Stop by the Babbie Museum this Weekend

If you haven’t visited the Babbie Museum in Peru, today or tomorrow (Sunday) would be great days to visit. This is Homesteading and Woodworking Weekend June 18 – 19 – Hours 10am-4pm. The Peru Gazette hadn’t visited the museum in some time. The progress is amazing! The museum is a great place for seniors and children alike!

Wood carving demonstrations by Champlain Valley Wood Carvers. Ongoing demonstrations of antique chain saws, shingle mill, and a planer and buzz saw run by hit and miss engines. Watch as flax is spun into linen (Brook Sylvan Spinnery). Try your hand at using a wash board or vintage wringer washer. Master Gardener on site to answer your gardening questions. As part of the Clinton County Health Dept.’s Longest Day of Play the Town of Peru will be hosting “Explore the accessible trail in Peru”. We hope to have visitors of all abilities come enjoy our trail. There will be music and activities in the park. Food won’t be sold so please bring a lunch. Upcoming Events at Peru Community Church

The Peru Community Church is pleased to announce special celebrations and events over the coming weeks. All are cordially invited to join with us in worship and special events.

The summer worship service schedule is now in effect. Each Sunday, the worship service is at 9 am from now through Labor Day in the sanctuary, Elm and Pleasant Streets, at the intersection of Routes 22 and 22B in the town of Peru. A coffee hour immediately follows each service in the church’s Fellowship Center across the street at 13 Elm Street.

Sunday, June 19th is Baccalaureate Sunday during which we will honor our graduates (high school and beyond) during the worship service. All grads are encouraged to attend and to wear their graduation attire.

State Senate Approves Plan to Improve ‘Mobile Home’ Housing

The State Senate today approved legislation (S6954a) sponsored by Senator Betty Little that would establish a mobile and manufactured home replacement program. Little is chair of the Senate Housing, Construction and Community Development Committee.

Little said the objective is to improve affordable home options by funding the replacement of older, dilapidated mobile and manufactured homes sited on land owned by the homeowner with new affordable and energy efficient manufactured, modular or site built homes.

“In many communities, mobile and manufactured homes are an affordable option,” said Little. “But investments to maintain and improve these properties are sometimes cost prohibitive for lower-income New Yorkers and rarely result in a structure that has longevity and is energy efficient.” Read more »

Ethics reform appears dead as New York lawmakers near end of session – Times Union

The lack of action created proposals for a second one-year extension of state control of NYRA, which holds the franchise to operate thoroughbred racing at Saratoga Sprints, Belmont and Aqueduct. […] there were the good-government advocates, including Bartoletti, who showed up at noontime to erupt over a lack of movement on ethics reform, specifically closure of the so-called limited liability company loophole; new curbs on lawmakers’ outside income; and greater transparency for state budgeting. The advocates were far less interested in legislation that would tighten the definition of improper coordination between candidates and independent expenditure groups, a late proposal by Cuomo. Cuomo maintained in a letter to lawmakers sent Monday that the more comprehensive ethics reforms remain on his to-do list. Education policy, which has been controversial at the Capitol for years, also had its day on Tuesday, with the Senate Democratic majority faction advocating for Republican legislation that would stave off financial penalties for school districts that don’t yet have their retooled teacher evaluation systems in place. Amid the bustle of activity and gossip — and Cuomo’s absence from the Capitol for most of the day — lawmakers, lobbyists and advocates wondered what would be wrapped up in the sort of end-of-session omnibus agreement known as a “big ugly.”

Regents: Crisis drills now the rule in New York school safety – Times Union

The rules approved Tuesday by the Regents were recommended by the Safe Schools Task Force, a group of law enforcement and state agencies that was commissioned a month after the Sandy Hook shootings to examine and recommend ways to enhance school safety. Historically, emergency planning in schools has centered on fire safety, with regular drills required each year to practice safe and orderly evacuation plans. Other safety recommendations to be implemented in the coming year include a streamlined process for reporting incidences of bullying and violence; expanded violence prevention training; and new policies around school bus security and safety equipment.

You’re Invited to the Send-Off

On Saturday, June 18, North Country Honor Flight will fly 14 veterans to our nation’s capital to visit the WWII and Korean War memorials and Arlington National Cemetery. The plane will carry eight Korean War veterans, five WWII veterans, and one Vietnam veteran from across the North Country and their guardians, one of whom is traveling from as far as Texas to take part. The day is meant to honor the veterans for their service in the respective wars, though some of the veterans on board fought in more than one conflict. The send-off ceremony commencing at 7 a.m. at the Plattsburgh City Recreation Center will feature guest speaker Lt. Col. John Geno of the Vermont Air National Guard. Afterward, a caravan of motorcycles, fire engines, ambulances and law enforcement vehicles will escort the veterans to the Plattsburgh International Airport. The veterans will return at approximately 10:00 p.m. to the Plattsburgh City Recreation Center, where a welcoming crowd will await. The public is encouraged to attend all portions of the day to help make this celebration special for the veterans. North Country Honor Flight’s final flight of the year will fly Sept. 10. We ask that anyone who knows a WWII or Korean War Veteran to contact us at nchonorflight.org or call 569-7429. Peru Loses One of Its Most Respected Residents

Peru – Ethel Dashnaw Stewart, 94, of 6 Holden Avenue, Peru, passed away peacefully in her sleep on Saturday, June 11, 2016, at the UVM Health Network, CVPH, Plattsburgh.

She was born in Peru, on September 15, 1921, the daughter of Albert and Emma (Soulia) Dashnaw.

Ethel began formal education in a one-room school house, District #3, on Route 22-B, where there were typically 22-27 students in eight grades. After passing the New York State Regents in all subjects, she transferred to Peru High School. She enrolled in typing and shorthand classes and knew immediately that she wanted to become a private secretary. After she graduated in 1937 as Class Valedictorian at age 15, she went to Albany Business College for a private secretarial course and a court reporter course.

While still in high school Ethel worked in the Principal’s office during her free periods and before and after school. At the end of her sophomore year, she began to work at Burrell Orchards in Peru during the summers. In the Fall of 1939, she went to Ithaca and obtained a position as a secretary to the Head of the Department at Cornell University. Eventually she ended up back in Peru. In 1949 the position of secretary of the school became available, she applied and was hired. Thirty-five years later she retired.

During her 35 years at the school she saw many changes, was involved in five building projects, was school District Clerk and watched the school population grow from 650 students in 1949 to 4,400 students in the 60’s and 70’s, largely due to the arrival of the Plattsburgh Air Force Base. There were half day sessions and every available space in Town was utilized for classrooms.

Travel was always on Ethel’s mind. First she went to California for 2 ½ years, until her son retired from the US Navy. They came back to Peru in 1986. After they enrolled his children in school she began traveling. She took a trip to Ireland, then 11 countries in Europe, Israel, and several Canadian Provinces.

In addition to travel, she volunteered at CVPH for 10 years. She was elected to the Peru Town Board for three four year terms. She was instrumental in the acquisition of the land of Lapham Mills Road which is now the Town Recreation Center. She also served on the Apple Valley Senior Housing Board for six years and on the County ICEO board for six years.

Ethel was a trustee at St. Augustine’s when the new Church was built and co-chaired the fund drive. She was a lector for 25 years, worked the concession stand for Bingo for many years and did the books for the bingo fund. Ethel was also involved with the Peru Tree Lighting Ceremonies for 10 years.

In 1998 Ethel was honored as the “Town of Peru Citizen of the Year.” She was inducted into the Peru Central School “Wall of Fame” in 2004. Ethel enjoyed playing Bridge to keep her mind active as well as attending school programs in which her grandchildren and great-grandchildren were involved in.

Survivors include her son, Gerald “Jerry” Stewart, Jr. of Peru; daughters, Ann Marie Alpert of Tyler, TX, and Karen White of Plattsburgh; grandchildren, James Stewart and Evan White; and great grandchildren, Ava White and Philip Covel.

In addition to her parents, Ethel was predeceased by her husband, Gerald, Sr.; granddaughter, Susan Caron; brother, Roger Dashnaw; and her sister, Doris Penn.

A Mass of Christian Burial will be celebrated on Monday, June 20, 2016, at 10 AM, at St. Augustine’s Church, Peru, with the Rev. Alan D. Shnob, Parish Priest, celebrating, with Rev. William G. Reamer, as concelebrant. Burial will follow in the Parish Cemetery.

Donations in memory of Ethel may be made to St. Augustine’s Church or the Peru Rescue Squad.

Arrangements are in the care of the Hamilton Funeral Home, 294 Mannix Road, Peru, 643-9055.

Lyon Street School Repairs Continue

After what appeared to be a pause, restoration or at least stabilization of the Town’s Lyon Street School is continuing. At the regular May 25th Town Board meeting, Peru Town Counselors accepted a Rob’s Repair bid of $3191.20 to repair and paint the school’s bell tower and bell. Contractor Rob Timmons completed the work over a few days, so today a refurbished tower and bell are high above the historic school. The work was funded out of the Town Historian’s $5,135 fiscal year 2016 budget.

At the Board’s May 13th regular meeting Supervisor Peter Glushko asked Town Historian Ron Allen to furnish a detailed comprehensive plan for any future repairs to the building.   Glushko said he would like to budget future expenses rather than take them from the historian’s budget.

Last week Glushko told The Peru Gazette that he voted to approve the bell tower/bell repair because it had to be accomplished prior to installing the already purchased metal roofing. Counselor Jim Langley has indicated the town may be able to obtain outside funding for the roof installation once a firm price is established. Supervisor Glushko would like to have the Town’s contract engineer Peter Gibbs assess the building’s needs prior to making any expenditures beyond the roof installation. In addition to determining renovation/repair costs, the Town has yet to determine the ultimate use of the building.

Peru CSD Regular BOE Meeting June 14, 2016

Adirondack and Catskill Land Bank Proposed

Senator Betty Little today announced a proposed New York State Constitutional amendment (S.8026) and corresponding enabling legislation (S.8027) to create a 750-acre land bank for the Adirondack and Catskill Parks.The land bank could be utilized to approve important local projects on state Forest Preserve lands without a need to amend the New York State Constitution in each instance. Of critical importance, the amendment and enacting legislation include numerous safeguards protective of article 14 of the State Constitution. Read more »

Missing Dog – Please Read and Share

Our German Shepard went missing when our family went of vacation. She was under the care of my sister and she brought them to her house on the Patent Rd in Peru. She has a black collar, petite and a bad right hip. She is extremely scared of people right now and in a “survival mode”.  She is very friendly but extremely scared right now. Missing since Monday morning 5/30/16. Our entire family is completely devastated and we’ve had an amazing community that has been going out looking for her. Everyone has truly been amazing. We can not possibly thank everyone enough for their continued help during this heartbreaking time. Because of her being in a flight/survival mode she is staying away from people as much as she can. She was spotted many times along Shingle Street where she had been there for a few days; however we believe she has left that location due to being spotted too often and she got scared. If there’s any way you could help us out by getting the word out there further we would truly appreciate it. Our family is completely devastated and we just want to be reunited with our baby girl. I can be reached by email or cell if you have any questions. I’m also attaching a picture. Thank you for your time in this extremely difficult moment in our lives.

State Senate Approves Measure to Help Campgrounds Recover Costs

The State Senate today approved legislation that would allow campground owners to place liens on recreational vehicles (RVs) when guests fail to pay occupancy fees and other charges or abandon their vehicles. Senator Betty Little sponsored the bill (S.1684b) after hearing from the Campground Owners of New York (CONY).

Peru Town Court Relocation Still Under Discussion

Moving Peru Town Court from the Town Hall’s main floor to another location is an issue that will apparently never die, at least not as long as Town Justice James Kirby is in office. At the Town Board’s May 25th meeting Kirby asked the Board for guidance stating that New York State is offering town court security upgrade grants of up to $30,000; however, a grant application would have to be submitted in June or early July and would have to include specific plans and exact price quotes. While the Board has discussed relocating Town Court on numerous occasions, a vote has never been taken on the issue.

Kirby mentioned three alternatives: moving the court downstairs; adding on to the back of the Town Hall; or renting courtroom space at another location. Following a brief discussion the Board agreed to continue discussions at a June 9th workshop immediately following the 6:30 p.m. pickle ball workshop.

Town Justice Larry Cabana was also present at May 25th meeting. He told the Board, “Defense attorneys consider this the worst courtroom in the county.” A few days ago the Peru Gazette spoke with Justice Cabana who was happy to be interviewed saying, “This is the first time anyone has asked my opinion.”

Cabana described courtroom current shortcomings such as having to use the Town Hall entrance/foyer as the inmate holding area and not having a private attorney-client conference room. In Peru, attorneys typically confer with clients in the Town Hall entrance area or in the parking lot. When a justice must conduct a private “in chambers” meeting with a defendant, the defense attorney, the district attorney and sometimes a family member as many as eight people crowd into the court’s limited office space. On other occasions off-hour arraignments are being held in chambers because the main room is being used for workshops, meetings or other public functions.

Peru Town Court has the third highest caseload in Clinton County. Since January 1st Justices Kirby and Cabana have conducted over 100 off-hour arraignments. Over the first five months of this year they presided over 136 criminal cases (358 in 2015), 20 civil cases and processed 1,058 traffic violations. Many, if not most, of the criminal cases require multiple conferences or proceedings. In 2015 the Town Court revenue totaled $143,809 while operating expenses totaled $103,773.
