. served during World War II, Korea and Vietnam including three brothers, Roger, Leeward and Clarence Miller all of whom are Mooers, NY natives.

The Peru Community Church is pleased to announce the Fall/Winter/Spring worship service schedule is now in effect. All are cordially invited to join with us in worship and special events, many during the next several weeks.

Sunday Worship services are at 8 am and 10:30 am in the sanctuary, at 12 Elm St, Pleasant/Main Streets,  (Routes 22 and 22B) in the town of Peru.  Coffee and conversation follow each service in the church’s Fellowship Center across the street at 13 Elm Street. Prayer Study is at 9:15 am in the Fellowship Center Chapel. Children’s Sunday School (grades K-5) is held during the 10:30 am service, with nursery care also provided during the 10:30 am service.

The Reverend Peggi J. Eller, Pastor, is continuing her sermon series on the topic of sacraments.  Later this Fall, the sermons will focus on prayer.

Special events upcoming include the inaugural meeting and potluck lunch of the Church Women United on Sunday September 15, float-making for the Peru Applefest Parade on Saturday September 21, an Ice Cream Social coffee hour on Sunday September 22, the Granny’s Attic garage (and bake) sale at the church on Saturday September 28, First Friday Free Family Films on October 4, and a benefit concert by “Beartracks” in the Fellowship Center on Friday October 18.
