International Peruvian Celebration – Sunday, July 19th, 2015 at the Peru, NY Town Hall

The Town of Peru, New York is privileged and honored to have government representatives from the Republic of Peru, South America visiting Peru, New York. This historic, 2nd annual festive Celebration will occur on Sunday July 19th, 2015.  This is arranged and coordinated by the Town of Peru Supervisor, Mr. Peter Glushko and Mr. Rodolfo Flores, Executive Director, International Peruvian Festival.

·       9:30 AM  Mass Celebration at St Augustine’s Church (located across the street from the Peru town hall)

·       10:30 AM Welcoming remarks by the Peru Town Supervisor and the Peruvian Consulate from New York City.

·       11:00 AM  Raising of the Peruvian and American Flags, followed by honor toasting of the Republic of Peru celebrating their national Anniversary

·       Artist performances and light Peruvian refreshments follow.

Peruvian territory was home to ancient cultures spanning from the Norte Chico civilization, one of the oldest in the world, to the Inca Empire, the largest state in Pre-Columbian America. The Spanish Empire conquered the region in the 16th century and established a Viceroyalty with its capital in Lima, which included most of its South American colonies. After achieving independence in 1821, Peru has undergone periods of political unrest and fiscal crisis as well as periods of stability and economic upswing. Economic cycles have mostly been based on the extraction of raw materials like guano (1845–1866) and rubber (ca. 1900).

Peru is a representative democratic republic divided into 25 regions. Its geography varies from the arid plains of the Pacific coast to the peaks of the Andes Mountains and the tropical forests of the Amazon Basin. It is a developing country with a high Human Development Index score and a poverty level around 25.8 percent.[6] Its main economic activities include mining, manufacturing, agriculture and fishing.

The Peruvian population, estimated at 30.4 million, is multiethnic, including AmerindiansEuropeansAfricans and Asians. The main spoken language is Spanish, although a significant number of Peruvians speak Quechua or other native languages. This mixture of cultural traditions has resulted in a wide diversity of expressions in fields such as art, cuisine, literature, and music.image010

1The Andes Mountains take up much of Peru, dividing the country into three sections. The Andes are a constantly changing mountain range, so they are prone to earthquakes, landslides, and flash floods. The Andes, are also filled with great beauty, such as the great Incan city of the clouds, Machu Picchu, which is a major tourist destination, and the huge Lake Titicaca. Near Huancayo lies Nevado Misti, a 18,500 foot peak, from which emerges a stream that is considered the source of the Amazon, the world’s largest river. It flows eastward, joining other rivers, themselves flowing north and east until the Maranon and Ucayali, two great rivers of lowland Amazonia, meet to form the Amazon River itself.

A collaboration by the Cornell Cooperative Extension Eastern NY Commercial Horticulture Program, Cornell University, Produce Safety Alliance, National GAPs Program, New World Foundation, and New York State Department of Agriculture and Markets is offering the two-day training at St. Augustine’s Parish in Peru, NY.  Read more »

When, in the course of human events, it becomes necessary for one people to dissolve the political bonds which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the laws of nature and of nature’s God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed. That whenever any form of government becomes destructive to these ends, it is the right of the people to alter or to abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness. Prudence, indeed, will dictate that governments long established should not be changed for light and transient causes; and accordingly all experience hath shown that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security. —

Such has been the patient sufferance of these colonies; and such is now the necessity which constrains them to alter their former systems of government. The history of the present King of Great Britain is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute tyranny over these states. To prove this, let facts be submitted to a candid world.

He has refused his assent to laws, the most wholesome and necessary for the public good.

He has forbidden his governors to pass laws of immediate and pressing importance, unless suspended in their operation till his assent should be obtained; and when so suspended, he has utterly neglected to attend to them.

He has refused to pass other laws for the accommodation of large districts of people, unless those people would relinquish the right of representation in the legislature, a right inestimable to them and formidable to tyrants only.

He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public records, for the sole purpose of fatiguing them into compliance with his measures.

He has dissolved representative houses repeatedly, for opposing with manly firmness his invasions on the rights of the people.

He has refused for a long time, after such dissolutions, to cause others to be elected; whereby the legislative powers, incapable of annihilation, have returned to the people at large for their exercise; the state remaining in the meantime exposed to all the dangers of invasion from without, and convulsions within.

He has endeavored to prevent the population of these states; for that purpose obstructing the laws for naturalization of foreigners; refusing to pass others to encourage their migration hither, and raising the conditions of new appropriations of lands.

He has obstructed the administration of justice, by refusing his assent to laws for establishing judiciary powers.

He has made judges dependent on his will alone, for the tenure of their offices, and the amount and payment of their salaries.

He has erected a multitude of new offices, and sent hither swarms of officers to harass our people, and eat out their substance.

He has kept among us, in times of peace, standing armies without the consent of our legislature.

He has affected to render the military independent of and superior to civil power.

He has combined with others to subject us to a jurisdiction foreign to our constitution, and unacknowledged by our laws; giving his assent to their acts of pretended legislation:

He has abdicated government here, by declaring us out of his protection and waging war against us.

He has plundered our seas, ravaged our coasts, burned our towns, and destroyed the lives of our people.

He is at this time transporting large armies of foreign mercenaries to complete the works of death, desolation and tyranny, already begun with circumstances of cruelty and perfidy scarcely paralleled in the most barbarous ages, and totally unworthy the head of a civilized nation.

He has constrained our fellow citizens taken captive on the high seas to bear arms against their country, to become the executioners of their friends and brethren, or to fall themselves by their hands.

He has excited domestic insurrections amongst us, and has endeavored to bring on the inhabitants of our frontiers, the merciless Indian savages, whose known rule of warfare, is undistinguished destruction of all ages, sexes and conditions.

In every stage of these oppressions we have petitioned for redress in the most humble terms: our repeated petitions have been answered only by repeated injury. A prince, whose character is thus marked by every act which may define a tyrant, is unfit to be the ruler of a free people.

Nor have we been wanting in attention to our British brethren. We have warned them from time to time of attempts by their legislature to extend an unwarrantable jurisdiction over us. We have reminded them of the circumstances of our emigration and settlement here. We have appealed to their native justice and magnanimity, and we have conjured them by the ties of our common kindred to disavow these usurpations, which, would inevitably interrupt our connections and correspondence. We must, therefore, acquiesce in the necessity, which denounces our separation, and hold them, as we hold the rest of mankind, enemies in war, in peace friends.

We, therefore, the representatives of the United States of America, in General Congress, assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, do, in the name, and by the authority of the good people of these colonies, solemnly publish and declare, that these united colonies are, and of right ought to be free and independent states; that they are absolved from all allegiance to the British Crown, and that all political connection between them and the state of Great Britain, is and ought to be totally dissolved; and that as free and independent states, they have full power to levy war, conclude peace, contract alliances, establish commerce, and to do all other acts and things which independent states may of right do. And for the support of this declaration, with a firm reliance on the protection of Divine Providence, we mutually pledge to each other our lives, our fortunes and our sacred honor.

“Historic Preservation: What’s It All About?”

Empire State Development Announces New Life for Former Pfizer Facility After 6 Years of Vacancy

Quebec-Based Company Opens In Upstate New York And Creates 24 New Jobs 

Empire State Development today announces the grand opening of Northstar, LLC’s multi-use facility, as they welcome their first tenant, Quebec-based Plastitel Products, Inc. The former Pfizer property closed in 2009 and local investment firm Northstar LLC purchased the R&D building in 2013 from the Clinton Industrial Development Acquisition, LLC (CIDA). The sale and completion of the project was made possible by an operation subsidiary grant of up to $1.2 million from Empire State Development (ESD). The grant provided CIDA the funds to maintain and market the facility for two-years and encourage new long-term economic development investments and job growth at the site.

James Langley Seeks Peru Town Council Seat

Former Clinton County Legislator James Langley is reentering the political arena as a Republican candidate for the Peru Town Council in this November’s election. Langley, who chaired the county legislature for several years, commented, “I may be termed out as a county legislator, but I still have a lot to offer the community.” A few years ago the Clinton County Legislature voted to limit legislator terms of office to 10 consecutive years.”

Peru native and resident Dwane Bast is the other Republican candidate. Bast, the owner-operator of Adirondack Coffee Roasters, said, “My heart is really into this. I love Peru and want to work hard to keep it a great community.”

Town Clerk Kathy Flynn nominated James Langley and Town Counselor/County Republican Chairman Donald McBrayer nominated Dwane Bast at the June 25th Republican caucus.

Langley and Bast will oppose Democrat incumbents Brandy McDonald and Kregg Bruno who the Democrats nominated at their June 24th caucus.  The two top vote getters will win the race.

The Peru Gazette will ask each candidate for an interview prior to the November election.

Bruno Continues to Push for Town Court Relocation

Continuing his effort to move Peru Town Court to the Town Hall’s lower level Counselor Kregg Bruno employed a less strident approach at the June 22, 2015 Town Board meeting. Addressing Town Historian Ron Allen, Bruno stated, “The location of the judges’ chambers all rely on you, sir… you don’t have to move unless you want to. I have a proposal that I’d like you to look at.” Bruno handed Allen a written description of his proposal that he said would result in Allen having added display, storage and cabinet display space. He stated, “It would be a great thing to be able to show your stuff off and we have plenty of help to move anything you want…If you don’t want to move you don’t have to…With all the stuff you collected over the years and everything you’ve done, I think you deserve more than being located in the basement of the Town Hall.” Bruno added that he had never been in Allen’s office until the previous week. He told Allen, “I think it would be great for more people in the town of Peru to see your items.”

Peru Republicans to Caucus Thursday

The Town of Peru Republican Party will have a Caucus at 7:00PM on Thursday, June 25th, 2015 at the Peru Town Hall, for the purpose of nominating candidates for the two Town Council positions up for election this November.

Only registered Republicans who are in attendance and signed in prior to 7PM can participate in this caucus.

Peru Democrats to Caucus Wednesday

The Democratic Party of the Town of Peru will have a Caucus at 7:00PM on Wednesday, June 24th, 2015 at the Peru Town Hall.

All persons in attendance must arrive and be signed in  prior to 7:00PM. Immediately upon completion of the Caucus, there will be a regular “Peru Democratic Party meeting.” The regular Peru Democratic Party meeting that was previously scheduled for June 25, 2015, has been rescheduled to be held after the Caucus on June 24, 2015.

Here’s a Healthy and Fun Activity!

WalkCalling all those over 50. Looking for something fun and fit to do this summer?  Think about participating on the Trailblazer Challenge.  Walk the seven accessible trails in Clinton County by October 13, 2015 and get a Trailblazer T-shirt and, if among the first 50, a pedometer and walking journal.  But the real prize is checking out some local trails with your friends and family.

The seven trails are:

  • Hagar Heritage Trail, Plattsburgh
  • Heritage Trail/Karen Fleury Memorial Bike Bath, Plattsburgh
  • Terry J. Gordon Recreational Path, Plattsburgh
  • Point Au Roche Trail, Plattsburgh
  • Saranac River Trail, Plattsburgh
  • Silver Lake Bog Trail, Ausable
  • Little Ausable River Trail, Peru

Two other local trails that can be walked but are not paved and are not part of the Challenge are:

  • New Land Trust Trails, Saranac
  • Cadyville Park Trails, Cadyville
