Here are today’s Clinton County Health Department COVID-19 case updates.

Humidity is expected to rise this week. In addition to wearing face coverings, washing hands frequently, and maintaining physical distance (at least 6 feet), stay cool while staying safe with these tips:
– Bring water with you and drink plenty of fluids.
– Wear lightweight, loose-fitting, and light-colored clothing.
– Pace your activities so as not to overexert yourself and find shade to cool off.
– If you are feeling any symptoms of heat exhaustion (such as sweating, nausea, or dizziness) move to a cool place, loosen your clothing and sip water.
– If you are wearing a cloth face covering and feel yourself overheating or having trouble breathing, put at least 6 feet of distance between yourself and others and remove the face covering.

Whitehall lock finally open allowing Lake Champlain access from the south

We are pleased to confirm that the Whitehall lock of the Champlain Canal finally opened on Friday for passage, allowing access by boaters to Lake Champlain from the south.
Unfortunately, the state’s construction restrictions this past spring as part of the COVID-19 pause, delayed completion of the lock reconstruction, cutting Lake Champlain off from the Champlain Canal for most of the summer. Making matters worse, of course, has been the closure of the northern border to Canadian boats and boat owners, effectively isolating Lake Champlain from both directions.
While we continue to believe the canal work should have proceeded last spring as essential construction on a state transportation system, we have been regularly monitoring progress and seeking the soonest possible opening. We hope that Friday’s restoration of lake access from the canal will bring some amount of much needed additional business to the Lake Champlain marinas in the weeks ahead.

Governor Andrew Cuomo’s August 7th message

The infection rate statewide—in every region—is below the established threshold and therefore all school districts are permitted to open this fall. Whether your school will be in-person, remote, or a hybrid model will be determined locally by each individual school district under strict Department of Health guidelines.
Every school district was required to submit a reopening plan to the Department of Health, which will be carefully reviewed. Additionally, school districts must post their remote learning plans, as well as plans for testing and tracing students and staff, on their websites. These plans must be transparent and accessible.
Parents and teachers must feel safe and secure in each school district’s plan to return to school, and to that end, school districts are required to engage all parties. Specifically, they must set dates for 3-5 discussion sessions with parents and the community, to be held by August 21, and at least one separate discussion session for teachers specifically.
Based on our infection rate of about one percent, New York State is in the best possible situation right now. If anybody can open schools safely, we can. We can bring the same level of intelligence to the schools reopening that we brought to the economic reopening.

Here’s what else you need to know tonight:
1. The total number of COVID hospitalizations continues to remain low. Yesterday, there were 579 total hospitalizations. The State conducted 70,170 tests, of which 714, or 1.0%, were positive. Sadly, we lost 5 New Yorkers to the virus.
2. The moratorium on evictions in New York State has been extended to September 4th. The moratorium was first put in place in March to protect residential and commercial tenants facing financial hardship due to the pandemic. As long as we are in the middle of the pandemic, there will be no evictions.
3. The next federal stimulus bill must include state and local aid for New York. I issued a letter today with NY Senate Majority Leader Andrea Stewart-Cousins and NYS Assembly Speaker Carl Heastie to New York’s Congressional delegation outlining the state’s urgent need for federal aid. Like many other states, New York has spent millions on COVID-related expenses, even as state revenues went into a free fall. New York requires $30 billion in federal aid over 2 years to avoid dramatic budget cuts that would leave our state and every one of its communities in a precarious financial position.
4. Over 4 million TV viewers across the U.S. have seen New York’s “Mask Up America” PSAs. In partnership with the Ad Council, these ads—featuring the voices of Morgan Freeman, Jeffrey Wright, Robert De Niro, and many others—are aimed at promoting mask-wearing not just in New York but around the country. Watch the series of ads here.
Tonight’s “Deep Breath Moment”: In Tuscany, “wine windows,” or buchette del vino are seeing a revival in popularity due to the pandemic. These small wooden hatches were first introduced in the 1600s during the bubonic plague and allowed merchants to sell wine with limited contact. Centuries later, Florence Wine Window owners are using the medieval fixtures to sell wine, coffee and other snacks.

Peru School Board Meeting of Tuesday, August 18th

The Peru CSD Board of Education will hold its regular monthly meeting on Tuesday, August 18, 2020, at 6:30 PM.  It is anticipated that an executive session will take place immediately following the 6:30 PM start and that the Board will reconvene for public session business at approximately 7:00 PM.  The Board will allow thirty-five (35) community members to participate at the Board Meeting and everyone else will be able to watch the live streaming of the meeting via Google Meet at https://youtu.be/YvO8W4EVI48.  Public comments on items that are not a ‘discussion’ item on the agenda will be presented at the second public comment section of the agenda as set forth in Board Policy 1230 which allows for up to a 30-minute time period and comments limited to (3) three minutes per presenter. 

Community members can also send their comments to perucomments@perucsd.org. The public comment section will be open on Friday, August 14, 2020, through Tuesday, 12:00 noon, August 18, 2020.  Responses should have a maximum of 300 words.

The Board is asking for anyone interested in attending the meeting to pre-register. A pre-registration form will be located on the front page of the District website until 8/12/20. If the number of interested individuals exceeds 35, the District will randomly select in a lottery format those that will be able to attend.  In case of a lottery selection, it will be done on Thursday, August 13th at 6:00 pm. The meeting will be recorded and will be available on the District’s website.

Bassmaster Elite Series Has Safely Come, Gone and Left an Impact State and County approved fishing tournament went off successfully!

With approval from New York State and the Clinton County Health Department, the City of Plattsburgh and Adirondack Coast Visitors Bureau, a division of the North Country Chamber of Commerce, was happy to host the 2020 Bassmaster Elite Series on Lake Champlain last weekend. Despite the limitations and change in structure because of the COVID-19 Pandemic, this event, which in normal circumstances brings $1.5-$2 million to the host community, still was estimated to have an economic impact of $750,000-$1,000,000 – a nice impact on our community in a time when it is needed the most. 

Along with the monetary impact it brought, all 4 days of the Elite Series tournament was broadcasted live on ESPN 2, ESPN 3 and Bassmaster.com. Coverage like this showcases the area to a much broader market, which will in turn have a future impact of new visitors wanting to explore the beauty of the Adirondack Coast and Lake Champlain. 

The tournament could not have gone off as successfully as it did without the work and support of: 

 Representative Elise Stefanik – helped to obtain the OK from the State of Vermont to fish in Vermont waters on Lake Champlain without triggering Vermont state quarantine requirements. 

 Clinton County Health Department and Empire State Development – gave support and guidance through the safety planning process, aiding in testing requirements, answering questions and more. 

 Plattsburgh Boat Basin – for providing space for the event and staffing support when needed. 

 Bassmaster Organization – for going above and beyond following the guidelines set by the state, while keeping the health and safety of our community top priority. 

“The Bassmaster Elite tournament was a thorough success in every respect, starting with safety and then including the quality of the competition, the national media promotion which you can’t put a value on and bringing some much-needed business at a challenging time to our hotels, campgrounds and restaurants,” states Garry Douglas, President of the North Country Chamber of Commerce. “Most of all. it was a tribute to North Country partnership with everyone collaborating to guarantee a wholly safe and successful event, including Clinton County and the County Health Department, the City of Plattsburgh, the outstanding team at Bassmaster, our partners at the state and the Chamber’s Visitors Bureau staff, among others. Congratulations and thank you to all involved.”

Stefanik Statement on Trump Administration Reinstating Tariffs on Imports of Non-alloyed Aluminum from Canada

Washington, D.C. – Congresswoman Elise Stefanik released the below statement following the Trump Administration’s decision to reinstate the 10% tariffs on imports of non-alloyed aluminum from Canada:

“I oppose the Trump Administration’s decision to reinstate the 10% tariffs on imports of non-alloyed aluminum from Canada,” said Congresswoman Stefanik. “The United States and Canada have a strong economic partnership and trading relationship. This decision will slow the rate of our economic recovery from COVID-19, particularly for the manufacturers along the Northern Border in the North Country. Instead, our focus must be on working with our allies to address China’s overcapacity and the subsidized aluminum they continue to dump on the world market. I urge the Administration to reverse this reinstatement so we can focus on restoring our economy while holding unfriendly nations – like China – accountable.”

“This is an unfortunate act of self-harm by the U.S., as past tariffs against Canada have been,” said Garry Douglas, President of the North Country Chamber of Commerce. “The U.S. and Canada make things together and this directly increases costs to many of our manufacturers with cross border supply chains that include aluminum goods. Just weeks ago, on July 1st, we implemented the new USMCA agreement as a celebration of the enormous importance of the U.S.-Canada economic partnership, and now we are already forgetting the special nature of that partnership. Hopefully, this will be short term in nature and will be reconsidered and reversed quickly.”
