Congresswoman Elise Stefanik Announces Anthony Pileggi to serve as Chief of Staff

Washington, D.C. – Congresswoman Elise Stefanik (R-NY) today announced Anthony Pileggi will serve as Chief of Staff for her office in the 116th Congress.

Mr. Pileggi was born and raised in Herkimer County. Most recently, Mr. Pileggi served as the Northeast Regional Political Director for the National Republican Congressional Committee. Prior to his service at the NRCC, Mr. Pileggi served as Congresswoman Stefanik’s District Director from 2015 to 2017 and ran her successful 2014 and 2016 Congressional campaigns. Additionally, Mr. Pileggi successfully managed former Rep. Richard Hanna’s (NY-22) 2012 re-election campaign and served as a Regional Director for his congressional office.

“I am excited to announce that Anthony will join my team as Chief of Staff. Anthony knows the 21st District intimately and is a tremendously hard worker. His work ethic, along with his background and skillset, will bring great institutional knowledge and energy to our Congressional office,” Stefanik said.

Mr. Pileggi joins the team and replaces outgoing Chief of Staff, Lindley Kratovil Sherer. Mrs. Sherer served as Congresswoman Stefanik’s Chief of Staff since her election in 2014 and is transitioning to the private sector.

“I am so grateful to Lindley for her tireless work serving the families of our district. I have been lucky to have Lindley at the helm in my first two terms in office. She is a capable adviser who brings a wealth of experience from both the Legislative and Executive Branches of how to navigate the legislative process in Washington,” Rep. Stefanik said. “I look forward to her success in the next chapter.”

Mr. Pileggi, will officially begin work in January 2019.

Sewer Project Moves Ahead; Legal Action May Be Pending; Youth Commission Resignations Accepted; Bids to be Solicited for Snow Plow and SUV; And More

Peru – Upgrading Peru’s sewer system took a major step forward at the November 26, 2018 Peru Town Board meeting when the Board approved a resolution by a 4-0 vote to move forward with the $4,618,482 upgrade project. A resolution declaring no negative environmental impact with the project also passed by a 4-0 vote. The project will be partially funded by a $1,006,481 NYS grant. The remainder will be financed by a 38-year low interest loan.

AES Engineering will be meeting the Board to discuss the project at a workshop scheduled for Wednesday, December 5th at 5:30 p.m.

A February 1, 2017 legal notice describing the scope of the project: A Resolution adopted by the Town Board of the Town of Peru, Clinton County, New York (the “Town”) on January 23, 2017 authorizes a project consist-ing of the acquisition, construction and reconstruction of certain Town sewer facilities, including the North Bend Trunk Sewer, Maiden Lane Pump Station and Force Main, Old Peru Sewer Main, installation of Main Street and Little AuSable Pump Stations and force mains and, including all of the foregoing, related site work, paving, restoration, and repairs…

It appears that legal action between the Town of Peru and Washington Street developer William Sawyer will take place. An Executive Session to discuss the matter was conducted to close of last night’s business. Town Attorney Matt Favro will represent the Town of Peru. The dispute revolves around the 5-foot wide sidewalk and the 20-foot wide road with 2 ft. paved shoulders specified by the Planning Board at the recommendation of Highway Superintendent Michael Farrell. Sawyer installed a 4-foot wide sidewalk and a 20-foot wide road with stone shoulders. The Town also maintains that it cannot accept the road or issue a Certificate of Occupancy for the home under construction until the Planning Board’s conditions are met.

A few weeks ago the Board refused to accept the resignations of Youth Commission members Beth Lozier and Carrie Smith. Last night at the request of Youth Commission Jennifer Madore the Board reluctantly accepted their resignations although they included a statement “contingent upon further review.” Jim Langley wants the reasons for their resignations to be officially addressed, especially the veracity of comments that were made leading to the resignations. He stated, “I think we owe it to them…” Editor’s note: This discussion begins at the 26 minute 44 second point of meeting video.

The Board authorized advertising for bids for a new truck and snow plow. Highway Superintendent Michael Farrell estimated the cost at just over $206,000. Farrell said snow plow blade prices have increased by about 25% thanks to the higher steel prices.

Kyle Snide was the high bidder at $3,651.09 on a generator being disposed of by the Water Department.

Leasing a 2018 Ford Escape from Riley Ford for use by the Code Enforcement Officer will not take place. It seems that the Ford Motor Company does not lease vehicles to municipalities. Because the purchase price would be over $20,000, bids will be sought for a new vehicle.

The Town’s annual Christmas Tree Lighting Ceremony at the Peru Gazebo will take place on Friday, November 30th at 6:45 p.m.. Santa is scheduled to arrive at 7 p.m.

The NYS Department of Agricultural and Markets gave Dog Control Officer Dave Drollette an excellent performance grade.

Housing dangerous dogs continues to be an issue. The only veterinarian willing to house Peru’s dangerous dogs is Eagle’s Nest in Plattsburgh. Eagle’s Nest would charge $100 a day, plus a $500 annual fee. Very few dangerous dogs have been detained in Peru; however, the last dog detained had to be transported to distant Gouverneur. Supervisor Brandy McDonald is going to speak to the Palmer Veterinary Clinic that serves several towns; however, the Palmer Clinic has stated that it does not want to take on an additional town.

Message to the Public From the Staff of the Peru Free Library

We ask that you do not leave donated books here when the library is closed. Tuesday morning we came to work and found this bin left in the snow and blocking the entrance to the library. Besides books there was a used propane fuel canister which still had propane in it. What would you like us to do with that? This fall someone left multiple bags of books before the library opened, once again blocking the entrance, this time left out in the rain.  Our opening staff had to move 7 large bags of rain soaked, and now damaged books, out of the way in order to open the library.  These are just two examples of what is becoming a recurring problem. The library’s opening hours are clearly posted on our front sign. We would greatly appreciate the public’s cooperation with this issue.

WWII Veteran Dorothy LeClair will be the honoree who gets to ride in a wheelchair while Assemblyman Billy Jones does all the work at the annual North Country Honor Flight Santa Sprint this Saturday.

At 97 years young, Dorothy is coming off dropping the puck at the Plattsburgh State Cardinals hockey game and meeting students at the numerous school appearances surrounding Veterans Day. Assemblyman Jone’s goal this year is to sponsor an entire flight. This fun filled family event is open to runners, joggers and walkers, Christmas attire is welcome and encouraged to add to the fun. Prizes will be awarded in various categories.

North Country Honor Flight will begin its seventh year on May 18th with help from events like this and great support from the people of the North Country.

Good for Neighbors, Good for the Environment and Good for a Farm’s Operations

Liquid effluent is pumped from the barn’s storage pit

Peru – Adirondack Farms’ owner Jon Rulfs has good news for Peru residents. A few days ago he began using what is known as a dragline/draghose manure application system. Rulfs explained, “There will be less road travel by spreaders and trucks and there will be less odor.” Rulfs believes the system will be good for his neighbors, good for the environment and result in a more efficient farm. That’s important because Rulfs’ fields are near many Peru homes and his 5,700 cows and calves produce a huge quantity of manure.

The dragline system is the second recent investment Rulfs has made in manure handling. Two years ago he installed an anaerobic digester that transforms animal manure into a liquid effluent and biogas. The digested liquid emits significantly less odor and the biogas powers an electrical generator that feeds power into the NYSEG power grid.

The dragline system involves pumping the digested liquid effluent from the barn storage pit into a 12 inch diameter hard pipe for transport to nearby fields. When the liquid arrives in the field, it is pumped into a flexible hose that transports it to a 36-foot wide tillage implement for injection into 2 to 3 inch deep furrows. Odor is reduced because the liquid is immediately incorporated in the soil. Nutrients are also better retained and application rates are better controlled. Because the heavy trucks don’t traverse the fields, soil compaction is reduced resulting in increased crop yields.

Some liquid effluent will still have to be transported by truck to fields distant from the barn. It will be eventually pumped into satellite manure pits and applied by the dragline tillage machine at the appropriate time. Rulfs plans to introduce the new system on most of his 6,000 cultivated acres over a 5-year period.
