Sit back tonight for virtual tour of Old Plattsburgh Barracks Oval

PLATTSBURGH — Clinton County Historical Association Director Helen Allen Nerska will take guests on a tour around the Old Plattsburgh Barracks Oval — and they won’t even need to leave their chairs.

The virtual tour is set for 6:30 p.m. Monday, March 25, at Lake Forest Senior Living Community, 8 Lake Forest Drive.

“Most buildings on the Oval were built around the turn of the 20th century and remain as impressive reminders of our historic past, both military and civilian,” a press release said. “Bands played, troops marched and dignitaries visited, including U.S. presidents.”

Selections from the CCHA’s massive photo collection will be the focal point of the virtual tour along with stories of many of the Oval’s prominent buildings.

The event is a collaboration between the Lake Forest and the Historical Association and is free and open to the public.

Plan Presented for New Stewart’s Shop

Peru – Stewart’s plans to build a new shop in Peru this summer, but only time will tell if it’s going to happen this year. The Saratoga-based company must secure the approval of both the Zoning Board and Planning Board before proceeding.  

At the March 20, 2019 Zoning Board meeting Stewart’s representative Chris Potter described the project to the Board and several people in attendance. Stewart’s is proposing to construct a 3,696 sq. ft. store and 160 sq. ft. storage building behind its current store. A variance is required because the zoning law restricts convenience stores in the hamlet to 2,500 square feet. The new store and storage building total 3,856 sq. ft.

As last night’s meeting progressed it was determined that Stewart’s plan did not accurately state the variance requested and a proposed sign would require a separate variance. The Stewart’s representative asked the Board to delay voting until its April meeting. The fact that Zoning Board members Steve LaBounty (sick) and Tom Fusco (out of town) could not attend the meeting may have played a role in Potter’s decision. The three members present (James Falvo, James Bosley and Sean Lukas) would have had to unanimously approve the variance. No residents have volunteered to serve as alternate Zoning Board members. 

If Zoning and Planning Board approvals are ultimately granted, Stewart’s will acquire property behind and adjacent to its current building including the property occupied by four house trailers. Constructing the new building should take about 8 to 9 weeks. Once that’s completed, the old building will be demolished and a new gas dispenser island will be constructed over a 5-week period. It will house 3 dispensers. 

Town Zoning Board Attorney Matt Favro said the shop’s layout and look closely resemble Stewart’s Route 3 location near the old Clinton County Airport. Exits/entrances would be 30 feet wide. One exit/entrance would be aligned with Main Street. Stewart’s believes that a four-way stop sign layout at the hazardous Maiden Lane – Main Street intersection would improve traffic safety.

Five Peru residents expressed concerns with the proposal; however, almost all their issues should be addressed to the Planning Board, not to the Zoning Board.  John and Jean Mancuso are concerned with water runoff onto their property which is adjacent to Stewart’s. Jenkins Street resident Jackie Andrews is concerned with traffic and pedestrian safety and general maintenance of the property. She does not think the current shop is well maintained either inside or outside. Lana Knight, who owns two apartment buildings across the street from Stewart’s, is concerned about nighttime exterior lighting and the shop’s overall look in the neighborhood. She also wondered if there would be safety issues if Route 22 is aligned with the Stewart’s gas pumps. 

After expressing those concerns, several of the same  people complimented Stewart’s on being a good corporate citizen especially through its Holiday Match Charity Program.

Budget Workshop #4 for Peru Board of Education

The Peru Central School Board of Education will gather Tuesday, March 26th at 6 PM in the Jr/Sr High School Community Room for their fourth public session budget workshop.  At this workshop, the School Board is expected to:

  • Review draft expenditure and revenue plans

Governor Directs Flags to Half-Staff in Honor of DOT Maintenance Worker

Governor Andrew M. Cuomo today directed flags to half-staff on all State government buildings in honor of New York Department of Transportation Maintenance Worker Dennis (Matt) Howe of Owego, Tioga County, who died from injuries sustained last Wednesday when a tractor trailer collided with a DOT truck in the work zone March 13 in Tioga County. Flags will be flown at half-staff beginning today, March 19, until interment.

“I am saddened by the loss of Matt Howe, a dedicated public servant and Department of Transportation employee, who passed away last night due to injuries from when a tractor trailer collided with a DOT truck in the work zone.   

“Since 2006, Matt served DOT Region 9 and the people of the State of New York honorably. As a maintenance worker, he was a jack of all trades who was always eager to lend a hand to the team.

“His death is a tragic reminder of the dangers our workers face every day braving the elements and our roadways, all while looking out for the safety of one another. There is nothing routine about what our maintenance forces do to keep New York’s highways safe, and we have zero tolerance for anyone who flagrantly puts the lives and safety of our workers in jeopardy. This year I called for stricter protections for transportation workers to send a clear message that New York stands with our workers.

“In honor of Matt Howe and his service to the people of New York, I am directing that flags be flown at half-staff across this great state. On behalf of the entire family of New York, I extend my deepest condolences to his friends, colleagues and the loved ones he leaves behind.”

Assemblyman Jones: Career Pathways is an investment in the North Country’s future

Assemblyman Billy Jones (D-Chateaugay) announced that the Assembly’s 2019-20 state budget proposal passed Wednesday restores $2.85 million for Career Pathways programs, which help train young adults for careers in high-growth sectors.

“The North Country faces a shortage of skilled workers that’s leaving us in a lurch,” Jones said. “A lack of job training programs is creating a skills gap that holds our local economy back. Initiatives like Career Pathways not only help employers fill empty positions in vital fields, but also enables students interested in high-demand careers by getting them the training they need.”

Career Pathways programs connect young adults ages 16 to 24 with training at local community colleges for high-demand fields and fast-tracks them, allowing them to earn college credit while learning real-world skills. These programs offer students a streamlined pathway to an excellent career while boosting the North Country’s economic standing in the long run, Jones noted.

Career Pathways gives preference to young adults who are unemployed or underemployed in areas of the state with demonstrated labor market needs and high unemployment rates like the North Country. Local employers have had trouble filling positions in fields like manufacturing, nursing, human services, applied sciences and criminal justice because of population decline and lower education rates.[1]According to labor analysts, many employers are seeking people with “middle skills,” which is more than a high school diploma but less than a college degree. However, the number of vocational programs offered in high school is declining, exacerbating the existing skills gap.[2]

Earlier this year, Champlain Valley Educational Services CV-TEC and Clinton Community College (CCC) partnered to help address the nursing labor shortage in the North Country by allowing students seeking a nursing degree to gain advanced placement at CCC. The two institutions already have similar agreements in place for other fields.[3] These programs provide a perfect avenue for local students to receive the same training they would get at a more costly four-year college, Jones noted.

Wilderness Recovery: On March 15 at 12:22 p.m., DEC’s Ray Brook Dispatch received a request for assistance for a 51-year-old male hiker from Plattsburgh. The subject was in medical distress at the top of Blueberry Hill Trail. At the time of the call, Essex County 911 dispatch advised they would also be sending Elizabethtown Ambulance. Under Lt. Julie Harjung’s authority, Rangers Robbi Mecus, Logan Quinn, and James Giglinto were dispatched to the hiker’s location. As Rangers and EMS were responding, the subject went into cardiac arrest. Rangers and EMS performed CPR and employed an automated external defibrillator, but the subject remained unresponsive. New York State Police Bureau of Criminal Investigation personnel arrived on scene and assisted with recovery efforts. The hiker was transferred to the Essex County Coroner.

Wilderness Search: On March 16 at 3:25 p.m., DEC’s Ray Brook Dispatch received a transferred call from Essex County 911 reporting three hikers from the Clifton Park area were lost on Giant Mountain. The three hikers – ages 21, 21, and 19 – required assistance to relocate the trail. Under Lt. Gary Friedrich’s authority, Rangers Robert Praczkajlo and Kevin Burns were dispatched to the Giant Mountain Wilderness to search for the hikers. At 5:10 p.m., voice contact was made with the subjects. By 5:52 p.m., Rangers located the subjects in good but tired condition. The hikers were wearing sneakers and were unprepared for the backcountry hike. The subjects slowly made their way back to the trailhead and the incident concluded at 6:15 p.m.

Wilderness Recovery: At 2:04 p.m. on March 17, DEC’s Ray Brook Dispatch received a call through Franklin County 911 reporting a hiker in distress on Catamount Mountain in Clinton County. The caller reported that a 52-year-old male from Glen Falls had collapsed while taking a break and was unresponsive. Ray Brook Dispatch provided assistance to the caller and dispatched Forest Rangers to the scene at Taylor Pond Wild Forest. Under the direction of Ranger Lt. Gary Friedrich, Rangers Glen Bronson, David Russell, and Peter Evans responded with snowmobiles for rapid access to the patient. Au Sable Fork’s Ambulance Service was also on scene with the New York State Police. Rangers made their way to the group by 2:30 p.m. After an hour of CPR, the male hiker was pronounced deceased.
