DEC Announces Nov. 20 Start for Regular Firearms Season for Deer and Bear Hunting in New York’s Southern Zone
In the Northern Zone, the regular deer and bear hunting season opened Oct. 23 and closes on Dec. 5.
New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos announced today that regular firearms season for deer and bear in the Southern Zone begins on Saturday, Nov. 20. DEC encourages hunters to review new safety regulations and changes this season that will enhance their hunting experience.
“New York’s hunters are among the state’s most important conservationists,” Commissioner Seggos said. “Hunters help to balance deer and bear populations with local habitats and land uses while providing more than 11 million pounds of quality, locally grown, organic meat to sustain families. With more opportunities to venture afield this season, I encourage New Yorkers to continue practicing the key tenets of hunter safety for a safe and enjoyable time outdoors.”

One additional COVID-19 death and thirty-five additional positives reported

Since our 11/3 update, 35 additional lab-confirmed COVID-19 positive cases have been reported. CCHD has received notification of an additional COVID-19 related death of a Clinton County resident. This death bring the total number of COVID-19 related deaths in Clinton County to forty-four.

6 PM Public Hearing on Peru’s 2022 Budgets

Tonight, Thursday, November 4th at 6 p.m. the Peru Town Board will conduct a public hearing on its 2022 Preliminary General, Highway, Sewer, Valcour Sewer, and Water budgets. The budgets are attached for your review.  Town Supervisor Brandy McDonald said there are no major budget changes. One item that had been Highway Department expense had to be transferred in the general budget. The general budget covers the town hall and town court activities such as the town board, supervisor, codes and zoning, assessor, JCEO Outreach, and town clerk. 

The town board’s 2021 general budget estimated $1,596,434 in revenue and expenses. The 2022 budget anticipates $1,710,565 in revenue and expenses, an increase of 7.1%. Extra money is included for such items as sidewalk repair, park maintenance, and highway line striping. 

The board’s 2021 Highway Department budget estimated $1,778,777 in revenue and expenses. The 2022 budget anticipates $1,825,065 in revenue and expenses, an increase of 2.6%.

The board’s 2021 Sewer Department budget estimated $363,670 in revenue and expenses. The 2022 budget anticipates $393,292 in revenue and expenses, an increase of 8.1%.

The board’s 2021 Valcour Sewer budget estimated $61,759 in revenue and expenses. The 2022  budget anticipates $70,720 in revenue and expenses, an increase of 14.5%.  It appears $6,000 in administration expenses were transferred to this budget.

The board’s 2021 Water Department budget estimated $785,266 in revenue and expenses. The 2022 budget anticipates $767,746 in revenues and expenses, a decrease of 2.2%.  A surplus fund balance accounts for most if not all of the decrease.

Assemblyman Jones’ bill prohibiting double-bunking in correctional facilities signed into law

Assemblyman Billy Jones (D-Chateaugay Lake) announced that a bill he sponsored and passed prohibiting double-bunked housing in correctional facilities has been signed into law (Ch. 570 of 2021). The legislation will help combat overcrowding in state prisons and keep officers and inmates safe.

“Double-bunking is an outdated and dangerous practice that has absolutely no place in our current prison system,” Jones said. “For 20 years, I worked as a corrections officer and experienced firsthand the stress and painstaking hard work this job entails. Since I was elected, I have been working to end double-bunking in medium-secured dormitories at correctional facilities and I am pleased that Governor Hochul has signed this bill into law. It’s critical that we prioritize their safety and well-being, as well as that of inmates and other prison staff, and do everything we can to ensure our correctional facilities are as safe as possible. So many people across the North Country will be safer at their jobs now that double-bunking is ending in medium-secured facilities, and I am proud that my bill was finally passed and signed by the Governor.”

The state Department of Corrections and Community Supervision (DOCCS) began forcing inmates to be double-bunked decades ago when the state had to increase the capacity of its prison system. Jones’ legislation eliminates this practice and permanently prohibits the use of double-bunked housing in correctional facilities across the state. As the state continues to consider closing more prisons, the passage of this law is crucial to address the issue of overcrowding and limit the number of inmates our officers must supervise at a time, Jones noted. As a former correction officer, Jones continues to work on initiatives to make sure correction officers, civilian staff and all the hardworking men and women employed in these facilities are safe.

DEC Adopts New Regulations to Protect Wildlife Management Areas

New Regulations will Improve Conservation and Safeguard Sustained Public Use

New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos today announced the adoption of new regulations governing the public use of Wildlife Management Areas (WMA) and the simultaneous repeal of three obsolete area-specific regulations. These regulations will become effective Jan. 1, 2022. DEC’s Division of Fish and Wildlife manages 125 WMAs and several Unique and Multiple Use Areas across the state. Collectively known as the WMA system, these areas comprise nearly 250,000 acres.

“Visitor use and enjoyment of DEC’s wildlife management areas across the state have increased significantly over the years,” Commissioner Seggos said. “To protect these special places for future generations and sustainably welcome visitors, DEC is updating our rules to ensure the WMA system continues to meet the primary goals of conserving wildlife and providing opportunities to safely hunt, trap, and appreciate wildlife.”

DEC adopted the new regulations following a public comment period earlier this year. The full text can be found on the State Register website. New regulations include provisions to:

  • Restrict the use of motor vehicles and some motorized equipment, such as chainsaws, in WMAs. Snowmobiles will be allowed on designated routes covered by a minimum of three inches of snow or ice and only from the close of the regular big game hunting season until March 31. This measure will help prevent the degradation of trails and habitat, particularly during winter and spring thaws;
  • Prevent the introduction of aquatic invasive species;
  • Restrict the discharge of firearms other than for hunting or trapping to designated areas. Only paper targets will be allowed;
  • Restrict the use of boats to electric or non-powered boats. Boats may not be stored or anchored overnight on WMAs; and
  • Require that dogs be kept on a leash and under control. Exceptions include when dogs are being legally used for hunting, training for hunting on lands designated as dog-training areas during training seasons, or when participating in a DEC-licensed field trial.

Visitors to New York State’s WMAs should always be aware of the rules governing the WMA. Each WMA has a webpage that lists featured activities, available facilities, any site-specific restrictions, and a map of the area. For more information, go to DEC’s website.

A New Chapter in St. Augustine’s Parish History

Peru – After serving as pastor of St. Augustine’s Church for the past four months, Rev. Scott Seymour commented, “I think we’re doing very well. People are working well together. They’ve been cooperative and understanding.” Father Seymour isn’t referring to just St. Augustine’s parishioners; he’s also talking about parishioners at St. James Church in Cadyville and St. Alexander’s Church in Morrisonville. On July 1st., Father Seymour became the pastor of all three parishes. They also share a parochial vicar and a deacon, Rev. Jay De la Rosa and Deacon Michael Howley. The weekly parish bulletin heading states, “Catholic Faith Communities United in the Love of Jesus.” 

Father Seymour has reasons for his optimism. Since July 1st, the three parishes have conducted several successful programs, including a vacation bible school, a parish picnic, and youth ministry Applefest parade float. In addition, religious education directors Sister Deepali Bankar and Janice Morse and youth director Rene’ Dewyea work hand-in-hand sharing ministries. 

On October 10th, many parishioners from all three parishes were present as Bishop Terry LaValley formally installed Father Seymour as St. Augustine’s pastor. They heard Bishop LaValley describe Father Seymour as a man who sometimes leads, sometimes follows, and always accompanies parishioners on their faith journey. 

A West Chazy native, Father Seymour has served as St. Alexander’s pastor since 2010 and Cadyville pastor since 2017. He has previously served as pastor in Willsboro and Essex and as parochial vicar in Ogdensburg and Malone. An accomplished singer and musician, Father Seymour has directed choirs for several major diocesan events. After hearing him sing, a St Augustine’s parishioner remarked, “He should be on Broadway!” When told about the remark, Father Seymour responded, “That’s nice, but I’ve got a few things keeping me busy right now!”
