“Top-Tier” is the description Clinton County Health Department Director of Environmental Health and Safety John Kanoza uses to describe the Town of Peru’s current water quality. Kanoza said, “It was a long time coming, but Peru made ten small to medium upgrades that resulted in a comprehensive improvement to its system. Today Peru’s water compares favorably with the top systems in the county. It’s a top-tier system.” Peru Town Supervisor Peter Glushko agrees stating, “We want our residents to know that our water is great! They don’t have to purchase water from other sources.” Improving the system’s capabilities, equipment and filtration building cost just over $3 million. Interim Water Superintendent Courtney Tetrault and former Superintendent Greg Timmons are proud of all the system improvements especially the upgrades at the Reservoir Road filtration plant and the system’s two water towers. When the Peru Gazette toured the filtration plant last Friday Tetrault pointed to a computer unit monitor saying, “This is the heart of the system. When Bill Downs, our Plant Operator, looks at this he can monitor and adjust the water filtration process from the reservoir through the filtration process including our two water towers.” Tetrault pointed out that Downs, backup operator Chris Martineau and Tetrault himself can also monitor the system 24 hours a day on their laptop computers. Tetrault said, “The automation and constant monitoring also cut down on our department’s overtime and on our chemical use.” Greg Timmons added, “The improvements have also doubled our system capacity. We’re ready for additional water users.”

In addition to installing the computerized control system, contractors dredged the reservoir; increased the size of filtration building by approximately 900 square feet to accommodate a computer room, restroom, lab, generator room and electronics room. Filtration media and backwashing procedures were upgraded. Tower piping and water treatment processes were also improved.

Peru’s 780 water district users require about 150,000 to 180,000 gallons of water daily. Peru’s water is primarily sourced from Furnace Brook, which enters a reservoir about a quarter mile west of the filtration plant. Water first undergoes a coagulation process to clump any unwanted particles. It then passes through three tanks: tanks 1 and 2 contain filtration media; the third contains activated carbon. After the water leaves the third tank, chlorine is added and the water is piped to the nearby outside storage tank where it undergoes mixing and chlorine contact time. When needed, it enters the main line for transport to several users and the in-hamlet water tower. Further mixing takes place in the 375,000-gallon in-hamlet tower and chlorine can be added if needed.

Greg Timmons knows the system very well given his 40 years of Water Department experience. He explained, “Our water met all the Health Department requirements when the plant was put into service in 1995. However, as time passed regulations were tightened and in about 2000 to 2002 tests revealed that Peru’s water exceeded the allowed limit of trihalomethanes and haloacetic acids, both by-products of the chlorination process.” Timmons added, “With the new system even the reading that we took after the leaves fell, which is always our highest reading, was much lower than we have to be.” Prior to the system upgrade water district users received quarterly Violation Notices stating that anyone consuming the water might experience increased health risks. Peru Central’s Board of Education launches its regular monthly meeting on Tuesday, December 8, 2015 at 6:00 PM at the school district’s Community Room, adjacent to the main entrance of Peru Jr/Sr High School.  An executive session associated with particular personnel matters will take place immediately following the 6:00 PM start.  The school board is slated to reconvene for public session business at approximately 7:00 PM.  Anticipated topics include:

·         Recognition of Student Artwork

·         Capital Project Update

John and Vicki Masella watched Santa’s arrival at the LIttle Ausable River Park this year. They were a vital part of the festivities from 1982 to 2014. Congratulations and thanks to them! They are pictured with Peru Town Supervisor Peter Glushko who thanked the event organizers, workers, the Peru Volunteer Fire Department and everyone who attended.

New York will get a boost in highway funding under a highway bill on track to be passed by both houses of Congress, Sen. Charles Schumer said. The bill will include a provision sought by Schumer to ensure car rental companies fix cars recalled because of safety defects before renting or selling them to consumers.

Craft Fair 2014

Peru – Make plans to attend the “Fall into Winter Craft Fair” at St. Augustine’s Parish Center on Saturday, December 5^th from 10 a.m. to 3 p.m. Over 30 vendors will have something for everyone on your Christmas list. There will be fun raffles with great prizes along with Farther Alan’s Christmas Shop. The Catholic Daughters will offer a delicious hot lunch and decadent dessert bake sale. The St. Vincent’s Thrift Store and Roger’s House, the Crate and Christmas Thrift Shop, will also be open.

The Keeseville-Peru Ecumenical Choir will be performing two concerts to celebrate its 50^th anniversary. The first concert will be Saturday, December 19, 2015, at St. John the Baptist Church in Keeseville at 7:30pm. The second concert will be Sunday, December 20, 2015, at St. Augustine’s Church in Peru at 7:30pm. The choir is directed by Jeanette Woodruff and accompanied by Steve Collier. There will be several selections accompanied by guest instrumentalists. The 70 member choir will be performing a variety of sacred and secular Christmas music. Admission is free.

Rhonda Ross

Some people know Rhonda Ross as the only child of singing legend, Diana Ross and Motown-Founder, Berry Gordy, but there is much more to Rhonda Ross. Rhonda is a singer, songwriter, actress, and an innovative parent, pioneering early language acquisition in children.

Rhonda’s music is African inspired as well as based on traditional jazz. In 1994, she met, married, and began a 20-year musical collaboration with jazz pianist and composer Rodney Kendrick. It’s a Wonderful Life is a 1946 American Christmas fantasy drama film produced and directed by Frank Capra, based on the short story “The Greatest Gift”, which Philip Van Doren Stern wrote in 1939 and published privately in 1945. The film is now considered one of the most popular films in American cinema and due to numerous television showings in the 1980s has become traditional viewing during the Christmas season.

Plattsburgh, NY.  Cornell Cooperative Extension is inviting small livestock producers in Essex County to learn winter feeding tips and the latest results of parasite control research for sheep and goat farmers on Thursday, December 3rd.

A 6 pm meeting will focus on different breeds and general animal care for youth.

A 7 pm meeting follows for adults with Dr. Tatiana Stanton of the Cornell University Sheep and goat Program presenting a detailed update on parasite control research funded by the Northern New York Agricultural Development Program. Field trials were conducted as Asgaard Farm and Goat Dairy in AuSable Forks and at the Extension Learning Farm in Canton, NY.

NNY Regional Livestock Team Leader Betsy Hodge will present information on winter feeding basics, including when and what feed products to use to supplement sheep and goat diets through the cold weather season.

Peru – Peru’s Annual Christmas Tree Lighting will take place on Friday, December 4th at 6:50 p.m. at the Little Ausable River Park Gazebo. A few minutes later Peru Volunteer Fire Department trucks will arrive with Santa Claus who will lead all the children and parents into the Peru Community Church Fellowship Center for fun and fellowship. PERU – On November 19^th, St. Augustine’s Knights of Columbus Council 7273 Deputy Grand Knight Dwane Bast and Coats For Kids Chairman John Ryan presented twenty-four new boys and girls winter jackets to Peru Elementary Principal Matt Slattery and School Nurse Nicole Powers. The Knights of Columbus launched the Coats for Kids Program during the 2009 recession. Since then approximately 2,000 Knights of Columbus councils in the United States and Canada have distributed more than 167,000 coats to children in need.

Same day registration starts at 7:30 a.m. at the Peru cafeteria. To ensure a 9:00 start, registration will end at 8:15 sharp. The 1 mile fun run/walk begins at 8:45 a.m. and the 5K & (unofficial) 10K races shortly afterward.  Entry fee for 5K & 10K events is $20 if preregistered online before Wednesday 11/25/15 at 7p.m. The 1 mile fun run/walk fee is $7.50.

Bib pick-up and last minute preregistration can be done in person at the Peru Intermediate cafeteria on Wednesday the 25^th from 4-7 p.m.  On the day of the event, the fee is $25  Trophies are awarded to male and female winners of the 5K & 10K races.

Cornell Cooperative Extension (CCE) and the Northern New York Agricultural Development Program will help new, prospective and experienced vegetable growers learn how to choose and grow the best crops for profit using high tunnel structures that allow for nearly year’round production. A workshop is set for Thursday, December 10 form 5:30 pm to 8:30pm at the CCE Essex County office at 3 Sisco Street in Westport. Speakers at the workshop include Cornell University NYS Vegetable Extension Specialist Judson Reid. Reid will talk about the results of NNYADP funded trials on growing basil, cucumbers, ginger, green beans, and zucchini in high tunnels and how the market income from these crops compares with the ever-popular tomato.

Amy Ivy, a regional vegetable and berry specialist, and Crystal Stewart, a vegetable specialist, with the Eastern New York Commercial Horticulture Program, will present crop data and high tunnel grower tips at the workshops.

‘If growers can successfully use high tunnels to grow crops more commonly planted in fields, they have the potential to produce food crops that appeal to a broader market audience,’ says Ivy.

Absentee ballots and affidavits were counted this morning at the Clinton County Board of Elections.  In the contest for Area Five Clinton County Legislator Democrat Peter Keenan received 629 total votes to Republican Rhonda Barber’s 587.  On Election Day, Keenan had a 32 vote lead.  After today’s count he won by 42 votes.

Rhonda Barber felt the Schuyler Falls low voter turnout was the primary reason for her loss.  She said, “Only about 800 of Schuyler Falls’ 2,700 registered voters cast ballots.” Keenan said he and his supporters worked very hard and he was very grateful for the support.

This was the scene at the Clinton County Board of Elections this morning as Democrat Commissioner Sue Castine and Republican Commissioner read/cross-checked the absentee ballots and affidavits. Both Peter Keenan and Rhonda Barber were present.

 Public Comments Accepted Through December 18, 2015 

Ray Brook, NY – The Adirondack Park Agency (APA or Agency), at its November board meeting, announced a public comment period for Adirondack Park State Land Master Plan conformance regarding proposals from the Department of Environmental Conservation (DEC) and the Department of Transportation (DOT) to amend the 1996 Remsen – Lake Placid Travel Corridor Unit Management Plan (1996 Plan).  APA will accept Adirondack Park State Land Master Plan conformance comments until December 18, 2015.

In 2013, in response to requests from the public, the Commissioners of DEC and DOT initiated an extensive public process to determine if amendments were appropriate.  After a two-year process with substantial public input the Commissioners of DEC and DOT determined sufficient interest existed to consider amending the 1996 UMP.

In response to public and local government input, the Proposed Final 2015 UMP Amendment/FSEIS was prepared. It includes a new preferred alternative (Alternative 7) to divide the travel corridor into a rail segment and a trail segment.  Read more »

Approving the 2016 Town of Peru budget was the primary business at the Town Board’s November 9^th meeting; however, there were several other important issues on the agenda.

A Peru resident recently paid a $150 fine in Peru Town Court for a leash law violation. Dog Control Officer David Drollette typically issues one or two warnings. The resident had received two prior warnings. 

The Town will be making another change to its Dog Control Law. Elmore SPCA has indicated it will not renew its dog shelter contract with the Town of Peru. Elmore does not want to detain dogs pending payment of outstanding veterinarian fees. The Board recently added a requirement to the Dog Control Law whereby Elmore would not release a dog until veterinarian fees have been paid to the Town.The Board changed the procedure after a local resident picked up a dog at the shelter without having paid the veterinarian fee. All the Town Board members indicated that this is a fight not worth having. Veterinarian fees are very rare and the alternative is driving dogs to an Elizabethtown shelter, an expense to residents and the Town. Apparently the change in the law was enacted without Elmore SPCA’s concurrence.

Vandalism continues to be a problem along the Walking Trail. A counter installed by Clinton County was destroyed and the barrier poles used to keep motorized vehicles off the trail are being removed and thrown in the Little Ausable River.

A Special Meeting was scheduled for Monday, November 16, 2015 at 6:30 p.m. to consider resolutions regarding three items:

• Purchasing a 2006 vacuum truck from Tupper Lake at a cost of $85,000. A vacuum truck is used to unplug clogged sewer lines and to pump out liquids in proximity to broken lines.

• Purchasing and erecting of a pole barn to be used to store Highway Department equipment. The Department’s large garage will not accommodate all its equipment. 

• Approve the property tax re-levy. Taxes not paid by November 6^th will be re-levied with penalties in 2016.

Rounds Drive resident Sam Pirofsky addressed the Board. He stated that he and at least two of his neighbors would like to see town water brought to Rounds Drive. Supervisor Peter Glushko told Pirofsky that the Town would survey Rounds Drive residents to determine if there is sufficient interest. Acting Water Superintendent Courtney Tetrault remarked that if water lines were being installed, NYSEG might bring natural gas to the street.

The Board tabled any action requesting that the New York State Department of Transportation (DOT) reduce the speed limit from 40 MPH on the Jabez Allen Road pending formulation of a proper resolution. Helen Allen Herska told the Board that the road does not have shoulders making it very difficult to take walks. Highway Superintendent Michael Farrell said a town has to have a population of over 20,000 to set its own speed limits. Supervisor Glushko told Nerska that letters from Jabez Allen Road residents to the D.O.T would help their cause.

An ordinance prohibiting winter parking adjacent to any town road is being considered. Highway Superintendent said many towns have such an ordinance because it expedites highway snow plowing.

Controlling feral cats is still under discussion. Counselor Donald McBrayer has launched a public information program and Supervisor Glushko is watching how the City of Plattsburgh is dealing with the problem.

Jerry Watkins has withdrawn his bid to install a new roof at the Lyons Road Schoolhouse. An alternate bid will be solicited.

Area towns are being encouraged to explore using solar energy. Several Board expressed skepticism regarding solar energy’s benefits to the town. Councilor Brandy McDonald said that solar companies are exaggerating future electricity rate increases and stated that solar panel lose efficiency at a rate of about 5% per year.
