The Ryan family spent last week on Cape Cod. As usual your editor was accompanied by his camera. Cape Cod is a truly beautiful place – the ocean and beaches, the whales, seals and other wildlife, the terrain, the beautiful homes, flowers and plants. Oh yes, I shouldn’t forget the food! Spending a few days on and near the seashore made me much more aware of tragedy being played out on the Gulf Coast.  The Cape Cod beaches and marshes are an integral part of daily life in that region. I can’t imagine what it would be like to see them covered in oil.  Here are a few more of my photos.

Led by Don Papson, President of the North Country Underground Railroad Historical Association (NCUGRHA), this walking and driving tour of the villages of Keeseville and Peru will include historic anti-slavery sites and voices from the past including: Frederick Douglass’s thoughts on slave owners when he lectured in the Keeseville village in 1843; former Plattsburgh slave Ben Lewis’s dying wish for a suit in which to be buried; Wendell Lansing’s anti-slavery resolution which divided the Baptists; and the charge “Disunionist!” which prevented black abolitionist lecturer Charles Lennox Remond from being heard in Keeseville. The tour will include stops at several anti-slavery and Underground Railroad sites once owned by members of the Keese family in the village of Peru.  Bring a lunch, walking shoes and an umbrella. The tour will start at the Ausable Grange Hall, Main St, Keeseville, NY. $30 NCUGRHA Members. $40 Non-Members. Congressman Owens News Release

WASHINGTON – Today, Congressman Owens announced Operation Stonegarden(OPSG) funds for Northern New York to strengthen security along the Canadian border. In April, Congressman Owens pressed the Chairman and Ranking Member of the Homeland Security Appropriations Subcommittee for access to security funding for New York’s northern border.

“It is integral to our national security that we maintain this level of funding for our border counties,” Owens said. “Northern and Central New York face a series of challenges that are unique to our specific land ports and border crossings, and we must give our patrol agents the tools they need to secure our borders.  As we maintain the safety of these areas, we will be able to continue the movement of legal goods and services through our border and grow our local economy in the North Country.”

County governments in New York’s 23rd Congressional District that will receive these funds are Clinton County ($423,959), Franklin County ($331,918), Jefferson County ($283,777), Oswego County ($191,741), and St. Lawrence County ($411,735).  The St. Regis Mohawk Police Department is also set to receive $267,917. The Peru Town Board held their Regular Meeting on Monday, July 12 at 7:00 PM.

Everyone except Town Attorney, Don Biggs, was present.

The Agenda contained 18 items and several discussions including:

• Reports from all Departments, except Dog Control, were approved and can be found at: http://www.perutown.com/town.htm
• Highway Superintendent, Mike Farrell informed the Board the shoulders along the newly paved sections of Oakdale Drive would be completed once the weather cools a bit. Farrell indicated damage could occur to the new road due to heat and the weight of the shoulder equipment.
• Town Clerk, Kathy Flynn informed the Board that NYS Ag & Markets would no longer be issuing Dog Licenses, leaving that duty solely to the Town Clerk.
• Carried a Resolution to transfer general budget funds in the amount of $3611.92 to cover overages to Town Property Insurance, Comprehensive Plan, and Deputy Town Clerk expenses.
• Tabled a Motion to approve an Accounting Services Contract. Town Councilor, Sue Polhemus indicated she would like meet with the accountant to discuss specific adjustments and corrections to accounting before approving the contract.
• Notified the Public that Zoning Enforcement concerning property maintenance will be increased throughout Peru. Codes Enforcement Officer, Paul Blaine has been authorized to tighten enforcement on property maintenance issues such as abandoned vehicles, overgrown brush, dangerous structure and the like. A form for anonymous reporting of zoning violations is being constructed for the town website and should be online within the week.
• Highway Superintendent, Mike Farrell requested the Board to consider a 3-way deal with Beekmantown and Chazy to purchase a used paver.  This would be an option considered for next year’s budget.  Mr. Farrell stated a new paver could cost $400,000, but a used one in the amount of $120,000 is available, and by sharing the cost and man-power with the other towns, the purchase would be far more reasonable considering the amount of paving required in Peru. Farrell also informed the Board the new pickup tuck for the Highway Department has been ordered and should be delivered in about eleven weeks.
• Town Supervisor, Peter Glushko informed the Board the speed limit reduction in the Quaker Highlands Development, from 55MPH to 30MPH, has been approved by DOT. The new speed limit signs will be erected once the paperwork is finalized.
• Set Workshop dates for the Dog Control Law on Wednesday, July 28, at 6:30 PM, and the Noise Ordinance on Wednesday, August 18, at 6:30 PM.
• A bit of good news came from Greg Timmons who informed the Board Bill Downs came home on Saturday and is continuing to make good progress healing from a June 19th motorcycle accident.

The Meeting was adjourned at 8:10 PM.

St. Augustine’s Church parishioners celebrated the parish’s 3rd Annual Parish Picnic on Sunday, July 11, 2010 at St. Patrck’s Oratory-Mother Cabrini Shrine.  The 10:30 a.m. Mass was celebrated by Rev. Alan Shnob and Rev. Richard Demers; then followed by the picnic. It was a beautiful, warm morning. The sun was intense so some people participated in the Mass from the nearby picnic tent.  Father Alan Shnob invited parishioners to enjoy the newly developed walking trail adjacent to the Shrine and he said the parish hopes to construct a canopy to protect the Shrine from the elements.
