DEC Statewide Forest Ranger Highlights

Forest Ranger Actions for 6/25 – 7/1/18

New York State Department of Environmental Conservation (DEC) Forest Rangers respond to search and rescue incidents statewide. Working with other state agencies, local emergency response organizations, and volunteer search and rescue groups, Forest Rangers locate and extract lost, injured, or distressed people from the backcountry.

Recent missions carried out by DEC Forest Rangers include:

Town of Wilmington
Essex County
Wilderness Rescue:
On June 25 at 5:32 p.m., a call came in to DEC Ray Brook Dispatch from Essex County 911 reporting a 65-year-old woman with head injuries on the Flume Trail in Wilmington. While hiking the scenic trail overlooking the Ausable River, she slipped and tumbled down a 30-foot slope, landing on the boulders along the shore. Wilmington Fire and Rescue were first on scene. A Forest Ranger was dispatched to the scene to assist with a high angle rope rescue. By 6:35 p.m., the injured hiker was lifted over the steep walls and brought to a waiting ambulance, which transferred her to a life-flight helicopter for additional care.

Wildland Fire:
On June 26 at 12:34 p.m., DEC Ray Brook Dispatch received a request for Ranger assistance for an out-of-control fire in Greenwich. A controlled burn had escaped containment efforts, and multiple fire departments reported to the scene. Forest Ranger Jaime Laczko responded by 1:15 p.m. Cossayuna Fire Department, with support of other local fire departments, established a containment line with hoses and put down the fire, which scorched roughly one acre.

Fire Prevention Outreach:
On June 26, Forest Rangers John Franceschina and Joseph Pries, along with Smokey Bear, attended Environmental Conservation Night at the Staten Island Yankees game. Smokey and the Rangers greeted guests as they arrived and educated them about wildfire prevention. Smokey was given the honor of throwing the first pitch. After the first inning, Smokey came to the aid of a boy who was in a tug of war with the Yankees’ mascot “Scooter.” With Smokey’s help, the boy won. Throughout the game, Rangers and Smokey interacted with more than 200 people, handing out educational materials and talking about DEC and what Rangers do on a daily basis. DEC Environmental Conservation Police Officers (ECOs) and NYC Urban Park Rangers also attended the game.

Wilderness Rescue:
On June 29 at about 1:40 p.m., while on routine patrol at DEC’s Nick’s Lake campground, Forest Ranger Robert Coscomb heard radio traffic from Herkimer County 911 notifying Old Forge Fire Department of a 72-year-old woman on the Bald Mountain trail with a possible broken ankle. Ranger Coscomb advised Ray Brook Dispatch and requested additional Ranger support. Ranger Coscomb arrived at the scene at 2:05 p.m., and found that Old Forge fire personnel had splinted the woman’s right ankle and were waiting for a wheeled rescue litter. Ranger Coscomb assisted with packaging and carry out to trailhead. The Syracuse woman was transferred to Old Forge ambulance for transport to St. Elizabeth’s Hospital in Utica for further treatment.

Reduced Tillage Field Day July 31 in Willsboro

Willsboro, NY. In-field demonstrations with agricultural specialists and growers from NY and Vermont and six learning stations are all part of the Reduced Tillage in Organic Systems Field Day to be held Tuesday, July 31, 2018, from 9 am to 3 pm at the Cornell Willsboro Research Farm, 48 Sayward Lane, Willsboro, NY. The event is free to attend.

The overall focus of the day on improving soil health was developed to meet grower requests. While the event is geared toward organic vegetable, row crop, and small grain growers, the practices discussed will also benefit conventional growers. Read more »

DEC Announces New and Expanded Efforts to Promote Sustainable Tourism in Adirondack Park

New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos announced today that DEC is undertaking a multi-year, comprehensive effort to promote sustainable tourism, and address public safety in the Adirondacks. The first phase of actions begin ahead of the upcoming July 4th holiday.
 
Commissioner Seggos said, “Outdoor recreation is increasingly popular for New Yorkers and visitors, reinforcing what many of us already know-New York is home to unsurpassed natural areas, lands, and forests. To protect these precious resources for future generations, we are encouraging people to get outside and explore safely and responsibly and support DEC’s efforts to protect the Adirondacks by practicing sustainable tourism. Today’s announcement builds on our ongoing work to protect the public, conserve the resource, and spread the economic benefits of outdoor recreation tourism throughout the Adirondack Park.”
 
Popular destinations on DEC lands within the Adirondack Park such as the High Peaks, Dix, Giant and Hurricane Wildernesses, Baxter Mountain, and the Saranac Lake 6’er peaks, are attracting an unprecedented number of users.
 
To improve public safety and reduce impacts to natural resources in the area, DEC held four focus group meetings this past winter to generate ideas and information to support recommendations, particularly to address overuse challenges in the High Peaks region and the Route 73 corridor between Exit 30 of the Northway and Lake Placid in the Adirondacks. The meetings were held in partnership with the towns of Keene and North Elba and involved a wide range of stakeholders. With input from DEC land managers, the meetings helped the agency identify specific strategies and actions to be taken in 2018 and 2019.

Approved Minutes of June 11th Town Board Meeting

The regular meeting of the Peru Town Board was held on Monday June 11, 2018 at the Peru Town Hall.  Those present were Mr. Brandy McDonald Supervisor; Mr. James Douglass, Councilman; Mr. James Langley, Councilman; Mr. Melvin Irwin, Councilman; Mr. Matthew Favro, Town Attorney; Mrs. Dianne Miller, Town Clerk.  Also present were Mr. Courtney Tetrault, Water/Sewer Superintendent; Mr. Michael Farrell, Highway Superintendent; Mr. Bob Guynup, Zoning Officer; Ms. Pamela Barber, Confidential Secretary to the Board; Mr. James Kirby, Town Justice  and Mr. Dave Drollette, Dog Control officer. 

The meeting was called to order at 7:01 PM by Mr. McDonald, with the Pledge of Allegiance.  

Motion by Mr. Irwin, seconded by Mr. Douglass to approve the minutes from the May 29, 2018 meeting.   Ayes 4   Nays 0 Motion Carried

Motion by Mr.Langley seconded by Mr. Douglass to include the reports from the following departments into the official record of tonight’s meeting.  (Water/Sewer/Valcour; Highway; Town Clerk; Dog Control; Youth Department; Code/Zoning; Supervisor’s Report; Court; Website; and Banking Reports).   Ayes 4   Nays 0              Motion Carried

A 40 yard dumpster has been retained at no charge from Casella. A motion by Mr. Irwin seconded by Mr. Langley for Mr. Favro to coordinate clean up detail and hold harmless agreement between Mr. Clemons and Town employees.

TO PURCHASE A 2012 BOX VAN FROM MIDSTATE INDUSTRIAL SUPPLY BY THE TOWN OF PERU HIGHWAY DEPARTMENT TO REPLACE THE AGING 1971 CHEVROLET BOX VAN CURRENTLY BEING USED.

Motion: Mr. Langley Second: Mr. Irwin

WHEREAS, The Town of Peru Town Board has found a need for a new or used 2012 box truck for the Town Highway Department to replace the aging existing 1971 Chevrolet Box Van, and

WHEREAS, the Town Board and the Highway Superintendent have determined that the used 2012 box truck offered by the Midstate Industrial Supply would enable the Town to provide a continued level of quality service to the Town’s residents at a reasonable price,  Now it is,

RESOLVED, that the Town of Peru agrees to purchase a 2012 Box Truck Van at a cost not to exceed $8,500 with funds from the Highway Parts Account. The Town also authorizes the sale of the current 1971 Chevrolet box van with the proceeds of that sale being applied to the repayment of the parts line, AND

BE IT RESOLVED that the Town Supervisor is authorized to sign all paperwork to execute this purchase as soon as possible.

Ms. Barber confirmed the Summer Concert Series . Concerts will be held each Sunday-July 1thru August 26 from 6-8 PM.

Mr. Douglas performed an audit with Mrs. Miller Town Clerk/Tax Collector. His remarks were all financial records were accurate and correct

Mr. Tetrault  is continuing to research the options for shelter at the dog park. A canopy as suggested is a liability to the  town.

Mr. Farrell was appointed to the state executive committee for highway superintendents for the 2019 year.

Mr. Farrell was also able to acquire 2000 yards sand at no charge

Stefanik Announces 2018 Congressional App Challenge

Washington, D.C. – Today, Congresswoman Elise Stefanik (R-NY-21), Co-Chair of the Congressional STEAM (Science, Technology, Engineering, Arts and Math) Caucus, announced the 2018 NY-21 Congressional App Challenge. The Congressional App Challenge is open to all K-12 students in New York’s 21st Congressional District.

“In my visits with STEAM programs across our district, I’ve witnessed first-hand the incredible creativity of the North Country’s talented young app designers,” said Congresswoman Stefanik. “The Congressional App Challenge is a unique opportunity for students to showcase their expertise through next-generation mediums. The winner of this competition will have their app displayed in the U.S. Capitol for a year where it will be seen by visitors and dignitaries from around the world. I look forward to seeing what our gifted students can create!”

The Congressional App Challenge is open to all students regardless of coding experience and provides an opportunity for young people interested in computer science to design, create, and showcase an original app while giving them the chance to learn valuable technical skills. Students can participate as individuals or as teams of up to four.

Entries are being accepted now through November 15th, 2018. Submissions will be judged on the following criteria: quality of the idea, including creativity and originality; implementation of the idea, including user experience and design; and demonstrated excellence of coding and programming skills.
